Mayor Putnam presiding, and the following named councilmen answer- ed to roll call; Miller, Underwood, Wolff, Henry, Swedenburg, Ost- berg, Brown and Mathews. Councilmen 11ishler and Bateman and City Attorney Crowther absent. Mrs. Farquharson appeared before the Council and offered Lots 165 and 167 on Second Street to the City of aalina for the sum of x;11000.00 No action taken. Fire Department Committee reported that they were not ready to report on the purchase of hose and asked for further time. Council- man Brown moved that further time be granted and that they report at the next Regular Meeting. Motion adopted. Claims and Expenditure Committee reported that they had a num- ber of bills they had not passed up, viz; A bill from The Salina Plumbing Company in the amount of 80.00 for the construction of a sewer at the Duncan Building on East Ash Street, and Councilman Brown moved that the same be referred to the Sewer and Drainage Committee; a bill from C • n • Converse in the amount of $75.00 for injuries re- ceibed by his wife; same was referred to the City Attorney for in- vestigation. Also the claims of David Stell and Ira Anderson as salary for Regular and Special Policemen. Councilman Mathews moved that the sum of $32.150 for salary as Regular Policemen for one-half month be allowed. Motion adopted. Councilman Miller moved .that the services of the two Special Policemen be dispensed with; motion seconded by Wolff and the Mayor ruled the motion out of order. An ordinance was introduced entitled: "An -ordinance making an appropriation for the payment of certain claims." On motion of Councilman Ostberg the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swe- denburg, Ostberg, Brown and Mathews. (8) Nays: (0) Councilman Mishler and Bateman absent. The Mayor approved the same and is num- bered 1994. Councilman Brown moved that the City Clerk notify The Barber Asphalt Company when the City would be ready to lay asphalt on Santa Fe Avenue. Motion adopted. An ordinance was introduced entitled: "An ordinance providing for the condemnation and appropriation of certain lots and pieces of ground in the city of Salina, Kansas, hereinafter described for the purpose of opening, widening and extending Riverside Drive in said City from the southwest corner of Lot 23 in Block 11 Riverside Park Addition, thence northeasterly following the course of the Smoky Hill River to Ohio Street." On motion of Councilman Brown the rules of order were suspended --- for its consideration by the following vote; Ayes: Miller, UnderO wood, Wolff, Henry, Swedenburg, Ostberg, Brown and Mathews. (8) Nays: (0) Councilmen Mishler and Bateman absent. On motion of Councilman Mathews the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swe- denburg, Ostberg, Brown and Mathews. (8) Nays: (0) Councilmen Mishler and Bateman absent. The Mayor approved the same and is num- bered um-bered 1995. Mayor Putnam appointed E. L- Wilder, J. Earl Myatt and Vim. Hansen to act as appraisers in ascertaining the damage sustained for the pur- pose of opening, widening and extending Riverside Drive in the city of Salina, Kansas." and on motion of Councilman Swedenburg the appoint- ments were confirmed. IIPA7 C3 F-- 35 J5 Councilman Mathews reported that street crossings should be constructed on Santa Fe Avenue across the _street ca r track at the intersection of Republic and Ellsworth Avenues; also on Iron Avenue at the intersection of Penn and Ohio Avenues; and moved that the street car company furnish nose brick and construct the base ready for the City to lay the brick on. Motion adopted. The appraisers report for the opening of Putnam Avenue be- tween Ninth and Tenth Streets, south of South Street was received and referred to a special committee composed of The Claims and Ex- penditure Committee and The Ways and Means Committee. An ordinance was introduced entitled: "An ordinance provid- ing for the condemnation and appropriation of certain real property hereinafter described for the purpose of establishing a polling place and for other public purposes for the Fifth Ward in the City of Salina, Kansas, and repealing Ordinance No. 1992 passed and approved October 2nd, 1916." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Miller, Underq- wood, Wolff, Henry, Swedenburg, Ostberg, Brown and Mathews. (8) Nays: (0) Councilmen Mishler and Bateman absent. On motion of Councilman Mathews the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Ostberg, Brown and Mathews. The attention of the Council was called to the condition of the sidewalk on the south side of the Convention Hall qnd the matter was referred to the Sidewalk Committee with power to act. The Fire Chief requested that the City paper the living rooms which he is occupying. The Matter was referred to the Building Com- mittee with power to act. Mayor Putnam appointed Henry H. City Engineer was instructed to prepare plans and specifications and an estimate of cost for a Drainage Sewer on Bishop Street from Thirteenth to Phillips Street, thence north on Phillips to North Street. Bids to be received at the next Regular Meeting. An ordinance was introduced entitled: "An ordinance providing for the construction of certain sewers in the city of Salina, Kansas, letting the contract therefor and providing for the payment of the cost of the same." On motion of Councilman Miller the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Under- wood, Wolff, Henry, Swedenburg, Ostberg, Brown and Mathews. (8) Nays: (0) Councilmen Mishler and Bateman absent. On motion of Councilman Mathews the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Ostberg, Brown and Mathews. (8) Nays: (0) Councilmen Mishler and Bateman absent. The Mayor approved the same and is numbered 1998. 3C5S Bids were received for coal for the use of the City Building --- for the ensuing year. Councilman Mathews moved that the contract be awarded to J. Hagler as per his bid. Motion adopted. A petition was received asking for the extension of The White Way from Ash to Elm Street. Same was referred to the Corporation and Franchise Committe . A petition was received asking for the construction of a side- walk on the west side of Montrose Avenue, south of South Street, ad- jacent to Lots 1, 2, 3 and 4, also a street crossing; also a side- walk on the east side of the Missouri Pacific Railway to Olive Street. Same were referred to the Sidewalk Committee. A petition was received asking for the location of an Arc Light at the corner of ,Johnstown and Columbia kvenue. Same was referred to the Street and Alley Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief were received and ordered filed. On motion of Councilman Swedenburg council adjourned until Monday evening October 23rd, 1916 at 8 o'clock P. M. City Clerk.
