Mayor Mathews presiding and the following named councilmen answered to roll call; Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. City Attorney V�. B. Crowther absent. A petition was presented asking for the curbing and guttering of Eleventh Street from South atreet to Morrison Avenue. The same having been investigated, the Street and Alley Com- mittee, submitted the following report: Salina, Kansas. May 14th, 1917. To the Hon. Mayor and Council, City of Salina, Kansas. Gentlemen: We, your Committee on Streets and Alleys, to whom was handed the within petition asking for the curbing and guttering of Eleventh Street, from South Street to Morrison Avenue, beg leave to report as follows: After careful investigation, we find that a majority of the property owners liable for the cost of said improvements have signed said petition, and we therefore recommend that the prayers of the petitioners be granted. Respectfully submitted, P. A* Brown. Fred A. -Reed, St. & Alley Committee. On motion c' Councilman Mishler the report of the Committee was adopted. The City Engineer submitted plans and specifications and an estimate of cost for the above named work and on motion of Council- man Henry same were adopted and approved by the Council. An ordinance was introduced entitled: "An ordinance provid- ing for the curbing and guttering of Eleventh Street in the City of Salina, between the south line of South Street and the north line of Morrison Avenue, specifying the manner of construction, providing for the cost thereof, and the manner of payment, and letting the conti,act therefor." On motion of Councilman Brown the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. (9) Nays: (0) On motion of Councilman Mishler the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, 1" a_ ite and Todd. (9) Nays : (�O) The Mayor approved the same and is numbered 2036. An ordinance was introduced entitled: "An ordinance providing for the condemnation and appropriation of certain lots and pieces of ground in the city of Salina, hereinafter described, for the purpose of opening, widening and extending Elir: Street and Eleventh Street in the said City." On motion of Councilman Smith the rules of order were suspended for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed and Brown. (7) Nays: Waite and Todd. (2 ) On motion of Councilman Henry the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Henry, Smith, Mishler, Reed, and Brown. (6) Nays: Grimes, Waite and Todd. (3) The Mayor approved the same and is numbered 2037. JL 1 Councilman Henry of the Sidewalk Committee called the atten- tion of the Council to the Standard Oil Company's filling station piling dirt on the Sidewalk at the corner of Santa Fe Avenue and Elm St re et . The Mayor was instructed to have the police notify the party constructing the same, the have the same removed at once. Councilman Henry moved that the Building Committee be instruct- ed to bring in to the Council, as soon a.s possible,plans and speci- fications peci- fications for the erection of the new Fire Station on Fifth Street. Councilman 'haite moved that the Mayor appoint a committee of three members of the Council to confer with a like committee of the African Methodist Episcopal Church to try and adjust the dif- ference between the Council and the members of said Church, in re- ference to location of proposed church. Mayor Mathews ruled the motion out of order. City Engineer submitted plans and specifications and estimate of cost for the construction of certain sowers. Councilman Mishler moved that the same be adopted and approv- ed and that the City Clerk advertise for bids for Monday evening, May 21st, 1917. Councilman Mishler moved that the Parks and Parking Committee be authorized to grant privileges to citizens to plant garden in the County Park. A petition was received asking for the construction of a sidewalk on the north side of Elm ''t reet from Kansas Avenue to Ohio Avenue. Same was referred to the Sidewalk Committee. A petition was received asking for the construction of a sew- er in the alley between Kansas and Columbia Avenue, north of Elm Street about 100 feet, to accomodate four houses; also for a sewer in the alley between Jewell and Kirwin Avenues, from. Santa Fe Aven- ue, east to the Union Pacific, McPherson Railroad. Same were re- ferred to the Sewer and Drainage Committee. Mayor Mathews appointed the following named, Judges and Clerks for the Special Election to be held in the Fifth Ward, May 29th, 1917: Judges: Grace Glover, E. i"ord, J • F. Ekey, Clerks: Edna M. Conkl ing, Hattie L Soldan. On motion of Councilman Mishler the appointments were con- firmed. Mayor Mathews submitted the name of Chas. E. Banker, as City Clerk, for the ensuing year, and on motion of Councilman Mishler the appointment was confirmed. Mayor Mathews submitted the name of Guy A. Spencer, as City Attorney, for the ensuing year, and on motion of Councilman Henry the appointment was confirmed. Mayor Mathews submitted the name of Ellen Nyberg, as City Stenographer for the ensuing year, and on motion of Councilman Brown the appointment was confirmed. Mayor Mathews submitted the name of Aug. Olsson, as Street Commissioner, for the ensuing year, and on motion of Councilman Mishler the appointment was confirmed. Mayor Mathews submitted the name of P. G. Wakenhut, as City Engineer, and on motion of Councilman Todd the appointment was con- f irmed . Mayor N.,athews submitted the name of Wm. E. Thompson, as City Marshal, for the ensuing year, and on motion of Councilman Mishler the appointment was confirmed. Gibson, as Sanitary Cff icer, for the ensuing year, and on motion of Councilman Mish- ler the appointment was confirmed. Mayor Mathews submitted the name of R. P. Whelchel as Special Police in Oakdale Park, for a term optional to the Mayor and Coun- cil, and on motion of Councilman Todd the appointment was confirmed. Mayor Mathews submitted the name of J. V. Dickerson, as Motor Policeman for the ensuing year, and on motion of Councilman Smith the appointment was confirmed. Mayor Mathews submitted the naive of R. Montgomery, as Traffic Off icer, and on motion of Councilman Todd, the appointment was con- firmed. on- firmed. Appointment made for the ensuing year. Mayor Mathews submitted the name of R. N- Camp, as Fire Chief for the ensuing year, and on motion of Councilman Mishler the ap- pointment was confirmed. Councilman Brown moved that the matter of increase of wages for all City employees be respectively referred to the different department committees. Not ion adopted. ti• R. Young, appeared before the Council in reference to balance due for the re -surfacing o:f Santa Fe Avf,Unue from Walnut Street to North Street. Councilman Henry moved that all payments to A. R. Young & Company be deferred until Santa Fe Avenue is re -surfaced satis- factorily to the Mayor and Council. Motion adopted. On motion of Councilman Brown_, Council adjourned. City Clerk.
