JANUARY 15, 1917.
Regular semi-monthly meeting of the City Council, January
15th, 1917. Mayor Putnam presiding, City Attorney 'h• B. Crowther
and the following named councilmen answered to roll call: Miller,
Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and
Mathews. Councilman Bateman absent.
Councilman Swedenburg moved that the reading of the minutes
be dispensed with. Motion adopted.
Claims and Expenditure Committee to whom was referred the
claim of Chas. Rotrock, in the amount of $38.85, reported unfavor-
ably on the same. On motion of Councilman Brown the report of
the Committee was adopted.
Councilman Brown moved that J. H. Kuhn be allowed $10.00 per
month as long as he is employed by the County as Welfare Officer.
Motion adopted.
An ordinance was introduced entitled: "An ordinance making
an appropriat i9n for the payment of certain claims."
On motion of Councilman Mathews the ordinance was read and
adopted by sections.
Councilman Miller moved that Section One (1) be amended by
striking out the claim of Ira Anderson in the amount of $102.00,
as salary for Special Police. Motion adopted.
Councilman Miller also moved that the claim of The Salina
Paint & Paper Company in the amount of $7.90 be stricken out.
Motion lost.
On the final adoption of the ordinance the roll was called and
the following vote was had; Ayes: Miller, Underwood, Wolff, Henry,
Swedenburg, M ishler, Ost berg, Brown and Mathews. (9) Nays: (0)
Councilman Bateman absent. The Mayor approved the same and is
numbered 2020.
Bids were received for the paving of certain streets as advert-
ised: for, as follows:
A. Jaicks & Company,
Jas. Stanton,
Stamey -Mackey Construction Co.,
A • R • Young & Company,
"Watts & Amerman,
Also a bid for Curb and gutter from L. H. Lyon,
Councilman Mathews moved that action be deferred until the
next Regular Meeting, and that the bids of A. R• Young & Company,
and Watts & Amerman on paving; also the bid of L. H • Lyon for curb
and gutter be held, and that the certified checks be returned to
the other bidders. Motion adopted.
R. t' • Rearwin appeared before the Council and asked for a speebl
permit to construct a lumber shed on Santa Fe Avenue, south of the
Missouri Pacific tracks; and on motion of Councilman Mathews a per-
mit was granted.
M. 14. Drenning appeared before the Council and asked for a
special permit to construct a lumber shed on Santa Fe Avenue north
of the Missouri Pac if is Tracks; and on mot ion of Councilman Crown
a permit was granted.
Councilman Mathews moved that the City Attorney, with the
assistance of the City Engineer draw the necessary papers for the
condemnation of the strip of ground from the end of Front Street
along the river to the intersection of Second and Mulberry Street.
Same to be used for a driveway. Motion adopted.
An ordinance was introduced entitled: "An ordianance provid-
ing for the construction of certain sidewalk in the City of Salina,
Kansas .it

On motion of Councilman Swedenburg the rules of order were
suspended for its consideration by the following vote; Ayes:
Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg,
Brown and Mathews. (9) Nays: (0) Councilman Bateman ab-
sent.
On motion of Councilman Swedenburg the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Miller, Underwood,
Wolff, Henry, Swedenburg, Mishler, Ost berg, Brown and Mathews.
(9) Nays: (0) Councilman Bateman absent. The Mayor
approved the same and is numbered 2021.
Councilman Mishler of the Corporation and Franchise Committee
reported unfavorable on the petition asking for the extension of
water mains on Johnstown Avenue, from Penn Avenue to Kansas Aven-
ue, and south to Iron Avenue.
Councilman Mishler, of. the Corporation and Franchise Commit -
tee, reported favorable on the following water resolution:
BE IT R�i'OLVED, By the Mayor and Councilmen of the city of
Salina, Kansas, that The Salina Water Works Company be and is
hereby directed and ordered to lay the following water mains and
locate thereon the following hydrants:
A six (6) inch main on Bishop Street from Thirteenth Street
to College Avenue;
A six (6) inch main on College Avenue from Bishop Street to
Elm Street;
A six (6) inch main on Twelfth Street from Ash Street to
Bishop Street;
A six (6) inch main on Bond Street from Santa Fe Avenue to
Highland Avenue;
And to locate on such mains fire hydrants as directed by
the Chief of the Fire Department of the City.
Adopted and approved, January 15th, 1917.

Councilman Mishler moved that the rules of order be suspend-
ed for its consideration and that the resolution be adopted as
read by the following vote; Ayes: Miller, Underwood, Wolff,
Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9 )
Nays: (0) Councilman Bateman absent.
Councilman Underwood, of the Building Committee, recommended
the purchase of a filing case for the Justice's office, from the
Montgomery Book & Stationery Company, in the sum of $66.40
Councilman Brown moved that the report be adopted and that
the purchase be made.
Yayor Putnam suggested that the City construct a wading
pool in the City Park, north of Elm Street between Second and
Third Streets. The matter was referred to the Parks and Parking
Committee for investigation and recommendations.
Mayor Putnam submitted the name of R. W • Hudson, as Special
Police, (without pay from City) and on motion of Councilman Mill-
er, the appointment was confirmed.

Mayor Putnam submitted the name of L. W• Hamner as City
Attorney. Councilman Mathews moved that the appointment be con-
firmed, and on the confirmation the roll was called and the follow-
ing vote was had; Ayes: Ostberg and Mathews. (2) Nays: Miller,
Underwood, Wolff, Henry, Swedenburg, Mishler and Brown. (7)
Councilman Bateman absent.
The monthly reports of the City Clerk, City Treasurer, Police
Judge and Fire Chief, were received and ordered filed.
On motion of Councilman Miller, Council adjourned.
