Regular semi-monthly meeting of the City Council, April 2nd,
1917. Mayor Putmm presiding, City Attorney W. B. Crowther and
the following named councilmen answered to roll call; Miller,
Underwood, Wolff, Henry, Mishler, Ostberg, Brown and Mathews.
Councilmen Swedenburg and Bateman absent.
The minutes of the Regular semi-monthly meeting of March 19th,
1917, were read and approved as read.
Jas. Thompson appeared before the Council and asked for a
special permit to remodel the building recently moved on north
Eighth Street, same being in the fire limits.
On motion of Councilman Brown a special permit was granted.
Street and alley Committee reported on the petition asking
for the curbing, guttering, excavating,, grading and. paving of Wil-
son Street, from Santa i'e Avenue to Highland Avenue as follows:

Gentlemen:
We, your Committee on Streets and Alleys, to whom was
referred the pet it ion asking for the curbing, guttering, excavating,
grading and paving of Wilson Street from the west line of Santa Fe
Avenue to the east line of Highland Avenue beg leave to report as
follows:
According to an abstract furnished by a bonded abstracter
we find six (6) resident property owners, five (5) having signed
sa id pet it ion.
We therefore report favorable on the same.

On motion of Councilman Brown the report of the Committee
was adopted.
The following resolution was introduced:
BE IT RESOLVED, By the Mayor and Councilmen of the
City of Salina, Kansas, that the curbing, guttering, excavating.,
grading and paving of Ninth Street in said City of Salina, Kansas,
from the south line of the main line right of way of the union
Pacific Railroad Company to the north line of Otis Avenue are each
and all improvements necessary to be made and done, and be it fur-
ther resolved that such street improvements be made and done.

Councilman Henry moved that the rules of order be suspended for
its consideration and that the resolution be adopted as read: Ayes:
Miller, underwood, Wolff, Henry, Mishler, Ostberg, Brown and Mathews
(8) Nays: (0) Councilman Swedenburg and Bateman absent.

Councilman M ishler moved that the City Engineer's plans and
specifications for cement sidewalks be amended as follows:
"A two year guarantee instead of one, and the contractor to
furnish a Statutory Bond in the full amount of the contract and a
Maintenance Bond for one-half the amount of the contract."
City Clerk was instructed to advertise for bids for sidewalks
to be constructed during the year 1917, bids to be received Friday
evenin; , April 6th, 1917.
A complaint was received from Emily Fall, at 664 aouth Third
Street, stating that the sewer contractor in constructing the sewer
in the alley, at the rear of her property removed the fence and the
same has never been re -constructed.
City Clerk was instructed to notify the contractor C. Knudsen,
to have the same repaired at once.
The matter of ordering Safety Zones in front of ehe Lamer Hotel,
on West Ash Street was discussed, and on motion of Councilman Brown
same was referred to the Street and Alley Committee.
A request was received from the Secretary of the Chamber of
Commerce asking that the Council permit the moving of a piano to the
third story of the city Hall Building, to be used during the G. A. H.
Reunion in May.
Cn motion of Councilman Underwood a permit was granted, pro-
vided that the party moving the same would plank the stairway and
guarantee no damage to the same.
Councilman Wolff of the Fire Department Committee stated that
the Automobile Association asked for a fireman to be detailed on
the ground during their automobile show.
On motion, the Fire Chief was instructed to detail a man for
such purpose, and get an extra fireman to fill vacancy.
Olof Johnson appeared before the Council and asked for a spe-
cial permit to build a garage on North Seventh Street, same being
in the fire limits.
On motion of Councilman Wolff a permit was granted.
Fire Chief, R. N. Camp, made requisition for six Special
Police stars, and eighteen Firemen Badges. On motion the request
was granted.
Councilman Brown of the Public Health Committee asked for a
policeman to be detailed for sanitary work. On motion the request
was granted.
Councilman Mathews moved that an extra Motor Policeman be de-
tailed during the week of the Automobile Show. Motion adopted.
A communication was received from the State Board of Health in
reference to the north side sewer. On motion of Councilman Brown
same was ordered filed.
Councilman Brown moved that the City Clerk advertise for bids
for the removal of the obstruction from the river from the mouth of
the sewer on East Ash Street to a point down the river near the house
of the old Tom White place. Bids to be received Friday evening,
April 6th, 1917.
A petition was received for the construction oa sidewalk on
the east side of Chicago Street, from University to alnut, thence
east on the north side of Walnut to Rail road Street.
On motion of Councilman Henry, Council adjourned until Friday
evening, April 6th, 1917, at eight o'clock.
