Regular semi-monthly meeting of the City Council, February 19th, 1917. Mayor Putnam presiding, City Attorney W- L- Crowther and the following named councilmen answered to roll call: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Math- ews and Bateman. Councilman Miller objected to the name of V1 • B • Crowther as City Attorney on roll call, and moved that the name be stricken off. Mayor Putnam ruled the motion out of order. Councilman Brown moved to appeal from the chair, and made the following motion: Shall the decision of the Mayor be sustained?" On roll call the following vote was had; Ayes: IVlishler, Ostberg and Bateman. (3) Nays: Miller, Underwood, Wolff, Henry, Sweden - burg, Brown and Mathews. (7 ) Councilman Miller renewed his former motion that the name of VV. B. Crowther as City Attorney be stricken from the roll call, and on roll call the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Brown and Mathews. (7) Nays: Mishler, Gstberg and Bateman. (3 ) The minutes of the Regular Semi -Monthly Meeting of February 5th, 1917, were read and approved as read. The minutes of the Special Called Meeting of February 6th, 1917, were read, and on the approval of the same the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Ostberg, Brown and Mathews. (8) Nays: Mish- ler and B�_�teman. (2 ) Claims and Expenditure Committee reported by ordinance entitled: "An ordinance making an appropriation for the payment of certain claims.", and on motion the same was read. Councilman Henry moved that Section One (1) be amended by out $24.57 from Vi. B. Crowther's salary as City Attorney, and on motion the roll was called and the following vote was had; Ayes: l iller, Underwood, Wolff, Henry, Swedenburg, Brown and Mathews. (7) Nays: Mishler, Ostberg and Bateman. (3) Councilman Henri,* moved that the sum of $13.71 be stricken out from the c la im of R. N- Camp, Fire Chief, on account of trip to Kan- sas City, on motion the roll was called and the following vote was had: Ayes: Miller, o'olff, Henry, Swedenburg, Brown and Mathews. (6 ) I%Tays : Underwood, Mishler, Ostberg and Bateman. (4) On motion of Cotu7cilman Henry the ordinance was then read and adopted as amended, on the final adoption the roll was called and the following vote was had; Ares: Miller, Underwood, Wolff, Henry, Swedenburg, Iuishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0 The Mayor approved the same and is numbered 2023. Permission was asked by a junk dealer on East Ash Street to lo- cate wagon scales at the end of 'third Street, south of Ash Street, temporarily, and that he would remove the same as soon as requested by the City. On motion of Councilman Miller the matter was referred to the Street and Alley Committee. Complaints were entered against the junk yard being located at the corner of Ninth and Elm Streets, and tha matter was referred to the Public Health Committee. The committee to whom was referred the matter of the extension of Front Street along the river bank, to connect with Mulberry Street, asked for further time to report on the same. Same being granted. 424 An ordinance was introduced entitled: "An ordinance submitting to the qualified electors of the city of Salina, Kansas, the proposi- tion to authorize the City Council to purchase tracts of land and lots in and adjacent to said City for parks, and to issue bonds of said City in payment therefor, not exceeding in amount the sum of Fifty Thousand (-,50,000.00) Dollars, and calling an election therefor." On motion of Councilman Swedenburg the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) - On motion of Councilman Bateman the ordinance was read and adopted by sections and on its f inal adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 2024. An ordinance was introduced entitled: "An ordinance specify- ing and selecting the paving material to be used and letting the con- tract for the paving and excavating of certain streets in the city of Salina, Kansas, hereinafter specifically described." On motion of Councilman Mathews the rules of order were sus- pended for its consideration by the following vote: Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Math- ews and Bateman. (10) Nays: (0) On motion of Councilman Mathews the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Ivishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 2025. A petition was received from the property owners on Prescott Avenue, from Ninth Street to Eleventh Street, asking for Sheet Asphalt. iv'o action taken. An ordinance was introduced entitled: "An ordinance letting the contract for the curbing and guttering of Seventh Street, from the north line of Elm Street to the south line- of Pine Street; Fifth Street, from the- south line of Crawford Avenue to the south line of Prescott Avenue; College Avenue from the north line of Park Street to the south line of Bishop Street; Bishop Street, from the west line of Thirteenth Street to the east line of College Avenue; Bond Street from the west line of Santa Fe Avenue to the east line of Highland Avenue; Prescott Avenue, from the west line of Ninth Street to the east line of Eleventh Street; Twelfth Street, from the north line of Ash Street to the south line of Bishop Street." On motion of Councilman Miathews the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Iviath- ews and Bateman. (10) Nays: (0) On motion of Councilman Miller the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff', Henry, Swedenburg, Mishler, Ostberg, Brown, iviathews and Bateman. (10) Nays: (0) The I0ayor approved the same and is numbered 2026. A communication was received from Policeman, Dave Stell, in re- ference to his claim against the City. Councilman Brown moved that it be received and filed. Mayor Putnam appointed F•• i. VYilder, J. Earl Wyatt and Ralph Anderson to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of curbing and guttering Fifth Street, from the south line of Pres- _ cott Avenue to the south line of Cranford Avenue, and on motion of Councilman Mathews the appointments were confirmed, Councilman Bateman called the attention of the Council to the Salina Water Works Company's action in charging the property owners for the coupling used in installing the meters in the water service. The matter was referred to the Corporation and Franchise Com- mittee. Sewerage and Drainage Committee Lind the City Engineer, submit- ted plans and specifications for the construction of a sewer in the north part of the City. Councilman IJ1iller moved that the same be adopted by the Council, and the City Engineer and the Sewerage and Drainage Committee were instructed to h�.ve the necessary ordinance prepared to act upon at the next meeting. Motion adopted. Councilman Henry of the Parlis and Parking Committee, moved that bids be received for the painting of the Band Shell, one coat, in the City Park. Councilman Henry stated that he had received a bid from C. `i' Snyder, for the construction of a wading pool in the City Park, north of Elm Street, between Second and Third Streets, for X4.,900.00 No action taken. The following resolution was introduced: "BE 11 RE60iXED, By the Mayor and Councilmen of the City of Salina, Kansas, that the curbing, guttering, excavating, grading and' paving of Santa Fe Avenue, in said City of Salina, Kansas from the north line of the right-of-way of The Union Pacific Rail- road Company to the south line of Otis Avenue, are each and all im- provements necessary to be made and done, and be it further resolved that such street improvements be made and done." (8) Nays: Swedenburg. (1) Councilman Miller not vot i rg . A communication was received and read from The Salina Light, Power & Gas Company in reference -to new rates on street lighting. Same was ordered filed. Petitions were received, asking for the extension of water mains on Jewell avenue from the Railroad, east to Osborn Street; from Fond and Highland Avenue to Ninth Street; on Johnstown Avenue east of Ohio Avenue; and on Ash Street, east of Ohio Avenue. Same were referred to the Corporations and Franchise Committee. Petitions were received asking for the construction of a sewer on Bond and Highland Avenue, to Ninth Street; and to the north end of Block One (1) Riverside Addition; also for the continuation of a sewer running south from Ash Street, east of Ohio Avenue to continue to Johnstown Avenue, thence east on Johnstown Avenue. Same were referred to the Sewerage and Drainage Committee. - The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief, were received and ordered Filed. On motion of Councilman Swedenburg, Council adjourned. City Clerk.
