Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. The minutes of the Regular semi-monthly meeting of May 21s, 1917; Special Called Meeting of May 23rd, 1917 ; and the Canvassing Board Meeting of June lst, 1917, were read and approved as read. Councilman Henry of the Claima and Expenditure Committee reported that there was need of a new typewriter desk in the city Clerk's office and on motion the punccase was authorized. Councilman Brown of the Street and Alley Committee, asked for further time to report on the resolution asking for the curbing and guttering of Washington Avenue from Ninth Street to Phillips Street. On motion further time was granted. An ordinance was introduced entitled: "An ordinance provid- ing for the issuing of Improvement Bonds in the city of Salina, Kansas, in the sum of $41,500.00 to pay the costs of improving certain streets in said City." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) mays: (0) On motion of Councilman Mishler the ordinance was read and adopted by sections and on its final adoption the roll was called --- and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (1f) Nays: (0) The Mayor approved the same and is numbered 2041. City Engineer, P. G. Wakenhut, submitted plans and specifi- cations and an estimate of cost for the curbing, guttering, exca- vating, grading and paving of Santa Fe Avenue, from the north line of the right of way of the Union Pacific Railroad Company to the south line of Otis Avenue; Ninth Street, from the south line of the main line right of way of the Union Pacific Railroad Company to the north line of Otis Avenue; and Otis Avenue, from the east line of Santa Fe Avenue to the east line of Ninth Street. Same were received and on motion of Councilman Henry were adopted and approved by the Council, and the City Clerk was in- structed to advertise for bids to be received up to and including June 18th, 1917, at eight o'clock P. M. The matter of paving a strip of ground sixty feet in length on the south side of Prescott Avenue and west of Eleventh Street was discussed, and the same was referred to the Street and Alley Committee to report at the next Regular Meeting. Councilman Brown moved that the City Engineer be instructed to pave the intersection of Bishop Street and Ninth Street with --- f iber brick in place of the Asphaltic Concrete now on said street. Motion adopted. An ordinance was introduced entitled: "An ordinance provid- ing for the construction of certain sidewalks in the city of Sali- na, Kansas." On motion of Councilman Brown the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays (0) On motion of Councilman Mishler the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. On motion of Councilman Brown the rules or order were suspend- ed for its consideration by the following vote: Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) 4L') Councilman Henry fo the Sidewalk Committee moved that the Street Copmissioner be instructed to make a fill for a sidewalk on Morrison Avenue, Motion adopted. n The following resolution was introduced: WHEREAS, It has been shown that there are four per- sons on Connecticut Avenue in the city of Salina, Kansas, who de sure become tenants ofr domestic purposes, of the Salina Water Works Company, and that such persons have laid pipe so that to enable said Company to connect its water main with said persons it will be necessary for said Company to lay not to exceed 240 feet of pipe. NCW THEREFORE BE IT RESOLVED, By the Mayor and Council- men of the city of Salina, Kansas, that the said The Salina Water Works Company be and it is hereby directed to lay a two inch water pipe for domestic purposes only from its present main on Iron Avenue in said City, south on Connecticut Avenue, for a distance of not to exceed 240 feet and connect with the present pipe laid by Wm. Samuelson and others to enable said persons -to become tenants of the Salina Water Works Company. Adopted and Approved, June 4th, 1917. (SEAL) Attest: Chas. E - B nike r, City Clerk. (10) Nays: (0) Councilman Brown moved that the Fire Chief be instructed to issue a permit to Andrew Caldwell for the moving of a house on a lot on North Eighth Street, same being in the fire limits. Mot ion adopted. Councilman Brown moved that the Sanitary Officer notify the junk dealer on East Ash Stre4t to discontinue dumping trash along the river bank, also to have the dumping discontinued a near the Ash Street Bridle, and to notify the junk dealer at the corner of Ninth Street and Elm Street to at once clean up his premises. Mo- tion adopted. A petition was received protesting against the unsanitary condition of the hide house on East Iron Avenue. Same was received ,and referred to the Public Health Committee. An ordinance was introduced entitled- "An ordinance provid- ing for the construction of certain sewers in the city of Salina'. Kansas, letting the contract therefor, and providing for the payment of the cost of the same." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. Councilman Henry moved that C• T • Snyder be instructed to fill up the sewer ditch on the north side of Elm Street near the Smoky Hill River and relay the sidewalk that was damaged by reason of such ditch. Motion adopted. Councilman Waite moved that the City Engineer furnish a com- plete description of the Kenwood Park property to the City Attorney, at once. A bid was received for the installing of a toilet in the Street Commissioners yard on South Fifth Street, from the Home Plumbing Company. Councilman krown moved that the bid be rejected on account of only one party bidding on the same. Bids were received for the official City printing as follows: Journal Publishing Company, 3�, per line, 6 point type, Central Kansas Publishing Co.2 1jer line, 6 point type, and l per line for each insertion after the first. e Also bid from W. H • Johnson, for job printing. Councilman Henry moved that the contract be awarded to the Central Kansas Publishing Company as per their bid. Councilman Mishler moved to amend, by referring the same to — a committee. Councilman Brown moved to lay amendment upon the table. Motion lost and the roll was called and the amendment carried. The original motion as amended, the roll was called and the mot ion carried. Bids were received for the auditing of the City's books, from C. H- Harne and Geo. Shuler. On motion the matter was referred to the Ways and Means Com- mittee. Councilman Todd moved that the City Clerk notify H. C • Tobey and W. B• Crowther, to return the bookcases now in their possession and belonging to the City, to the City Hall at once. The matter of purchasing a complete set of Public Utility Commission reports was discussed. Councilman'Mishler moved that the City Attorney be authorized to order the same. Permission was granted to the United States Fire Automatic --- Alarm Company of Kansas City, Missouri to make a public test, Monday, June 11th, 1917, at the corner of Walnut Street and Santa Fe Avenue. The Welfare Board submitted a report and the same was order- ed filed. A petition was received asking for the extension of water mains on Eleventh Street, from Elm Street to Bishop Street. Same was referred to the Corporation and Franchise Committee. — IIPAZ 1 1 1 1 1 Petitions were received for the construction of certain sewers as follows: Phillips Street, from South Street to Morrison Avenue, Eleventh Street, from Elm Street to Bishop Street, In the alley between Republic and Beloit, east of Santa Fe Avenue, On Kansas Avenue, south of Iron Avenue a distance of about 500 feet, In the alley between Kansas and Des Moines, north a dis- tance of about 350 feet north of Elm Street.
