Special session of the Mayor and Council, January 1st, 1917, for the' purpose of hearing complaints from property owners as to the valuation placed on certain lots and pieces of ground for the curbing, guttering, excavating, grading and paving of: Bishop Street, from the west line of Ninth Street to the east line of Thirteenth, and for the excavating and paving of the alley between Fourth Street and Fifth Street, north of Iron Avenue., 200 feet. Mayor Putnam presiding, City Attorney W • B. Crowther and the following named councilmen answered to roll call; Wolff, Henry, Swedenburg, Mishler, Brown, Mathews and Bateman. Councilmen Miller, Underwood and Ostberg absent. The appraisers report for the curbing, guttering, exca- vating, grading and paving of Bishop Street, from the west line of Ninth Street to the east line of Thirteenth Street was taken up and read as follows: STATE OF KANSAS COUNTY OF SALINE SS. CITY OF SALINA ) We, E. L. Wilder, C. L. Wight and W. S. Frey, being duly and severally sworn according to law each for himself, does hereby solemnly swear that he is an owner of real estate in the City of Salina, Saline County, Kansas, and is disinterested in any of the property liable to special assessment for the cost of curbing, guttering, excavating, grading and paving Bishop Street, from the west line of Ninth Street to the east line of Thirteenth Street as more particularly described and provided for in Ordinance No. 1823 of the City of Salina; and that each of us will to the best of our judgement and abiluty make a true and impartial appraisement of all the lots and pieces of ground abutting on such respective streets as above described, without regard to the buildings or improvements on said lots and pieces of ground, the distance to be improved, as set forth and designated by the Mayor and Council in said Ordinance No. 1823.
