APRIL 16, 1917.
Regular semi-monthly meeting of the City Council, April
16th, -1917, Mayor Putnam presiding, City Attorney I'- -b- Crow-
ther and the following named councilmen answered to roll call;
Miller, Underwood, Wolff, Henry, Mishler, Ostberg, Brown, Math-
ews and Bateman. Councilman Swedenburg absent.
The minutes of the Regular Semi -Monthly Meeting of April
2nd, 1917; The Canvassing Board Meeting of April 6th, 1917; and
the Adjourned Meeting of April 6th, 1917, were read and approved
as read.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims." and the same
was read and adopted by sections.
Councilman Miller moved that the bill of Burch, Litowich &
Royce be stricken out, and on roll call the motion was lost.
Councilman Ostberg moved that the ordinance be adopted as
read and on roll call the following vote was had; Ayes: Miller,
Underwood, Wolff, Henry; Mishler, Ostberg, Mathews and Baetman.
(8) Nays: Brown (1), Councilman Swedenburg absent. The May-
or approved the same and is numbered 2032.
Bids were received for the construction of sidewalk as ad-
vertised for, from, Erickson Bros., of Lindsborg, Kansas; Pete
Ahlstedt ; and Lyon and Peterson., and Snyder and Tuttle.
Councilman Henry moved that the contract be awarded to Sny-
der and Tuttle and Tuttle as per their bid of 10; cents cash and
114 cents scrip. Motion adopted.
The following resolution was introduced:
BE IT R SOLVED, By the Mayor and Councilmen of
the City of Salina, that The Salina Zater Works Company be and
is hereby directed to lay a two inch water pipe for domestic pur-
poses only, from the west end of the two inch domestic service pipe
ordered to be put in by resolution on the 6th day of April, 1917,
on Ash Street, west to the intersection of Ash Street with Olive
Street, thence north on Olive Street to connect with the present
main at the corner of Park Street and Olive Street.

On motion of Councilman Mishler the rules of order were
suspended for its consideration by the following vote; Ayes:
Miller, Underwood, Wolff, Henry, Mishler, Brown, Ostberg, Math-
ews and Bateman. (9) Nays: (0) Councilman Swedenburg ab-
sent.
On motion of Councilman Mishler the resolution was adopted
as read by the following vote; Ayes: Miller, Underwood Wolff,
Henry, Mishler, Ostberg, Brown, Mathews and Baetman. (91 Nays:
(0) Councilman Swedenburg absent.
The Fire Chief stated that during the clean up period of
the City, it would be advisable to grant the citizens a. special
permit to burn trash outside of the regular hours.
On motion the matter was left entirely in the hands of the
Fire Chief to use his own discretion.
Parks and Parking Committee submitted an estimate for the
installing of light posts in the City Park.

The matter was discussed by all members present, and Council-
man Wolff moved that the committee secure an estimate from the
Light Company to install wooden poles for temporary lighting.
On motion the Fire Department Committee was instructed to
submit a bill to H. u. Smither, President of the Salina Street
Railway Company for damages done to the line of hose that was run
over by street car, by a motorman in their employ.
Councilman Mishler moved that the Parks and Parking Committee
give J. A. Humrill ten (10) days to replace the trees in the City
Park, as per his agreement.
A petition was received from property owners asking for the
extension of water mains on Thirteenth Street, from Lincoln Aven-
ue to Grand Avenue. Same was referred to the Corporation and
Franchise Committee.
The monthly reports of the City Clerk, City Treasurer, Police
Judge and Fire Chief were received and ordered filed.
There being no further business the newly elected Mayor and
Council being present the oath of office was administered to the

Mayor Mathews called the Council to order and read the ap-
pointment of Standing Committees for the ensuing year, as follows:

On motion of Councilman Mishler the appointments were con-
firmed.
Councilman Brown moved that the Mayor appoint a committee
to draft rules governing the Council for the ensuing year.
Mayor Mathews appointed Councilmen Brown, Todd and Mishler
to draft such rules.
On motion of Councilman Underwood, Council adjourned.
