Special session of the Mayor and Council, December 11th, 1916.2
for the purpose of hearing complaints from property owners as to the
valuation placed on certain lots and pieces of ground to base the
cost of guttering and paving Santa Fe Avenue from the south line of
Walnut Street to the north line of North Street; and for the curb-
ing, guttering, excavating, grading and paving of:
Twelfth Street from the north line of Bishop Street to the
south line of North Street,
Phillips lips S ree:LL, from the south line of the Missouri Pacific
Right of gray to the south line of the Union Pacific Right of way;
Bishop Street. from the west line of Ninth Street to the east
line of Thirteenth Street ;
Twelfth tree _ from the south line of Walnut Street to the
north line of South Street,*
Ph ill ing Street, I from the north line of Walnut Street to the
south line of Ash Street ;
Tenth, Street,, from the north line of Park Street to the south
line of Ash Street;
Tenth Street from the south line of Morrison Avenue to the
north line of Prescott Avenue;
Walnut Street, from the west line of College Avenue to the
east line of the right of way of The Missouri Pacific Railway
Company.
Mayor Putnam presiding, City Attorney W • B • Crowther and the
following named councilmen answered to roll call; Miller, Underwood,
Wolff, Henry, Swedenburg, Mishler, Ostberg and Brown. Councilmen
Mathews and Bateman absent.

of North Street, was taken up and read as follows:

We, 0- W • Lynn, C. L. Wight and J. Earl Wyatt,
being duly and severally sworn according to law, each for himself,
does hereby solemnly swear that he is an owner of real estate in
the City of Salina, Kansas, and is disinterested in any of the
property liable to special assessment for the cost of paving and
guttering Santa Fe Avenue, from the south line of Walnut Street
to the south line of North Street, as more particularly described
and provided for in Ordinance No. 1970-1981 of the City of Salina;
and that each of us will to the best of our judgment and ability --
make a true and impartial appraisement of all the lots and pieces
of ground abutting on such respective streets as above described,
without regard to the buildings or improvements on said lots and
pieces of ground, the distance to be improved as set forth and
designated by the Mayor and Council in said Ordinance No. 1970-1981.

Gentlemen:
We, C- W- Lynn, C. L. Wight and J. Earl Wyatt, the
undersigned appraisers heretofore appointed by the Mayor and
Council of the City of Salina, Kansas, under Ordinance No. 1970-
1981, to appraise the property on each side of Santa Fe `venue,
to the center of the block between Fifth Street and Seventh
Street, from the south line of North Street to the north line of
Walnut Street in the City of Salina, Kansas, without regard to
buildings or improvements thereon, which said property shall be
subject to a special assessment for the cost of resurfacing or
repaving said Santa Fe Avenue from the south line of North street
to the north line of Walnut Street, in said City of Salina, Kansas,
beg leave to make the following report of our doings as such
appraisers, we do appraise such property as follows, to -wit:

excavating, grading and paving Phillips street, from the south line
of the right of way of The Union Pacific Railroad Company to the south
line of the right of way of the Missouri Pacific Railway Company, as
more particularly described and provided for in Ordinance No. 1960,
of the City of Salina; and that each of us will to the best of our

between. Thirteenth Stret and College Avenue, from the south line

of Ninth Street to the east line of Thirteenth Street was taken
up, and on motion of Councilman Swedenburg the report was refer-
red back to the appraisers to make a more definite report and
that the matter be taken up at the Special Meeting of Monday,

evening, December 18th, 1916 at 7:30 o'clock, and that the City
Clerk give notice in the official City paper as provided by
