Regular semi-monthly meeting of the City Council, September
18th, 1916. Mayor Putnam presiding, City Attorney W. B. Crowther
and the following named councilmen answered to roll call; Miller, Henry,
Trolff, , Swedenbitrg, M ishler, Ostberg, Brown, Mathews and Bateman.
Councilman Underwood absent.
The minutes of the Regular semi-monthly meeting of September
4th, 1916, were read and approved as read.
Claims and Expenditure Committee reported by ordinance entit-
led: "An ordinance making an appropriation for the payment of certain
claims."
On motion of Councilman Ostberg, the ordinance was read and
adopted by sections and on its final adoption the roll was called arad
the following vote was had; Ayes: Miller, Wolff, Swedenburg, Mishler, Henry,
Ostberg, Brown, Mathews and Bateman. (9) Nays: (0) Councilman
Underwood absent. The Mayor approved the same and is numbered
1984.
Mayor Putnam appointed Dave Stell as regular policeman until
October ist , 1916, and on motion of Councilman Brown the appointment
was confirmed.
Street and Alley Committee reported on the petition asking for
the curbing and guttering of Seventh Street, from Elm Street to Pine
Street as follows:

City of Salina, Kansas.
Gentlemen:
We, your Committee on Streets and Alleys, to whom was
referred the petition asking for the curbing and guttering of Seventh
Street from Elm Street to Pine Street, beg leave to report as fol-
lows:
According to an abstract furnished by a bonded abstracter
we find sixteen (16) resident property owners, nine (9) having signed
said petition.
We therefore report favorable on the same.

On motion of Councilman Henry the report of the Committee
was adopted.
The following resolution was introduced:
"L,E IT RESOLVED, by the Mayor and Councilmen of the
City of Salina, Kansas, that the paving, curbing, guttering and exca-
vating of Eleventh Street in the city of Salina, Kansas, from the
north line of Morrison Avenue to the south line of South Street are
each and all improvements necessary to be made and done, and be it
further resolved that such street improvements be made and done. "

On motion of Councilman Swedenburg the rules of order were
suspended for its consideration by the following vote; Ayes: Miller,
Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bate-
man. (9) Nays: (0) Councilman Underwood absent.
On motion of Councilman Swedenburg the resolution was adopted
as read by the following vote; Ayes: Miller, Wolff, Henry, Swedenburg,
Mishler, Ostberg, Brown, Mathews and Bateman. (9) Nays: (0)
Councilman Underwood absent.
An ordinance was introduced entitled: "An ordinance accepting
the report of the appraisers appointed for the purpose of appraising
the ground to be condemned and appropriated for the purpose of opening,
widening and extending Bishop Street from Thirteenth Street to College
Avenue, and appropriating the sum of $615.00 for payment of the ground
so appropriated and condemned and establishing Bishop Street in the
City of Salina, Kansas, from the west line of Thirteenth Street to the
east line of College Avenue of Fifteenth Street."
On motion of Councilman Bateman the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bate-
man. (9) Nays: (0) Councilman Underwood absent.
On motion of Councilman Brown the ordinance was read and adopted
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, ,Wolff, Henry, Swedenburg, Mish-
ler, Ostberg, Brown, Mathews and Bateman. (9) Nays: (0) Council-
man Underwood absent. The Mayor approved the same and is numbered
1985.
On motion of Councilman Swedenburg the rules of order were sus-

On motion of Councilman Ostberg the ordinance was read and

An ordinance was introduced

An ordinance was introduced entitled: "An ordinance letting the
contract for the curbing and guttering of Twelfth Street from the north
line of Bishop Street to the south line of North Street; Phillips
Street from the south line of the right of way of The Union Pacific
4 Railroad Company to the south line of the right of way of The Missouri
Pacific Railway Company; and University Place from the west line of
Baker Street to the east line of the right of way of The Missouri
Pacific Railway Company in the city of Salina, Kansas."
On motion of Councilman Swedenburg the rules of order were sus-

On motion of Councilman Brown the ordinance was read and adopted
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Millers Wolff, Henry, Swedenburg, Mish-
ler, Ostberg, Brown, Mathews and Bateman. (9) Nays: (0) Council-
man Underwood absent. The Mayor approved the same and is numbered
'1987•.
An ordinance was introduced entitled: "An ordinance requiring
the owner or owners of all street railway tracks, or railway tracks
of any kind, in or upon the public streets or alleys of the city of
Salina, Kansas, to pave that part of such streets or alleys on which
such tracks are located, at such times as the adjoinging part or parts
of such streets are paved, fixing the kind of pavement to be used on
such parts of streets."
On motion, said ordinance was referred to the,Street and Alley
Comr�iitt ee .

Complaint was entered from the Clayton Hotel in regard to the
buses not being permitted to stop in front of the hotel, coming from
the Union repot, on account of the Traffic Ordinance.
On motion of Councilman Brown the matter was referred to the
Street and Alley Committee for investigation.
Mayor Putnam appointed C. W• Lynn, C. L. Wight and J. Earl Wyatt
to act as appraisers in ascertaining the valuation of the lots and
pieces of ground liable to special assessment for the cost of paving
and guttering Santa Fe Avenue in the city of Salina, Kansas, from the
south line of Walnut Street to the south line of North Street, and on
motion of Councilman Mathews the appointments were confirmed.
The appraisers reports for the curbing and guttering of ' Fifth
Street from Crawford Avenue to Bond Street; Third Street from Walnut
to Mulberry; Second Street from Walnut to Mulberry; Penn Avenue from
Iron Avenue to Ash Street; Tenth Street from Lincoln Avenue to Grand
Avenue; Elm Street from Fourth Street to Front Street; and University
Place from Baker Street to the Missouri Pacific Right of way, were
received and on motion of Councilman Mathews, Monday, October 2nd,
1916, at 7 o'clock P. b1• was designated as a Special Meeting, at
which time the appraisers reports will be taken up and acted upon
by the Council and all persons affected by such curbing and guttering
can be present and heard if they so desire, and that the City Clerk
give notice in the official City paper as provided by law.
F. D. Blundon appeared before the Council, representing the
property owners on Fourth Street from South Street to Center Street,
asking why there had not been any action taken in opening said street.
On motion, G. W. Lynn, abstracter, was instructed to bring in an
abstract of the property located in the said district by the next re-
gular monthly meeting.
Sidewalk Committee reported by ordinance entitled: "An ordinance
providing for the construction of certain sidewalk in the city of
Salina,, Kansas."
On motion of Councilman Swedenburg, the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman.
(9) Nays: (0) Councilman Underwood absent.
On motion of Councilman Henry the ordinance was read and adopted
by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller,. Wolff., Henry, Swedenburg, Mish-
ler, Ostberg, Brown, Mathews and Bateman. (9) Nays: (0) Council-
man Underwood absent. The Mayor approved the same and is numbered
1989.
The following resolution was introduced:
"BE 11� RESOLVED, by the Mayor and Councilmen of
the city of Salina, that the paving, curbing, guttering and excavating
of Bishop Street in said City, as now established from the east line
of Thirteenth Street to the east line of College Avenue or Fifteenth
Street, are each and all improvements necessary to be made and done,
and be it further resolved that such improvements be made and done."

An ordinance was introduced entitled: "An ordinance prohibiting
certain persons herein named from standing certain -vehicles herein named
and designated and described in, at and upon certain parts and portions
of the depot grounds of the Union Station or Depot in the city of Salina,
Kansas."

Councilman Ostberg moved that the report of the Committee be
adopted and that the City Attorney be instructed to draw an ordin-
ance covering the same, to be presented at the next Regular Meeting.
It was reported that the drinking fountain at the corner of Ash
Street and Santa Fe Avenue needed repairs, by enlarging the pipes lead-
ing to the same.
Councilman Brown moved that the matter be left in the hands of
the Street and Alley Committee with power to act.
The matter of providing voting places in -the different wards for
the election of November 7th, 1916, was discussed, and on motion the
matter was referred to the councilmen of each ward to look after the
same*
The matter of compelling the Union Pacific Railroad Company
to connect with the sewer in the alley between Fourth and Fifth
Streets, north of North Street to the Union Pacific Railroad, was
referred to the Sewerage and Drainage Committee and the Public Health
Committee with power to act.
A request for a sewer on Baker Street, about 200 feet south of
Spruce Street was received and referred to the Sewerage and Drainage
Committee.
Sewerage and Drainage Committee submitted the following report:

Gentlemen:
We, your Committee, to whom was referred certain sewer pe-
titions asking for the construction of sanitary sewers, beg leave to
report as follows:
We recommend and report favorable on the construction of
sanitary sewers as follows:
Sewer in the alley between Minneapolis and Ellsworth Avenues,
east of Santa Fe Avenue, a distance of about 500 feet;
On Baker Street about 250 feet south of Spruce Street;
In the alley between Santa Fe Avenue and Seventh Street and
on Seventh Street about 540 feet;
On Des Moines Avenue, north of Ash Street about 410 feet;
with the necessary catchbasins and manholes used in the construction
of the same.
Also recommend the construction of the following named
storm sewers:
On Elm Street from Fourth Street to the river, a distance
of about 1653 feet;
On Second Street north from Mulberry about 394 feet;
with the necessary catchbasins and manholes used in the construction of

Councilman Underwood absent. The Ilayor approved the same and is
numbered 1990.

they recommended the condemning of the same.
Councilman Ostberg moved that the report of the Committee be

On motion of Councilman Mathews the report of the Committee was
adopted and the City Engineer was instructed to prepare the necessary
plans and specificat ions and an est imate of cost, same to be f iled
with the City Clerk on or before October 2nd, 1916; and the City Clerk
was instructed to advertise for bids to be received up to and includ-
ing October 2nd, 1916. Motion adopted.
Councilman Mathews moved that the Street Commissioner have
warrants issued for the delinquent poll tax payers, Monday, September,
25th, 1916. Motion adopted.
The matter of placing posts at the intersection of Santa Fe
Avenue, Ash Street, Iron Avenue and Walnut Street was left to the
Street and Alley Committee with power to act.
On motion the City Clerk was instructed to advertise for coal
for the use of the City Building for the coming season.
Councilman Mishler moved that the Mayor be authorized to ap-
point the necessary special police during the Fair Week. Motion
adopted.
The monthly reports of the City Clerk, City Treasurer and Police
Judge were received and ordered filed.
On motion of Councilman Mishler, Council adjourned.

Section Three (3) of Ordinance No. 1964, passed and approved June
26th, 1916, and repealing such original section Three (3)."
