MAY 7th, 1917.
Regular semi-monthly meeting of the City Council, May 7th,
1917. Mayor Mathews presiding, City Attorney A. b. Crowther and
the following named councilmen answered to roll call; Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd.
The minutes of the Regular Semi -Monthly Meeting of April 16th,
1917, and the Canvassing Board Meeting of April_ 27th, 1917, were
read and approved as read.
The Special Committee to whom was referred the matter of draft-
ing rules of order governing the Council for the ensuing year, re-
ported as follows:
Rule 1. The City Council shall meet in Regular Session on the first
and third Monday nights of each month as provided by ordinance. The
payor shall call a Special Meeting of the Council on the written
request of any three members of the Council, specifying the object
and purpose of such meeting, and it shall be the duty of the City
Marshal to notify all members of such Special Meeting.
Rule 2. The presiding officer of the Council shall be addressed as
"Mr. Mayor."
RRA- Every member rising to debate, present a petition or other
paper, to give notice, make a report or motion, shall address the
Mayor, and shall not proceed until recognized by him.
RR�4` No member shall speak to another or otherwise interrupt
the business of the Council, while the minutes or public papers are
being read.
Rule 5. All petitions introducing new business shall, when intro-
duced, be read and at once referred to the proper committee, which
committee shall report to the council thereon at its next Regular
Meeting, unless the time for such report be extended by the ounc it .
Rile 6- All ordinances and resolutions, (except appro riat ion ord-
inances for the payment of claims previously authorized shall be
read and then referred by the Mayor to the appropriated committee,
which committee shall report thereon at the next regular meeting of
the Council, unless further time for such report be given by the
Council.
Rule 7. The Order of Business shall be as follows:
1st. Roll Call.
2nd. Reading the Journal and approval thereof.
3rd. Report of Ltanding Committees in the following order:
1st. Ways and Means,
2nd. Claims and Expenditures,
3rd. Streets and Alleys.
4th. Sidewalk.
5th. Corporations and Franchise.
6th. Buildings.
7th. Fire Department.
8th. Public Health.
9th. Sewer and Drainage.
10th. Parks and Parkings.
4th. Report of Special Committees.
5th. Unfinished Business.
6th. New Business.
Rule 8. Robert's Rules of Order shall. govern the proceedings of
the Council in all cases not provided for by law, ordinances or
these rules.
Rule 9. The above Rules or Order of Business may be suspended for
any meeting by the concurrence of seven (7) members of the Council
present and voting, except ordinances or resolutions letting contracts
require all members present voting.
On motion of Councilman Frown the report of the Committee was
accepted and the rules of order governing the Council for the ensuing
year were adopted as read.

Fred Fitzpatrick appeared before the Council in reference
to the wiring of A- J • Holmquist' s building, and asked that the
Council have the Wiring Inspector approve the same. Said building
being used as a garage and the wiring does not conform with the
rules relating to buildings occupied by garages. No action taken.
An ordinance was introduced entitled: "An ordinance vacating
a portion of certain streets and alleys in the City of Salina."
On motion of Councilman M ishier the rules of order were sus-
pended for its consideration by the following vote; Ayes: Grimes,
Smith, Mishler, Reed, Brown, v�'aite and Todd. (7) Nays: Under-
wood, and Henry (2 )
On motion of Councilman Mishler the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Grimes, Smith, Mishler,
Reed, Brown, Waite and Todd. (7) Nays: Underwood and Henry
(2) The Mayor approved the same and is numbered 2033.
An ordinance was introduced entitled: "An ordinance grant-
ing the right of way for a switch track to The Union Pacific Rail-
road
ail-road Company, across Ninth Street."
On motion of Councilman Waite the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Smith, Mishler, Reed, Brown, Waite and Todd. (8) Nays:

On motion of Councilman Waite the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Smith,
Mishler, Reed, Brown, Waite and Todd. (8) Nays: Henry (1)
The Mayor approved the same and is numbered 2034.
Street and Alley Committee submitted the following report:
Salina, Kansas, May 7th, 1917.
To the Hon. Mayor and Council,
City of Salina, Kansas.
Gentlemen:
"e your Committee, to whom was referred the verbal propo-
sition of C • York, offering to donate certain tracts of land for
park purposes, near the west end of Ash Street, providing that the
City would vacate Ash Street through said tracts, beg leave to
report as follows:
After having carefully investigated the proposition we deem
it not advisable for the City not to vacate the street at this point,
and therefore beg leave that the City do not accept the offer as
above made.

On motion of Councilman Brown the report of the Committee was
adopted.
Councilman Brown moved that the weed tax in the amount of
6.3.00 charged to lots owned by Geo. E. Morrison, on account of error
be refunded. Motion adopted. —

An ordinance was introduced entitled: "An ordinance provid-
ing for the paving, curbing, guttering and excavating of Wilson
Street in the city of Salina, Kansas, from the west line of Santa
Fe Avenue to the east line of Highland Avenue; Ninth Street in
the city of Salina, Kansas, from the south line of the main line
right of way of the Union Pacific Railroad Company to the north
line of Otis Avenue; Otis Avenue in the city of Salina, Kansas,
from the east line of Santa Fe Avenue to the west line of Ninth
Street; Santa Fe Avenue in the city of Salina, Kansas, from the
north line of the main line right of way of the Union Pacific
Railroad Company to the south line of Otis Avenue; providing for
the cost thereof and the mariner of payment."
On motion of Councilman Henry the rules of order were sus-
pended for its consideration by the following vote; Ayes: Under-
wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd.

On motion of Councilman Henry the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown, 1a it e and Todd. (9) Nays: (0)
The Mayor approved the same and is numbered 2035.
The following resolution was introduced:
"BE I`l' RESOLVED, By the Mayor and Councilmen of the
City of Salina, that the Salina eater Works Company, be and is
hereby directed to lay'a two (2) inch water pipe from the present
main_ on Thirteenth Street to the lot line of The Union Pacific
Park, at the direction of the Corporation and Franchise Committee;
and a two (2) inch water pipe, for domestic purposes only, from
the present main at the corner of Phillips Street and Spruce
Street, north a distance of one hundred eighty (180) feet, to con-
nect with a service pipe located at that point for the service of
three houses now connected thereto and ready to use water there-
from."

On motion of Councilman Brown the rules of order were sus-
pefnded for its consideration and the resolution adopted as read
by the following vote; Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Reed, Brown, Vvaite and Todd. (9) Nays: (0)
Fred H. Quincy appeared before the Council and submitted a
proposition from D. E. Dunne & Company of Wichita, Kansas for
the Public Improvement Bonds to be issued by the City of Salina,
during the coming season, offering par, accrued interest and to
furnish all necess ary bonds.
On mot ion of Councilman Brown the above proposition was ac-
cepted by the Council.
T'estern Union Telegraph Company submitted a proposition for
the installation of an Electric Clock in the City Building. Coun-
cilman Brown moved that the matter be laid upon the table.
The matter of granting a permit for the Colored Church at
the corner of Elm Street and Eleventh Street was generally discus-
sed.
Councilman Todd moved that the Fire Chief be instructed to
grant said permit.
Councilman Brown moved that the matter be laid upon the tables

Fire Chief, h• N • Camp, made requisition for a new bell for
the Fire Truck; a new bench vise; also a supply of metal polish. —
Councilman Brown moved that the Fire Department Committee
be authorized to make the above purchase.
The matter of constructing certain sewers on the proposed
streets to be paved was generally discussed, and Councilman Brown
moved that the matter be referred to the Sewer and Drainage Com-
mittee to have the City Engineer prepare plans and specifications
and report at the next Regular Meeting. —
The matter of installing a lighting system in the City Park
was generally discussed.
Councilman Henry moved that the Light Company be instructed
to install an underground system, with eleven (11) iron posts, for
the sum not to exceed � 925.00 Motion adopted by the following
vote; Ayes: Underwood, Crimes, Henry, Smith, Mishler, Reed and
Brown. (7) Nays: Waite and Todd. (2)
Bids were received for the planting of flowers around the
City Hall from A. B • Walter, in the sum of 827 .00, and Councilman
Waite moved that the bid be accepted.
Councilman Brown moved that before the Mayor sign Ordinance
No. 2033, the proposed milling company file with the City a bond
indemnifying the City against any damage that might be sustained
against the City. Motion adopted.
A petition was received asking for the curbing, guttering,
excavating, grading and paving of Washington Avenue from Ninth
Street to Phillips Street. Same was referred to the Street
and Alley Committee.
On motion of Councilman Brown, Council adjourned until Monday, --'
May 14th, 1917, at eight o'clock P. M.
