Regular semi-monthly meeting of the Mayor and Council, Niarch
19th, 1917. Mayor Putnam presiding, City Attorney W. B• Crowther
and the following named councilmen answered to roll call; Miller,
Henry, Mishler, Ostberg, Brown, Mathews and Bateman. Councilmen
Underwiid, Wolff and Swedenburg absent.
The minutes of the hegular Semi -Monthly Meeting of lViarch 5th,
1917, and the Adjourned. Meeting of March 9th, 1917, were read and
approved as read.
P' • C • York appeared before the Council and offered to donate
to the City for park purposes a certain piece of ground, west of
the City on both sides of Ash Street, provided that the City would
vacate Ash Street through said tract of ground.
The matter was referred to the Street and Alley Committee.
Geo. W. Bull, appeared before the Council and asked for a
special permit to move a house in on a lot on North Eighth Street,
same being in the fire limits.
On motion of Councilman Brown a permit was granted.
Councilman Brown moved that the Fire Chief be instructed not
to issue a permit for the erection of the colored Methodist Church,
at the corner of Eleventh Street and Elm Street, and on roll call
the motion was adopted.
Councilman Brown moved that the City Attorney be instructed to
prepare the ordinance necessary in the proceedings to condemn cer-
tain lots at the corner of Eleventh Street and Elm Street, for the
purpose of widening said street at that
point. Motion adopted.
An ordinance was introduced entitled: "An ordinance making an
apporpriat ion for the payment of certain claims."
On motion of Councilman Bateman the ordinance was read and
adopted by sections and on its f ina.l adoption the roll was called
and the following vote was had; Ayes: Miller, Henry, Mishler,
Ostberg, Brown, Mathews and Bateman. (7) Nays: (0) Council-
men Underwood, Wolff and Swedenburg absent. The Mayor approved
the same and is numbered 2030.
Councilman Mathews of the Street and Alley Committee reported
on the petitions asking for the location of Arc Lights at the corner
of Eleventh Street and Prescott Avenue; also on Santa Fe Avenue at
the Union Pacific crossing, and recommended that incandescent lights
be installed instead of Arc Lights at the above locations.
Councilman Bateman moved that the report of the Committee
be adopted and that the City Clerk be instructed to notify the
Salina, Light, Power & Gas Company to install said lights. Motion
adopted.
An ordinance was introduced entitled: "An ordinance relating
to and apportioning and levying special assessments on certain lots
and pieces of ground in the city of Salina, Kansas, to pay the cost
of curbing, guttering, excavating, grading and paving certain streets
in the city of Salina, Kansas, and relating to and providing for
the collection and payment of said assessments."
On motion of Councilman Mishler the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Henry, lei fishier, Ostberg, Brown, ivathews and Bateman. (7) Nays:
(0) Councilrr:en Wolff, Underwood and Swedenburg absent.

On motion of Counc i17.an Bateman the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Henry, Mishler,
Ostberg, Brown, Mathews and Bateman. (7) Nays: (0) Council-
men Underwood, Wolff and Swedenburg absent. The Mayor approved
the same and is numbered 2031.
Councilman Bateman moved that the Street, and Alley Committee
be instructed to receive bids for the paving of the alley between
Seventh Street and Eighth Street, north of the present pavement to
Ash Street. Said bids to be received at the next Regular Meeting. —
Motion adopted.
Councilman Mishler moved that the Street Commissioner be in-
structed to repair the pavement in front of the property at 511 West
South Street, and report the cost of said work, the same to be deduct-
ed out of the deposit of The Salina Plumbing Company. Motion
adopted.
Councilman Mishler moved that the Street Commissioner provide
a drainage at the corner of Eleventh Street and South Street under
the Street Railway Traci:. Motion adopted.
Councilman Bateman moved that the City advertise for bids for
all sidewalks that will be constructed by the City during the com-
ing year, against all property where the property owners fail to
construct said walks as provided by ordinances.
Councilman Bateman moved that all matters pertaining to the
difficulty between the property owners and the Water Works Company
be referred to the Corporation and Franchise Coltmittee and the City
Attorney for investigation. Motion adopted.
An invitation was received from the City of New Cambria, asking
the City officials to attend the ceremony of turning on electric
lights in the City of New Cambria. --
Councilman Lro�in moved that the invitation be accepted and
that the city •officials attend in a body.
Councilman Henry of the Parks and Parking Committee asked for
some filling to be used around the City Park, adjacent to the newly
constructed band shell.
Councilman Ostberg moved that the permit be granted.
A petition was received asking for the curbing, guttering, ex-
cavating, grading and paving of Wilson Street from Santa Fe avenue to
Highland Avenue. Same was referred to the Street and Alley Com-
mittee.
A petition was received asking for the extension of water mains
on Penn Avenue from Elm Street to Pine Street. Same was referred
to the Corporation and Franchise Committee.
A petition was received asking for the construction of a side-
walk on the south side of Ash Street, from Penn Avenue to Columbia
Avenue. Same was referred to the Sidewalk Committee.
The monthly reports of the City Clerk, City Treasurer, Police
Judges and Fire Chief were received and ordered filed. -
On motion of Councilman Bateman, Council adjourned.
