Regular semi-monthly meeting of the City Council, February 5th,
1917. Mayor Putnam presiding, City Attorney d. B. Crowther and the
following named councilmen answered to roll call; Miller, Underwood,
Wolff, Henry, Swedenburg, Vishler, Ostberg, Brown and Bateman. Coun-
cilman Mathews absent.
The minutes of the Regular Semi-monthly meeting of January 15th,
1917, were read and approved as read.
R. A. Rearwin, appeared before the Council and asked for a
special permit to construct a brick office building on North Santa Fe
Avenue, by substituting an eight inch wall instead of a thirteen inch
wall as provided by ordinance.
Councilman Swedenburg moved that a permit be granted.
Ralph Anderson appeared before the Council and asked the Council
to remit license for the Wortham. Shows,, to be shown in the City of
Salina, the first part of May, under the auspices of the Isis Patrol.
Councilman Swedenburg moved that the request be granted.
Fred H. Quincy appeared before the Council and presented a. peti-
tion asking the Mayor and Council to call an election for the purpose
of submitting to the qualified electors of the city of Salina, Kansas,
the proposition to authorize the City Council to purchase certain
tracts of land and lots in said City of Salina, for parks; and to is-
sue bonds of the said City in payment therefor, in the amount of
$50,000.00
The matter was referred to a Special Committee composed of Coun-
cilman Brown, Mishler and Henry.
A petition was presented asking that a portion of the northeast
corner of Eleventh Street and Elm Street be condemned, for the purpose
✓ of straightening the intersection of said streets.
Said petition was referred to the Street and Alley Committee.
The matter of the renewal of the insurance policies on the City
Hall Building, was presented, and the matter was referred to The Ways
and Means Committee and The Claims and Expenditure Committee to meet
at the City Clerk's office, Monday evening, February 12th, 1917.
Street and Alley Committee reported favorably on the location of
an Incandescent Light at the southeast corner of Eleventh and Walnut
Streets; also an incandescent light at the corner of Johnstown Avenue
and Columbia Avenue;
And for the location of incandescent lights for intersection
posts at the intersection of Walnut Street and Ssnta Fe Avenue; Fifth
Street and Iron Avenue; and Seventh Street and Iron Avenue;
Also the Street and Alley's Committee's action ratifying the
matter of the ordering of the six Iron Standard lights located in the
vicinity of the Union Station and the two intersection lights located
on Santa Fe Avenue, at Iron Avenue and Ash Street.
City Clerk was instructed to notify the Salina Light, Power &
Gas Company of the above action.
A petition was presented asking that Trinidad Sheet Asphalt be
laid on certain streets. 'No action taken on said petition.
Councilman Miller moved that all bids for paving be rejected, and
on roll call the motion was lost.
Councilman Brown moved that the contract for curb and gutter be
awarded to L- H. Lyon, as per his bid of January 15th, 1917. Motion
adopted.

Councilman Swedenburg moved that the contract for paving be
awarded to "i• R. Young &. Company of Lawrence, Kansas, for three
inch vitrified vertical fiber side wire cut brick block paving, with
an asphalt filler, as per his bid of January 15th, 1917; and that
the certified check of Watts & Amerman be returned. Motion adopted.
An ordinance was introduced entitled: "An ordinance providing
for the construction of certain sidewalk in the city of Salina,
Kansas."
On motion of Councilman Swedenburg the rules of order wero sus-
pended for its consideration by the following vote; Ayes: Miller,
Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, and
Bateman. (9) Nays: (0) Councilman Mathews absent.
On motion of Councilman Swedenburg the ordinance was read
and adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Wolff,
Henry, Swedenburg, Mishler, Ostberg, Brown and Bateman. (9) Nays:
(0) Councilman Mathews absent. The Mayor approved the same
and is numbered 2022.
Councilman Brown moved that the Building Committee get plans
for the voting precinct, in the north precinct of the second ward.
Councilman Miller called the attention of the Council to the
unsanitary condition the drinking fountain at the corner of Iron
Avenue and Santa Fe Avenue; also the unsatisfactory condition of the
drinking fountain at the corner of Ash Street and Santa Fe Avenue.
Councilman Brown moved that the matter be referred to the Sewer
Committee to submit recommendations at the next Regular Meeting.
Further time was granted the Parks and Parking Committee in the
matter of the wading pool in the City Park, north of Elm Street, be-
tween Second and Third Streets.
A petition was received asking for the location of an arc light
at the corner of Highland Avenue and Republic Avenue. Same was re-
ferred to the Street and Alley Committee.
A petition was received asking for the extension of water mains
on Baker Street, from Walnut to South Streets. Same was referred to
the Corporation and Franchise Committee.
A petition was received asking for the construction of a sewer on
Phillips Street from Ash Street to Park Street. Same was referred to
the Sewer and Drainage Committee.
The matter of determining the ownership of the north end of
Third Street, south of Ash Street was generally discussed, and the
matter was referred to the City Engineer, City Attorney and City
Clerk to make a thorough investigation and report at the next Regular
Meeting.
On motion of Councilman Swedenburg, Council adjourned.
