10-20-1916 MinutesCOUNCIL PROCEEDINGS., REGULAR MEETING COUNCIL CHAMBER, SAL INA KANS aS . NOVEMBR 20th, 1916. Regular semi-monthly meeting of the City Council, November 20th, 1916. Mayor Putnam presiding, City Attorney W. B. Crowther and the following named councilmen answered to roll call; Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg and Brown. Councilmen Mathews and Bateman absent. The minutes of the Adjourned Meeting of November 8th, 1916, were read and approved as read. Mr. W- W- Watson, appeared before the Council and asked that the Council defer any payment for the paving of Santa Fe Avenue from Walnut Street to North Street until an investigation could be made by a citizens committee. Councilman Miller moved that the reguest be granted. Councilman Miller moved that the bill of $10,000 to A• R• Young & Company for part payment on account of re -surfacing Santa Fe Aven- ue from Walnut Street to North Street be not allowed; but that $10,000 be allowed for concrete base laid on other streets under the first contract. Motion adopted. Claims and Expenditure Committee reported that they had the following claims which had not been approved by the Committee; Claim of Ira Anderson, for Special Police, in the sum of $102.00 Claim of Dave Stell, for Special Police, in the sum of $103.00 Claim of Earl McCumber, fees as Dog Catcher in the sum of $27.50 Councilman Brown moved that the claim of Earl McCumber be referred to the Assistant Marshal for investigation. Motion adopted. No action taken on the claims of Ira r'nderson and nave Stell. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Ostberg, the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg and Brown. (8) Nays: (0) Councilmen Mathews and Bateman absent. The Mayor approved the same and is numbered 2001. Councilman Brown, of the Street and Alley Committee asked for further time to report on the remonstrance against the paving, curbing, guttering and excavating of Eleventh Street, from South Street to Morrison Avenue. On motion further time was granted. City Engineer, was instructed to prepare plans and specifications for the paving of a portion of the alley between Fourth and Fifth Streets, north of Iron Avenue; and the City Attorney was instructed to prepare the necessary ordinance and contract to be let at the next Regular Meeting. The matter of establishing Safety Zones was generally discussed, and the matter was referred to the City Marshal to have same done. W1. J. Finnegan appeared before the Council and requested the Council to have the Union Pacific Railroad Company to extend the crossing planks on Eighth Street to the full width of the street; also to put in the necessary grade. The matter was referred to the Street and Alley Committee to confer with the Union Pacific Railroad officials. An ordinance was introduced entitled: "An ordinance accepting the report of the appraisers appointed for the purpose of assessing and determining the damage sustained by the reason of the opening, widening and extending of Riverside Boulevard as provided by Ordinance No. 1995, taking and appropriating property provided to be taken by said Ordinance No. 1995, for the purpose a therein stated and appro- priating the sum of $1390.00 in_ payment therefor." T PA 1 1 3r 3', On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg and Brown. (8) Nays; (0) Councilmen Mathews and Bateman absent. On motion of Councilman Ostberg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg and Brown. (8) Nays: (0) Councilmen Mathews and Bateman absent. The Mayor approved the same znd is numbered 2002. An ordinance was introduced entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground to pay the cost of curbing and guttering Elm Street in said City, between the east line of Fourth Street and the west line of Front Street; University Place, in said City, between the west line of Baker Street and the east line of the Missouri Pacific right-of-way; Fifth Street, in said City, between the south line of Crawford Avenue and the north line of Bond Street; Penn Avenue in said City, between the north line of Iron Avenue and the south line of Ash Street; Tenth Street, in said City, between the south line of Lincoln Avenue and the north line of Grand Avenue; Second Street in said City, between the south line of Walnut Street and the north line of Mulberry Street; and Third Street in said City, be- tween the south line of Walnut Street and the north line of Mulberry Street; and relating "to and providing for the collection and payment of said assessments. On motion of Councilman Swedenburg the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg and Brown. (8) Nays: (0) Councilmen Mathews and Bateman absent. On motion of Councilman Miller the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg and Brown. (8) Nays: (0) Councilmen Mathews and Bateman absent. The Mayor approved the same and is numbered 2003. An ordinance was introduced entitled: "An ordinance providing for the taking and condemnation of the west one-half of Lots 8, 9 and 10, Calkin's Addition to the City of Salina and appointing appraisers for the assessment of the compensation to be paid therefor." On motion said ordinance was referred to a Special Committee composed of Councilmen Miller, Underwood, Henry, Ostberg and Brown. Councilman Mishler moved that the Mayor instruct the City At- torney and City Marshal proceed at once in the collection of the delinquent poll taxes. Motion adopted. A request for a sidewalk fill on North Oakdale was presented, and the matter was deferred until some future time. Bids for the papering of the rooms occupied by the Fire Chief, were received as follows: Woodward Paint Company, Braniff Paint Company, Salina Paint & Paper Company, Councilman Mishler moved that the contract be awarded to Wood- ward Paint Company as per their bid, same to include border. Motion adopted. Mayor Putnam submitted the name of Ray Craig as fireman and on motion of Councilman Henry the appointment was confirmed. The matter of obtaining a quit -claim deed from J. B. Randall, for a strip of ground in Braniff & Cravens Addition was discussed, and the matter was referred to the Corporation and Franchise Committee Councilman Brown, to whom was referred the LaShelle auction matter, reported that all matters had been adjusted satisfactorily to all parties concerned. On motion of Councilman Brown Council went into Executive Session. On motion of Councilman Ostberg, Executive Session adjourned. 366 Councilman Ostberg of the glaims and Exepnditure Committee reported unfavorably on the claim of Mrs.. C. A. Converse, on account of injuries received. Councilman Miller moved that the report of the Committee be accepted. Mayor Putnam submitted the name of Dave Stell as Policeman, on the confirmation the roll was called and the following vote was had; Ayes: Wolff, Swedenburg, Mishler, Ostberg and Brown. (5) Nays: Miller and Henry. (2) Councilman Underwood not voting and Councilmen Mathews and Bateman absent. Mayor Putnam submitted the name of Roy E. Fowler as Policeman, and on the confirmation the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg and Brown. (8) Nays: (0) Councilmen Mathews and Bateman absent. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief were received and ordered filed. Councilman Wolff of The Fire Department Committee reported favorably on tht taking out insurance in The Travelers Insurance Company for The Salina Fire Department. Report adopted. The appraisers report for the excavating, paving and guttering of Santa Fe Avenue from Walnut Street to North Street, was received and on motion of Councilman Swedenburg, Monday evening, December l/ 4th, 1916 at 7:30 o'clock was designated as a Special Meeting, at which time the appraisers report will be taken up and acted upon by the Council, and all persons affected by such improvements can be present and be heard if they so desire; and that the City Clerk give notice in the official City paper as provided by law. The appraisers reports for the curbing, guttering, excavating, grading and paving of Twelfth Street, from Bishop Street to North Street; Bishop Street from Ninth Street to Thirteenth Street; and Phillips (or Fourteenth) Street, from the Union Pacific Right-of-way to the Missouri Pacific Right-of-way; were received and on motion of Councilman Swedenburg, Monday evening, December 4th, 1916, at 7:30 o'clock was designated as a Special Meeting, at which time the appraisers reports will be taken up and acted upon by the Council, and all persons affected by such improvements can be present and heard if they so desire; and that the City Clerk give notice in the official City paper as provided by law. On motion of Councilman Miller, Council adjourned. City Clerk.
