OCTOBEl 2nd, 1916.
Regular semi-monthly meeting of the City Council October 2nd,
1916. Mayor Putnam presiding, City Attorney W. B. Crowther and the
following named councilmen answered to roll call; Miller, Wolff,
Henry, Swedenburg, Brown, Mathews and Bateman. Councilmen Under-
wood, Mishler and Ostberg absent.
The minutes of the Regular semi-monthly meeting of September
18th, 191G were read and approved as read.
City Engineer P. G. Wakenhut, submitted plans and specifica-
tions and an estimate of cost for the construction of sewers as
ordered by the Council at the last regular meeting.
on motion of Councilman Bateman same were adopted and approved
by the Council.
An ordinance was introduced entitled; "An ordinance providing
for the curbing and guttering of Seventh Street, in the city of
Salina, Kansas, between the north line of Elm Street and the south
line of Pine Street, specifying the manner of construction, provid-
ing for the cost thereof and the manner of payment."
On motion of Councilman Swedenburg the rules of order were
suspended for its consideration by the following vote; Ayes:
Miller, Wolff, Henry, Swedenburg, Brown, Mathews and Bateman. (7)
Nays: (0) Councilmen Underwood, Mishler and Ostberg absent.
On motion of Councilman Miller the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Wolff, Henry,
Swedenburg, Brown, Mathews and Bateman. (7) Nays: (0) Council-
men Underwood, Mishler and Ostberg absent. The Mayor approved the
same and is numbered 1991.
Bids for the construction of certain sewers as advertised for,
were received as follows:

D. G. Stack.
Councilman Bateman moved that the contract be awarded to
C. T. Snyder as per his bid and that the certified checks be return-
ed to the other unsuccessful bidders. Motion adopted.
An ordinance was introduced entitled: "An ordinance provid-
ing for the condemnation and appropriation of certain real proper-
ty hereinafter described for the purpose of establishing a polling
place and for other public purposes for the Fifth Ward in the city
of Salina., Kansas."
On motion of Councilman Bateman the rules of order were sus-
pended for its consideration by the following vote; Ayes: Mill-
er, Wolff, Henry, Swedenburg, Brown, Mathews and Bateman. (7)
Nays: (0) Councilmen Underwood, Mishler and Ostberg absent.
On mbtion of Councilman Swedenburg the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Wolff Henry, Swe-
denburg, Brown, Mathews and Bateman. (7) Nays: (01 Councilmen
Underwood, Mishler and Ostberg absent. The Mayor approved the
same and is numbered 1992.
C• W. Lynn, filed the abstract ordered by the Council, for
the property on Fourth Street, between South Street and Center
Street, and on motion the abstract was referred to the Street
and Alley Committee.
An ordinance was introduced entitled: "An ordinance provid-
ing for the constuction of certain sidewalk in the City of Salina.,
Kansas."
On motion of Councilman Swedenburg the rules of order were
suspended for its consideration by the following vote: Ayes:
Miller, Wolff, Henry, Swedenburg, Bnown, Mathews and Bateman. (7)
Nays: (0) Councilmen Underwood, Mishler and Ostberg absent.

On motion of Councilman Brown the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Miller, Wolff, Henry, Swedenburg,
Brown, Mathews and Bateman. (7) Nays: (0) Councilmen Underwood,
Mishler and Ostberg absent. The Mayor approved the same and is
numbered 1993.
Wm. Reimold appeared before the Council and asked for a special
permit to construct a brick walk on Park Street, west of the Missouri
Pacific Railway, west of the Missouri Pacific Railway, as he had
the brick on the ground before the new sidewalk ordinance was enact-
ed.
Councilman Bateman moved that permission be granted. Motion
adopted by the following vote; Ayes: Miller, Wolff, Brown and Bate-
man. (4) Nays: Henry, Swedenburg and Mathews. (3) Councilman
Underwood, Mishler, and Ostberg absent.
Councilman Swedenburg called the attention of the Council to the
bad condition of certain fire hydrants.
The matter was referred to the Fire Chief to confer with the
Water Works Company and have the same attended to.
City Engineer, P. G. Wakenhut, asked permission to remove some
of the iron foot crossings, and construct raised crossings at the
intersection of Seventh Street and Iron Avenue.
Councilman Brown moved that the matter be left in the hands of
the Fire Chief.
Councilman Brown called the attention of the Council to the
unsafe condition of a building located in the alley from Ash to
Iton Avenue, between Fourth and Fifth Streets. The matter was re-
ferred to the Fire Chief for investigation.
Councilman Mathews stated that the committee heretofore ap-
pointed by the Mayor to investigate the charges on City printing,
beg leave to report that a majority of the Committee,on investigation
find that there was no difference in the price of. City printing,
between The Salina Daily Union and The Salina Evening Journal,
and moved that The Salina Daily Union be requested to make good the
12% discount.
Councilman Brown
moved that permission be granted and that

Mayor Putnam and City Clerk Banker, were appointed delegates to
attend the Convention of The League of Kansas Mun is ipla it ies, to be
held at Independence, Kansas, October 11th, 12th and 13th.
A petition was received asking for the construction of a side-
walk on the east side of Penn Avenue from Iron Avenue south to
"the alley. Same was referred to the Sidewalk Committee.
A petition was received asking for the extension of water maim
on Johnstown Avenue from Penn Avenue to Kansas; and south to Iron
Avenue. Same was referred to the Corporations and Franchise Commit-
tee.
Mayor Putnam appointed Russell Montgomery as Sanitary Police-
man and on motion of councilman Miller the appointment was confirmed.
On motion the City Clerk was instructed to re -advertise for coal,
for the use of the City Building the coming season.
