Mayor Putnam presiding, City Attorney Vi. B. Crowther and the following named councilmen answered to roll call; Mill- er, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. Councilman Brown moved that the name of W- B. Crowther, as City Attorney, be stricken from the roll call. Mayor Putnam ruled the motion out of order. Councilman Brown moved that appeal be taken from the chair, and the following motion was put by the Mayor, "Shall the decis- ion of the Mayor be sustained" ? and on roll call the following vote was had; Ayes: 10ishler, Ostberg and Bateman. (3) Nays: Miller, Underwood, Wolff, Henry, Swedenburg, Brown and Mathews. (7) Councilman Brown's original motion was then put and the roll was called and the following vote was had; Ayes: Miller, Under- wood, Wolff, Henry, Swedenburg, brown and Mathews. (7) Nays: Mishler, Ostberg and Bateman. (3) The minutes of the Regular aemi-monthly Meeting of February, 19th, 1917, were read and approved as read. The matter of the Ninth Street paving resolution, passed by the Council at the last Regular Meeting, was discussed; it having been discovered that a portion of the property liable for taxation was outside of the City limits. The matter was referred to the Street and Alley Committee for investigation. C- W. Gibbs appeared before the Council and asked for a permit to build a garage on North Eighth Street, same being in the fire limits. Councilman Wolff moved that the request be granted. A permit was asked for the remodeling of the colored baptist Church on Fifth Street. , Councilman Ba.teimap moved that a permit be granted. Street and Alley Committee reported on the petition asking for an Arc Light at the corner of Republic Avenue and Highland Aven- ue, and recommended that an lncandescent Light be placed instead of an exrc Light . Councilman Brown moved that the report of the Committee be adopted and that the City Clerk notify the Salina Light, rower & Gas Company to install said light. Motion adopted. Street and alley Committee to whom was referred the petition asking that a portion of the northeast corner of Eleventh Street and Elm Street be condemned for the purpose of straightening the intersection of said street, reported favorably on said petition, and on the adoption of the report the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Mishler, Ostberg, Brown, Mathews and Bateman. (9) Nays: Swedenburg. (1) An ordinance was introduced entitled: "An ordinance provid- ing for and calling a Special Election in the City of �3alina, for the purpose of submitting to the electors of said City the proposi- tion of authorizing the Mayor and Council of said City to issue bonds in the sum of $20,000 for the purpose of erecting a new Fire Station." On motion of Councilman Swedenburg the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) y On motion of Councilman Bateman the ordinance was read and adopted by sections and on its final adopt ion the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and hateman. (10) Nays: (0) The Mayor approved the same and is numbered 2027. Councilman Wolff of the Fire Department Committee recommended the purchase of a revolving floor nozzle for the use of the Fire Department. Councilman Swedenburg moved that the request be granted. Mo- tion adopted. The matter of the unsanitary condition of the junk yard at the corner of Ninth Street and Elm Street was generally discussed and the matter was referred to the Public Health Committee and the Fire Chief for investigation. Councilman Henry of the Parks and Parking Committee submitted several bids for the painting of the band shell located in the City Park. Councilman Brown moved that the bids be referred back to the Committee to bring recommendations at the adjourned meeting of March 9th2 1917. Councilman Linderwood, of the Building Committee submitted a floor plan for the voting building in the north precinct of the Second Viard . Councilman Bateman moved that the Building Committee get plans and specifications and bring in bids on same at the Adjourned 'Meeting of Friday eventing, March 9th, 1917. Mot ion adopted. The petition asking for Trinidad Sheet Asphalt on Prescott Avenue from Ninth Street to Eleventh Street, was re -read, and (%oun- cilman Henry moved that Prescott Avenue be stricken• out of the con- tract. Motion lost by the following vote; Ayes: Miller, Henry and Ostberg. (3) Nays: Underwood, Wolff, Swedenburg, Mishler, Brown, Mathews and Bateman. (7) Mayor Putnam submitted the name of Ji • i. Logan as Policeman, and on confirmation the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. .(10) Nays: (0) Mayor Putnam submitted the name of•"• n. Dufriend as Policeman, and on confirmation the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff; Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0 Mayor Putnam submitted the name of IN. j- Storm as Special Traf- fic Officer, for a period of thirty days, and on the confirmation the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Ostberg, Brown and Mathews. (8) Nays: Mishler and Bateman. (2) A petition was received asking for the location of an arc light at the corner of Eleventh Street and .Prescott Avenue; also on Santa Fe Avenue at the Union Pacific crossing. Same were referred to the Street and Alley Committee. A petition was received asking for the extension of water mains on Columbia Avenue from Elm Street north to the end of Columbia !'ven- ue. Same was referred to the Corporation and Franchise Committee. On motion of Councilman Brown, Council adjourned until Friday evening, March 9th, 1917, at 7:30 O'clock. /10 City Clerk.
