Regular semi-monthly meeting of the City Council December
18th, 1916. Mayor Putnam presiding, City Attorney W. L Crowther
and the following named councilmen answered to roll call; Miller,
Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and
Bateman. Councilman Underwood coming in later.
T1 -B minutes of The Adjourned Meeting of December 11th, 1916;
and the Spdcial Meeting of December 11th, 1916, were read and ap-
proved as read.
Claims and Expenditure Committee reported by ordinance en-
titled: "An ordinance making an appropriation for the payment of
certain claims."
Councilman Brown moved that the ordinance be read and adopted
by sections.
Councilman Miller moved that the claim of Ira Anderson, for
Special Police, in the sum of $102.00; and that portion of Dave
Stell's claim for Special Police be stricken out; and on motion the
roll was called and the following vote was had; Ayes: Miller,
Wolff, Henry, Swedenburg, Brown and Mathews. (6) Nays: Mishler,
Ostberg and Bateman. (3) Councilman Underwood having not yet
arrived.
Councilman Brown moved that the ordinance be adopted as read,
on motion the roll was called and the following vote was had;
Ayes: Miller, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown,
Mathews and Bateman. (9) Nays: (0) Councilman Underwood
having not yet arrived. The Mayor approved the same and is num-
bered 2008.
An ordinance was introduced entitled:_ "An ordinance amending
Section Two (2) of Ordinance No. 1981."
On motion of Councilman Bateman the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Henry,
Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (9)
Nays: Wolff (1) The Mayor approved the same and is numbered
2009.
A claim of - R- Young & Company, in the amount of $16"000.00
for part payment on the paving of Santa Fe Avenue from Walnut Street
to North Street was presented.
Councilman Bateman moved that the claim be allowed and the
City Attorney was instructed to prepare an ordinance at once.
An ordinance was introduced entitled: "An ordinance appropriat-
ing the sum of Sixteen Thousand Dollars, 016,000.00) as a prelim-
inary payment to A- R- Young & Company on the pavement of Santa Fe
Avenue from Walnut to North Street."
On motion of Councilman Dateman the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Un-
derwood, Wolff, Henry, Swedenburg, Ostberg, Brown, Mathews and Bate-
man. (9) Nays: Mishler. (1)
On motion of Councilman Mathews the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Wolff,
Henry, Swedenburg, Ostberg, Brown, iF'athews and Bateman. (9) Nays:
Mishler. (1) The Mayor approved the same and is numbered 2010.

delivery and furnish you the Blank Bonds for all - 4tio City Paving
and Sewer Bonds to be issued against all deferred conttacts that have
been let previous to this date; delivery to be made at your conveni-
ence.

such Bonds to be legally issued.
This Bid to be subject to the refusal of such Bonds by the

Councilman Bateman moved that the proposition be accepted.
Motion adopted .
An ordinance was introduced entitled: "An ordinance relating
to and apportioning and levying special assessments on certain lots
and pieces of ground in the City of Salina, Kansas, to pay the cost
of guttering, excavating and paving Santa Fe Avenue in the city of
Salina, .Kansas, from the south line of Walnut Street to the north
line of Pine Street; and relating to and providing for the collet --
t ion and payment of said assessments."
On motion of, Councilman Mathews the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Underwood, Wolff, Henry, Swedenburg, Ylishler, Ostberg, Brown, Math-
ews and Bateman. (10) Nays: (0)
On motion of Councilman Bateman the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Wolff,
Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman.

Mr. H. ii. Allison appeared before the Council and presented
a petition asking for the vacation of Railroad Street, west of The
Missouri Pacific tracks, between Park Street and Ash Street; same
to be used for the location of a Cement Silo Stave Factory.
Councilman Wolff moved that the City relinquish any rights
they have on Railroad Street, from the South side of Park Street
to the north side of the alley running east and west parallel
through said block, and from the south side of said alley to the
north side of Ash Street; and that the City Attorney be instructed
to draft the necessary ordinance. Motion adopted.
The following resolution was introduced:
"BE IT RESOLVED
By the Mayor and Councilmen of the
City of Salina, that the paving and excavating of the alley in
said City, lying between Seventh Street and Eighth Street, from the
present pavement, north of Iron Avenue, north to the south line of
Ash Street, are each and all improvements necessary to be made and
done, and that such alley within the limits above defined be paved
and excavated.
Adopted and approved, December 18th, 1916.

to The Standard Oil Company a special permit to build an oil station
at the corner of Elm Street and Santa Fe Avenue."

On motion of Councilman Wolff the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Miller, Underwood, Wolff, Henry,
Swedenburg, Mishler, Ostberg., Brown, Mathews and. Bateman. (10)
Nays: (0) The Mayor approved the same and is numbered 2012.
City Engineer, P. G. Vakenhut_, submitted plans and specifi-
cations and an estimate of cost for the curbing and guttering of:
Seventh Street, from the north line of Elm Street to the south
line of Pine Street;
Fifth Street, from the south line of Crawford Avenue to the
south line of Prescott Avenue;
also for the curbing, guttering, excavating, grading and paving of:
Com Avenue, from the north line ofPt.rk Street to the south
line of Bishop Street;

Street, from the west line of Thirteenth Street to the
east line of College Avenue;
Bond S x t, o- from the west line of Santa. Fe Avenue to the
east line of Highland Avenue;
Prescott Avejuue, from the west line of Ninth Street to the
west line of Eleventh Street; and
Twelfth Street, from the north line .of Ash- :street to the
south line of Bishop Street.
On motion of Councilman Mishler, same were approved and order-
ed filed; and the City Clerk was instructed to advertise for bids
for all of the above named streets, to be received January 15th,
1917. Motion adopted.
Mr. Jos. Duncan appeared before the Council stating that the
tenants in his building formerly occupied by The Crown Laundry, were
baling waste paper at the rear of said building, and that they had
been notified by the Fire Chief that the same would have to be
discontinued. The matter was referred to the Fire Department
Committee and The Public Health Committee for investigation.
Councilman Wolff, of the Fire Department Committee reported
that the fire trucks were in need of new mud chains.
Councilman Brown moved that the matter be referred to the Fire
Department Committee with power to act.
The matter of expense of the painting and maintaining the
Safety Zones on Santa Fe Avenue was generally discussed. Same was
referred to the Street and Alley Committee for recommendations.
The appraisers report for the amount of compensation to be paid
for Lots Eight (8), Nine (9) and Ten (10), Calkin's Addition, Block
Seven (7), was received and on motion of Councilman Brown was order-
ed filed.

The appraisers report for the paving and excavating of the --
alley between Fourth Street and Fifth Street, north of Irdn Avenue,
was received, and on motion of Councilman Brown, Monday evening,
January 1st, 1917, at 7:30 o'clock was designated as a Special
Meeting, at which time the appraisers report will be taken up and
acted upon by the Council and all persons affected by such improve-
ments can be present and be heard if they so desire; and that the
City Clerk give notice in the official C it ypaper as provided by Law.
A petition was received asking for the location of an Arc ---
Light at the corner of Eleventh Street and Walnut Street. Same was
referred to the Street and Alley Committee.
Councilman Mishler moved that The Salina Water Works Company
be instructed to locate two hydrants near the round -house at the
direction of the Fire Chief. Motion adopted.
The monthly reports of the City Clerk, City TreaskurRr, Police
Judge and Fire Chief were received and ordered filed.
