Mayor Putnam presiding, City Attorney W. B. Crowther and the fol- lowing named councilmen answered to roll call; Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. Councilman Bateman absent. The minutes of the Regular Semi-monthly Meeting of December 18th, 1916; Special Session of December 18th, 1916; Special Called Meeting of December 20th, 1916; Special Meeting of January 1st, 1917 and the Regular Semi -Monthly Meeting of January lst, 1917, were read and approved as read. Mr. Fred H. Quincy, appeared before the Council and inquired if it would be possible for the City to extend the water mains for park purposes at the new Union Station, and if the City would also furnish the water. Councilman Miller moved that the matter be referred to The Corporation and Franchise Committee, to confer with The Salina Water Works Company. A claim from Chas. Rotrock, in the amount of $38.85, for damage to automobile by reason of running into a pile of lumber on North Santa Fe Avenue near the Missouri Pacific Railway was received. The matter was referred to the Claims and Expenditure Committee. Street and Alley Committee reported on the Eleventh Street paving remonstrance as follows: Salina, Kansas. Jan. 5th, 1917. To the Hon. Mayor & Councilmen, City of Salina, Kansas. Gentlemen: We, your Committee, to whom was referred the remonstrance against the curbing, guttering, excavating, grading and paving of Eleventh Street, from the north line of Morrison Avenue to the south line of South, beg leave to report as follows: On investigation we find that a majority of the resident property owners have signed said remonstrance, and we therefore report that said resolution passed by the Council, September 18th, 1916, is defeated. Respectfully submitted, Edd Mathews, P. A. Brown,_ Street & Alley Committee. Councilman Mishler moved that the report of the committee be adopted. Councilman Mathews of the Street and Alley Committee recom- mended the purchase of two Matchless Patent Sanitary Street Cleaning Machines, and one Automatic Dump Horse Cart, for the use of the Street Department. Councilman Miller moved that the Street and Alley Committee be instructed to make the necessary purchase. Motion adopted. Justice Conrad appeared before the Council and asked for a filing case, to be used in the Justice's office. Councilman Wolff moved that the matter be referred to the Building Committee. Councilman Swedenburg tailed the attention of the Council to the bad condition of the alley between Santa Fe Avenue and Seventh Street, north of Iron Avenue. The matter was referred to the Street and Alley Committee. Ji I 412 An ordinance was introduced entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain ' lots and pieces of ground in the City of Salina, Kansas, to pay �� the cost of guttering, excavating and paving Santa Fe Avenue in the city of Salina.. Kansas, from the south line of Pine Street to the north line of North Street, and relating to and providing for the collection and payment of said assessments." On motion of Councilman Swedenburg the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9) Nays: (0) Councilman Bateman absent. On motion of Councilman Henry the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown amd Mathews. (9) Nays: (0) Councilman Bateman absent. The Mayor approved the same and. is numbered 2014. An ordinance was introduced entitled: "An ordinance pro- viding for the issuance of Improvement Bonds of the city of Salina Kansas, in the sum of $6,500.00 to pay the cost of improving certain streets in said City as hereinafter named and described." On motion of Councilman Swedenburg the rules of order were suspended for its consideration by the following vore; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9) Nays: (0) Councilman Bateman ab- sent. On motion of Councilman Wolff the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9) Nays: (0) Councilman Bateman absent. The Mayor approved the same and is numbered 2015. An ordinance was introduced entitled: "An ordinance pro- viding for the issuance of Sewer Improvement Bonds of the city of Salina, Kansas, in the sum of $7,900.00" On motion of Councilman Mathews the rules of order were sus- pended for its consideration by the following vote; Ayes: Mill- er, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9) Nays: (0) Councilman Bateman absent, On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9) Nays: (0) Councilman Bateman absent. The Mayor approved the same and is numbered 2016. An ordinance was introduced entitled: "An ordinance vacat- ing a certain portion of Railroad Street in the city of Salina, Kansas." On motion of Councilman Mishler the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9) Nays: (0) Counc i�man Bateman absent. On motion of Councilman Swedenburg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9) Nays: (0) Councilman Bateman absent. The Mayor approved the same and is numbered 2017. A complaint was entered against the bad condition of the intersection of Fourth Street and Prescott Avenue. The matter was referred to the Street and Alley Committee for investigation. The matter of removing the dray wagons from the corner of Santa Fe Avenue and Iron Avenue was generally discussed by the Council. Councilman Henry moved that the matter be referred to the Street and Alley Committee and the City Marshal to make recommenda- tions to the Council. -Motion adopted. Councilman Mishler moved that the Sidewalk Committee bring in a description of the defective sidewalks and embody the same in an ordinance as soon as possible. Motion adopted. A request from the Fire Department in regard to the children of the late Fire Chief, Brodbeck, signifying their willingness to pay the children the balance due Mrs. Brodbeck on the $3,000.00 agreement by the City, was received. Councilman Wolff moved that the communication be filed. Councilman Swedenburg moved that $10.00 per month for each of the two younger children be allowed. Motion adopted. Councilman Wolff moved that a vote of thanks be extended to Chas. Morrison of The International Harvester Company, for the use of Auto Truck used by the Fire Department to take the place of the regular truck that was out of commission. Councilman Mishler moved that the City Clerk notify Chas. H. B ickert, the contractor who constructed the band shell in the City Park, to bring in the bond properly signed. Motion adopted. The matter of erecting a new Fire Station, also a Rest Room and Comfort Station was generally discussed and the matter was referred to the Fire Department Committee and the Building Committee. An ordinance was introduced entitled: "An ordinance f ixing a license tax on billiard and pool tables, regulating the conduction of same, and providing a penalty for the violation hereof, and repealing sub -section four (4) of Section One (1) of Ordinance No. 795, passed and approved February 15th, 1892; Sections Seventeen (17) and Eighteen (18) of Ordinance No. 535, passed and approved March 7th, 1888; and Ordinance No. 1417, pased and approved May 18th, 1908. 11 On motion of Councilman Mathews the rules of order were sus- pended for its consideration by the following vote; A:yes:' Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9) Nays: (0) Councilman Bateman absent. Councilman Swedenburg moved that the ordinance be read and adopted by sections. Councilman Ostberg moved that the age limit be placed at eighteen (18) years. Councilman Swedenburg moved to maend said motion by placing the age limit at twenty-one (21)., and on roll call the motion was adopted as amended. Councilman Wolff moved that the time of closing be 11 O'clock P • Lvi •, and on roll call the motion was adopted. On the final adoption the ordinance the roll was called and the following vote was had; Ayes: Henry, Swedenburg, Mishler, Brown and Mathews. (5) Nays: Miller, Underwood, Wolff and Ostberg. (4) Councilman Bateman absent. The Mayor declared the ordinance lost. Councilman Swedenburg asked to have his vote changed on the section pertaining to the age limit, from twenty-one (21) to nine- teen (19), and made a motion to that effect. Motion was adopted unanimously by the Council. Councilman Wolff moved that the vote on the final adoption be re -considered, and on roll call the following vote was had; Ayes: Underwood, Wolff, Swedenburg, Mishler, Ostberg, Brown and Mathews. (7) Nays: Miller and Henry. (2) Councilman Bateman absent. The Mayor declared the ordinance duly adopted and is numbered 2018. //n1�� 1 � LE I 414 Applications for a license to operate a billiard and pool — hall were received as follows: J. U. Stevens, Lester Grimes, Matt Price, J: r'. llodson, . McFadden, J. L- B ouma n, Beagle & Shaw, Maxwell & De Laney, Chas. Benjamin, Niles & Moser, R. 4- Hudson. On vote -of the Council the first named ten, were granted a license for the first half of 1917. The application of Hudson was deferred for further invest igat ion. An ordinance was introduced entitled: "An ordinance defining a certain misdemeanor in the City of Salina." On motion of Councilman Swedenburg the rules of order were suspended for its consideration by the following vote: Ayes.- Miller, yes;Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. (9) Nays: (0) Councilman Bateman absent. On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews.
