Special session of the Mayor and Council, October 2nd, 1916,
for the purpose of considering and hearing complaints of property
owners as to the valuation placed on certain lots and pieces of
ground liable to special assessment for the cost of curbing and
guttering:
Fifth Street, from the south line of Crawford Avenue to the
North line of Bond Street;
nn Avenue, from the north line of Iron Avenue to the south
line of Ash Street;
enth ,atreet, from the north line of Lincoln Avenue to the
south line of Grand Avenue;
University Place, from the west line of Baker Street to the
east line of the right of way of The Missouri Pacific Railway Com-
pany;
Second Street., from the south line of Walnut Street to the north
line of Mulberry Street;
Third Street, from the south line of Walnut Street to the north
line of Mulberry Street ;
Fjm ,street, from the east line of Fourth Street to the east
line of Front Street.
Mayor Putnam presiding, City Attorney W. B • Crowther and the
following named councilmen answered to roll call; Miller, Henry,
Swedenburg, Brown, Mathews and Bateman. Councilmen Underwood,
Wolff, Mishler and Ostberg absent.
The appraisers report for the curbing and guttering of Univer-
sity Place, from the west line of Baker Street to the east line of
the right of way of the Missouri Pacific Railway Company was taken
up and read as follows:

We, C • W • Lynn, John Frederick and W • S • Frey, being
duly and severally sworn according to law, each for himself does
hereby solemnly swear that he is an owner of real estate in the city
of Salina, Saline County, Kansas, and is disinterested in any of
the property liable to special assessment for the cost of curbing
and guttering University Place, from the west line of Baker Street
to the east line of the right of way of The Missouri Pacific Railway
Company, as more particularly described and provided for in Ordinance
No. 1973 of the City of Salina; and that each of us will to the best
of our judgement andability make a true and impartial appraisement
of all the lots and pieces of ground abutting on such respective
streets as above described, without regard to the buildings or im-
provements thereon, the distance to be improved, as set forth and
designated by the Mayor and Council in said ordinance No. 1973.

Gentlemen:
We, C • V4 • Lynn, W • S • Frey and John Frederick, the under-
signed appraisers heretofore appointed by the Mayor and Council of
the City of Salina, Kansas, under Ordinance No. 1973, to appraise
the property on each side of University Place in University Addition
to the City of Salina, Kansas, to the center of the block between
Iron Avenue and Walnut Streets, from the west side of Baker Street
to the east side of College Avenue, and to the center of the block
between State Street and Walnut Street from the west side of College
Avenue to the east line of the right of way of The Missouri Pacific
Railroad, in said University Addition to Salina, Kansas, without re-
gard to buildings or improvements thereon, which said property
shall be subject to a special assessment for the cost of curbing
and guttering said University Place from said west side of Baker
Street to the east line of the right of way of said Missouri Pacific
Railroad, beg leave to make the following report of our acts and do-
ings as such appraisers, we do appraise such property as follows,

Street was taken up and read as follows:
