12-04-1916 MinutesCOUNCIL PROCEEDINGS, REGULAR MEETING COUNCIL CHAMBER, SAL INA KANSAS. DECEMBAR 4th, 1916. Regular semi-monthly meeting of the City Council December 4th, 1916. Mayor Putnam presiding, City Attorney W. h. Crowther and the following named councilmen answered to roll call; Miller, Underwood, Wolff, Henry, Swedenburg, Mishler and Brown. Council- men Ostberg, Mathews and Bateman absent. The minutes of the Regular Semi -Monthly Meeting of November 20th, 1916, were read and approved as read. A request from The Standard Oil Company for an ordinance auth- orizing their company to construct and operate a filling stat ion on Lot Fifty (50) at the corner of Santa Fe Avenue and Elm Street, was received. On motion of Councilman Wolff the request was granted and the City Attorney was instructed to prepare the necessary ordinance. Motion adopted. A petition from the property owners liable for the assessment of the Santa Fe Avenue paving, from Walnut Street to North Street, asking that a certain clause be inserted in the Maintenance Bond of A. R. young & Company, was received. On motion of Councilman Brown the request of the petitioners was granted. And the City Attorney was instructed to see that a new bond was filed by the Surety Company, in accordance with the request. Motion adopted. "An ordinance was introduced' entitled: "An ordinance making an appropriation of 16,000.00 to A• R. Young & Company, as part payment for paving constructed on Santa Fe Avenue from Walnut Street to North Street." Councilman Swedenburg moved that the rules of order be suspended for its consideration and on roll call the motion was lost by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, and Brown. (6) Nays: Mishler (1) Councilmen Ostberg, Mathews and Bateman absent. An ordinance was introduced entitled: "An ordinance providing for the paving, curbing, guttering and excavating of Bishop Street in the city of Salina, Kansas, from the west line of Thirteenth Street to the east line of College Avenue, providing for the cost thereof and the manner of payment." On motion of Councilman Miller the rules of order were sus- pended for its consideration by the following vote; Ayes: miller, Underwood, Wolff, Henry, Swedenburg, Mishler and Brown. (7) Nays: (0) Councilmen 0 st berg, Mathews and Bateman absent. On motion of Councilman Miller the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler and Brown. (7) Nays: (0) Council- men Ostberg, Mathews and Bateman absent. The Mayor approved the same and is numbered 2004. City Engineer's plans and specifications and estimate of cost for the paving of a portion of the alley between Fourth and Fifth Streets, north of Iron Avenue was received, and on motion of Coun- cilman Swedenburg same were adopted and approved by the Council. Bids were received for the paving of a portion of the alley between Fourth and Fifth Streets, north of Iron Avenue, from: C. T. Snyder and L. H. Lyon. Councilman Henry moved that the contract be awarded to L. H. Lyon, as per his bid. Motion adopted. An ordinance was introduced entitled: "An ordinance providing for the paving and excavating of the alley between Fourth and Fifth Streets, in the city of Salina, Kansas, from the north line of Iron Avenue, north a distance of 250 feet, specifying the manner of construction, providing for the cost thereof and the manner of pay- ment and letting the contract therefor." i I PAZ On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler and Brown. On motion of Councilman Mishler the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler and Brown. (7) Nays: (0) Council- men Ostberg, Mathews and Bateman absent. The Mayor approved the same and is numbered 2005. Mayor Putnam appointed E. L. Wilder, C. J. Peck and J. Earl Wyatt to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of paving a portion of the alley between Fourth and Fifth Streets, north of Iron Avenue, and on motion of Councilman Sweden - burg, the appointments were confirmed. Mayor Putnam appointed E. L. Wilder, C. L. Wight and W• S. Frey to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of curbing, guttering, excavating, grading and paving Bishop Street from the west line of Thirteenth Street to the east line of College Avenue; and on motion of Councilman Swedenburg the appoint- ments were confirmed. The Special Committee to whom was referred an ordinance en- titled: "An ordinance providing for the taking and condemnation of Lots Eight (8), Nine (9) and Ten (10), Block Seven (7), Calkin's Addition to the City of Salina, and appointing appraisers for the assessment of the compensation to be paid thereofor", reported favorably on the same, and on motion of Councilman Wolff the ordin- ance was then read and adopted by sections and on its final adop- tion the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler and Brown. (7) Nays: (0) Councilmen Ostberg, Mathews and Bateman absent. The Mayor approved the same and is numbered 200r:). The appraisers report for the condemnation of a certain por- tion of Lot Twenty -One (21) on Ninth Street, Prescott's Addition to the City of Salina, was received and on motion of Councilman Swedenburg was adopted and ordered filed. An ordinance was introduced entitled: "An ordinance appro- priating the sum of $350.00 in payment of a certain claim herein- after named." On motion of Councilman Brown the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler and Brown. (7 ) Nays: (0) Councilmen Ostberg, Mathews and Bateman absent. On motion of Councilman Swedenburg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler and Brown. (7) Nays: (0) Council- men Ostberg, Mathews and Bateman absent. The Mayor approved the same and is numbered 2007. Councilman Brown, of the Street and Alley Committee recommend- ed the purchase of three Eureka Snow Plows. On motion of Council- man Miller the recommendations of the Committee were adopted and the City Clerk was instructed to order the same. A communication was received from the members of The Salina Fire Department, asking that a 10% increase in salary be given them, to commence January lst, 1917. The matter was referred to The Fire Department Committee and The Ways and Means Committee. The matter of constructing a wall at the end of the Elm Street sewer was discussed. Councilman Henry moved that the matter be referred to The Street and Alley Committee and the Sewer and Drainage Committee with power to act. A petition was received asking for the construction of a side- walk on the south side of Woodland Avenue from Santa Fe Avenue to Third Street. Same was referred to the Sidewalk Committee. 3,69 3'7 0 Councilman Mishler informed the Council that Wm. Reimold, was -- constructing several new houses in the 800 block on South Fifth Street., and was not connecting the same with the public sewer. The matter was referred to the Public Health Committee. The appraisers reports for the curbing, guttering, excavating, grading and paving of: Tenth Street , from Ash Street to Park Street; Tenth Streets from Morrison Avenue to Prescott Avenue; Twelfth Street, from Walnut Street to South Street; Phillips Street, from Walnut Street to Ash Street; and for the the paving of Walnut Street, from College Avenue to the right of way of the Missouri Pacific Railway Company were received; and on motion of Councilman Swedenburg, Monday, December 11th, 1916, at 8:30 o'clock y• Ni. was designated as a Special Meeting at which time the appraisersreports will be taken up and acted upon by the Council; and all persons affected by such improvements can be present and be heard if they so desire; and that the City Clerk give notice in the official city paper as provided by law. Mr. A. R. Young, of the A. R. Young Paving Company, appeared before the Council and asked that the Council take some definite action to either accept or reject the Asphaltic -Concrete paving that has been laid on Santa Fe Avenue, from Walnut Street to North Street. Councilman Brown moved that the City Engineer bring in a written report at the Adjourned Meeting of the City Council, Decemher 11th, 1916; and that the Council would act according to said report. Motion adopted. Councilman Miller moved that Council adjourn until Monday, December 11th, 1916, at 7:30 o'clock P. M. City Clerk.
