Special called meeting of the City Council, February 6th, 1917.
President of the Council and Acting Mayor, Taylor Miller presiding,
City Attorney W- B. Crowther and the following named councilmen an-
swered to roll call; Miller, Underwood, Wolff, Henry, Swedenburg and
Brown. Mayor Putnam and Councilmen Mishler, Ostberg, Mathews and
Bateman absent.
The request and call for meeting and the report of service on
the same, was read as follows:

We. the undersigned members of the City Council of the City of
Salina, hereby request you to call a Special Meeting of the City Coun-
cil to meet in the Council Chamber, Tuesday, February 6th, 1917, at
8 o'clock k- ivI . for the purpose of taking action on a Resolution
endorsing Senate Concurrent Resolution No. 11, and House Concurrent
Resolution No. 21; and a Resolution protesting against House Bill No.
350; and to receive and take action on the report of the Street and
Alley Committee in the matter of the extension of the "White Way"on
Santa Fe Avenue, from Ash Street to Elm Street; also to act upon the
resignation of W- B- Crowther, City Attorney, and to appoint a succes-
sor to fill vacancy caused by said resignation of W. B. Crowther, City
Attorney.

In compliance with the above and foregoing request and for the
purposes therein named, I hereby call a Special. Meeting of the City*
Council of Salina, to meet on the 6th day of February, 1917, at 8
o'clock P- M. at the Council Chamber in said City, and the City Marshal
is hereby directed to notify each of the Councilmen and the City At-
torney of said meeting and make due return of said notice hereon.

The following resolution was introduced:
BE IT RESOLVE), That we oppose and protest against
the indeterminate or perpetual franchise proposition favored by
privL=_te utility companies, and against each and every measure of
that kind and character, as proposed in House Bill. No. 350.

On motion of Councilman Brown the Resolution was unanimously
adopted.
The following resolution was introduced:
"=REAS There are
pending in the Legislature of
Aransas Senate Concurrent Resolution No. 11, introduced by Senator
Nighswonger, and House Concurrent Resolution No. 21, introduced by
Mr. Bird, the same being a Resolution relating to the government of
cities, and to permit the people to vote upon a constitutional amend-
ment providing; for wider powers of local self-government for the
people of the cities and town of the state; and
16HERIaAS, This proposition is of the greatest importance
for the better municipal government of the citizens of every incorpo-
rated community in the State: and, will., if adopted, relieve the State
legilature of the necessaty of attempting to deal with the multitude
of local municipal measures presented at each and every session; and
WhE�EriS, aenate Concurrent Resolution No. 11 and House
Concurrent Resolution No. 21, have been carefully prepared and drafted
on the basis of the experience of this and other states, and if adopt-
ed will go far toward the advancement of city government in Kansas
in the interests of the people; and
WIIERc;is, The proposition referred to above --namely,
wider powers of municipal home rule-- has been unanimously endorsed
by the League of Kansas Municipalities, at four successive meetings;
and
WHEREAS, The said League of Kansas Municipalities is
composed of 150 Kansas cities and towns; and
4uIIL�„5The said proposition has also been approved and
endorsed by numerous civic organizations and associations in Kansas;
now, therefore,
DE IT RESULVED, That we endorse Senate Concurrent Reso-
lution No. 11 and house Concurrent Resolution No. 21, and respectfully
petition the Honorable State Senate and House of Representatives to per-
mit the people of Kansas to vote in 1918 upon the proposition covered
by said Resolution, and,
BE IT YUR`l'HER RESOLVED, That the City Clerk is hereby
instructed to send at once a copy of this Resolution to each of the
members of the legislature from the senatorial and representative dis-
tricts in which this City is located, and to Honorable Arthur Capper,
Governor of Kansas.

On motion of Councilman Brown the resolution was unanimously
adopted. —
Street and Alley Committee made a verbal report on the matter of
extending the "White 11.ay" on Santa Fe Avenue from Ash Street to Elm
Street, stating that they had a conference with the manager of The
Salina Light, Power & Gas Company, and that he would make a written
proposition to the Mayor and Council for installing the same, at the
next meeting.
On motion the report of the Committee was adopted. --
President of the Council and Acting Mayor, Taylor Miller, called
the attention of the Council in reference to the resignation of 'A`• B.
Crowther, City Attorney, given to the Mayor somtime ago.
City Attorney W. B. Crowther, being present submitted his re-
signation as follows:

Having withdrawn my resignation as City Attorney handed to Mr.
Putnam, I hereby hand you, to take effect upon the appointment and
qualification of Frank Blundon as City Attorney of Salina, my resig-
nation as City Attorney.

Councilman Brown moved that the resignation of City Attorney,
W. h• Crowther be accepted, and that the clause, "to take effect
upon the appointment and qualification of Frank Blundon as City Attor-
ney of Salina," be stricken out.
On motion the roll was called and the following vote was had;
Ayes: Miller, Wolff, Henry, Swedenburg and Brown. (5) Nays: (0)
Councilman Underwood not voting and Councilmen Mishler, Ostberg, Mathews
and. Bateman absent.
President of the Council and Acting Mayor, Taylor Miller, submit-
ted the name of G_ A- Spencer as City Attorney, on the confirmation
the roll was called and the following vote was had: Ayes: Miller,
Underwood, Wolff, Henry, Swedenburg and Brown. (6) Nays: (0)
Councilman Mishler, Ostberg, Mathews and Bateman absent.
On motion of Councilman Swedenburg, Special Called Meeting,
adjourned. D
