Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. The minutes of the Regular semi-monthly meeting of May 7th, 1917; and the Adjourned. Meeting of May 14th, 1917, were read and approved as read. Claims and Expenditure Committee reported that they had sever- al claims, and on which they desire the Council to take f incl action. A claim from A• T- Naylor in the amount of 12.1.0, for supplies furnished Police Department. Councilman Grimes moved that the claim be allowed. Motion adopted. A claim from Cross Printing Company in the amount of $2.25, for envelopes for the City Marshal. Councilman Brown moved that payment be deferred. Motion adopted. A claim from Vallette Hardware Company, in the amount of 50/ for one-half box of cartridges, for Police Department. Councilman Mishler moved that the claim be allowed. Motion adopted. A claim from The Western Union Telegraph Company, in the amount of 50¢, for message from City Marshal to Chicago. Council- man ouncit- man Brown moved that payment be deferred and that the Company bring in a copy of the original message. Motion adopted. A claim from The Salina Clinic, in the amount of $13.00 for -- medical services, for h- E• Fowler. Councilman Brown moved that the claim be allowed. Motion adopted. Councilman Brown moved that all supplies for the Police De- partment be purchased either by the Mayor or the City Marshal. Mot ion adopted. A claim from Dave Stell, in the amount of w92.00 for Special Police services. City Attorney, G. A. Spencer, submitted a written opinion in reference to the validity of the claim. Same was read and ordered filed. Councilman Grimes moved that the claim be allowed, and on motion the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Mishler, Reed, Waite and Todd. (7) Nays: Henry and Brown. (2) A claim from Ira Anderson, in the amount of $102.00, for Special Police services. Councilman Grimes moved that the claim be allowed and on motion the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Mishler, Reed, Waite and Todd. (7) Nays: Henry and Brown. (2) A claim from j • FI• Kuhn, in the amount of X10.00 for services as Welfare officer. On motion of Councilman Todd payment was deferred. Motion adopted. A claim from the Clerk of the District Court, in the amount of $17.60 for court costs. On motion of Councilman Waite the claim was referred to the City Attorney. Motion adopted. A claim from The Stevenson Clothing Company in the amount of $5.50 for supplies furnished. the Street Department. On motion of Councilman Brown the claim was allowed. Motion adopted. A claim from the Crown Laundry in the amount of 4.99, for laundry for the Fire Department. On motion of Councilman brown the claim was allowed. Motion adopted. A claim from Lester Arnold in the amount of 624.00 for servic- eas as extra fireman. On motion of Councilman Mishler $14.00 of this amount was allowed. Mot ion adopted. F 1 A claim from the Cross Printing Company in the amount of X7.25 for printing for Fire Department. On motion of Councilman Brown the claim was allowed. Motion adopted. A claim from Austin Bros., in the amount of $1.85 for supplies furnished Fire Department. On motion of Councilman Todd the claim was allowed. Motion adopted. Claims were presented for the appraising of Prescott Avenue, from Ninth Street to Eleventh Street. On motion of Councilman Brown payment was deferred until the next Regular Meeting. Motion adopted. A claim from the Home Plumbing Company in the amount of X8.50 for cleaning sewer. On motion of Councilman Brown payment was deferred. Motion adopted. A claim was presented from the A. R. Young; Paving Company, in the amount of y 3,000.00 for paving a portion of railroad tracks on Santa Fe Avenue. Councilman Mishler moved that the claim be allowed and scrip be issued, payable in ninety (90) days, without interest. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." Councilman Reed moved that the ordinance be read and adopted by sections, Before the final adopt ion Councilman Brown moved that Section One (1) be amended as follows: "That the amount claimed for telephone rent from the two claims of the United Tele- phone Company be stricken out." The matter was referred to the City Attorney for investigation. Motion adopted. Councilman Mishler moved that Section One (1) be adopted as read, and on the final adoption of the ordinance the roll was called and the following vote was had; Underwood, Grimes, Smith, Mishler, Reed, Waite and Todd. (7) Trays: Henry and Brown. (2) The Mayor approved the same and is numbered 2038. Street and Alley Committee submitted the following report: Salina, Kansas. May 21, 1917. To the Hon. Mlayor and Councilmen, City of Salina, Kansas. Gentlemen: Vie, your Committee on Streets and Alleys, to whom was referred the petition asking for the paving of Washington Avenue from Ninth Street to Twelfth Street; and for the curbing and gutter- ing of said street from Ninth Street to Phillips Street beg leave to report as follows: The above petition contains 17 names. Since the petition has been filed there has been 7 names of signers, requesting their names to be withdrawn from said petition. We therefore, report that there are not sufficient names of property owners, liable for the cost of said improvements in said petition. Respectfully submitted, i'. A. Frown. Councilman Mishler moved that the City Clerk notify the agent of the Missouri Pacific Railway Company to fill the ditch on the south side of their tracks between Twelfth and Thirteenth Streets, as agreed by the officials sometime ago. Motion adopted. 451 452 Councilman Henry of the Sidewalk Committee submitted a list of new sidewalks to be ordered in, also a list of sidewalks that were in need of repair. The matter was referred to the Sidewalk Committee to have an ordinance drafted in accordance with the same. An ordinance was introduced entitled: "An ordinance amend- ing Sections Two (2) and Six (6) of Ordinance No. 1038, entitled, An ordinance regulating the laying and construction, establ ishin g a permanent width and declaring the materials to be used in the construction of sidewalsk in the city of Salina, Kansas, providing a penalty for violations hereof." On motion of Councilman Henry the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. (9) Nays: (0) On motion of Councilman brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Henry, Mishler, Reed, Brown, Waite and Todd. (9) Nays: (0) The Mayor approved the same and is numbered 2039. The following resolution was introduced: 'u�ItnE�iS There has been shown that there are nine persons on Morrison Avenue between Eleventh and Twelfth Streets in the city of Salina, Kansas, who desire to become ten- ants of the Salina Nater Works Company, and that it will be neces- sary to lay not to exceed 480 feet of pipe to permit said persons to be connected with the present mains of said water company, Now therefore, BE IT r:ESOLVED, By the Mayor and Councilmen of the City of Salina that the said Salina Water Works Company be and it is hereby directed to lay a two inch water pipe for domes- tic purposes only, on Mlorrison Avenue from Twelfth Street in said City and to connect with the present main on Eleventh Street in said City. (9) Nays: (0) The following resolution was introduced: iiH;REAS, It has been shown that there are seven persons on the south side of Bond Street in the city of Salina, who desire to become tenants of the Salina ?Nater Water Works Company and that it will be necessary to lay not to exceed 360 feet of pipe in order to permit said persons to be connected with the present mains of said dater Company, Now Therefore, BE 1'4.' RESOLVED, By the Mlayor and Councilmen of the City of Salina, that the Salina Water Works Company be and it is hereby directed to lay a two inch water pipe for domestic purposes only on Bond Street from the present main on Santa Fe Avenue and to connect with the present main on Fifth Street in said City. IIPAZ On motion of Councilman Brown the rules of order were sus- pended for its consideration and the resolution adopted as read by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. (9) hays: (0) A resolution was introduced entitled: "A resolution provid- ing for the curbing and guttering of Washington Avenue from Ninth Street to Phillips Street." Same was referred to the Street and Alley Committee. Councilman Brown moved that the bookcases belonging in the City Attorney's office be returned to the City Hall. Motion adopted. Building Committee submitted plans for the new Fire Station. On motion the matter was referred back to the Committee to bring in a more definite report. A special permit was granted to the African Methodist Epis- copal Church to construct a cement block church building on Eighth Street, north of Elm Street. Bids were received for the construction of certain sewers as advertised for -as follows: C • `j' • Snyder, D. G. Stack, Knudsen & Ahart, Councilman Brown moved that the contract be awarded to Knudsen & Ahart, subject to the approval of the Mayor, if work could be started at once. Motion adopted. Parks and Parking Committee submitted a proposition from J. J. Geis, in reference to purchase of Kenwood Pare. On motion of Councilman Brown the matter was referred back to the committee to get a proposition including the iron bridge crossing the river, leading into the park. Motion adopted. Councilman Waite moved that the City Clerk notify the Salina Light, Power & Gas Company in reference to the action of the Mayor and Council in regard to the installing of the lighting systen in the City Park, at a prior meeting. City Clerk was instructed to advertise for bids for the of- ficial f- fisial City printing for the coming year; also bids for auditing the city's accounts for the fiscal year ending June 3Dth, 1917. Bids to be received at the next Regular Meeting of June 4th, 1917. An ordinance was introduced entitled: "An ordinance grant- ing to the United States Automatic Fire Alarm Company of Kansas City, Missouri, its successors and assigns a right to operate and maintain an automatic fire alarm system in the city of Salina, Kansas." Same was referred to the Corporation and Franchise Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief were received and ordered filed. The matter of increase of wages for City employees was taken up. Councilman Brown moved thlat the employees of the Street Depart- ment be given an increase of 25� per day. Motion adopted. Councilman Grimes of the Fire Department Committee recommend- ed a $10.00 increase for members of the Fire Department. Councilman Underwood submitted a minority report recommending an inrease of $5.00 per month for Assistant Chief and members of the Fire Department. On motion of Councilman Frown the minority report was adopted. Ivayor Mathews recommended an increase of .5.00 per month for members of the police force, except the City Mars -hal and Assistant City Marshal. Also a $5.00 increase for the City Clerk and City Stenographer. 453 454 Councilman Broom moved that the recommendations be adopted. Councilman Henry moved that the salary of the City Stenograph- er be made $60.00 per month. Motion adopted. on motion of Councilman Underwood, Council adjourned. City Clerk.
