Regular semi-monthly meeting of the City Council, September
2nd, 1916. President of the Council and Acting Mayor Taylor Miller
presiding, and the following named councilmen answered to roll call;
Miller, Underwood, Henry, Swedenburg, Mishler, Ostberg, Brown, Math-
ews and Bateman. Mayor Putnam, City Attorney Crowther and councilman
Wolff absent.
Councilman Mathews moved that the reading of the minutes be dis-
pensed with, and that they be approved as recorded. Motion adopted.
Councilman Mathews, of the Street and Alley Committee, submitted
prices on signs for speed limit, as follows: (To be galvanized iron
with wooden frame, 28 gauge iron.)
4 large signs, 4' x 6' --------------------------------16.00 each
any number of smaller signs, 2' x 4' ----------------- 4.00 each
in business district, 1' x 3' ( if wood $1.50) ----- 2.00 each
Street corner signs, repainting old ones, 25� each,
Street corner signs, new ones, same as City has now 35� each,
Councilman Henry moved that the matter be referred to the
Street and Alley Committee. Motion adopted.
A committee, of The Display Men's Assocaition, appeared before
the Council, and informed them, that they would have a display show,
in Salina on Thursday, September 21st, 1916; and would like to have
permission to use Seventh Street from Walnut to Mulberry from 9:30
for dancing, for that evening.
On motion of Councilman Ostberg the request of the Committee
was granted.
The matter of marking Safety Zones on Santa Fe Avenue and other
streets where there is a street car line; same to be pat in red let-
ters on the curb, was discussed.
On motion of Councilman Mishler the matter was left to the
Street and Alley Committee with power to act.
Councilman Mathews of the Street and Alley Committee reported
that the west approach of the Walnut Street bridge is in bad shape,
and that it needs a retaining wall.
Councilman Brown moved that the City Engineer prepare plans
and spedifications for said wall, and that the Street and Alley Com-
mittee advertise for bids for the construction of the same.
Bids on Band Shell were received as follows:

On motion of Councilman Brown the contract was awarded to Chas.
H. B icke rt , for $1465.00
Councilman Brown moved that a contract be drawn up by the City
Attorney; that the City pay 000.00 as soon as the Committee has ---
raised and paid in the sum of 6765.00; and that as soon as the
$765.00 is paid in,the City will enter into a contract with the suc-
cessful bidder.
The following resolution was introduced:
RESOLVED, By the Mayor and Councilmen of the city
of Salina, that The Salina Chamber of Commerce is hereby granted per-
mission to erect an Electric Sign, advertising the City of Salina,
across Twelfth Street at the intersection of Twelfth and Bishop
Street,
Said sign to be placed on the parking inside the
curb line and parallel with the lot line on Bishop Street, east and
west.

On motion of Councilman Brown the rules of order were suspended
and the resolution adopted as read by the following vote; Ayes:
Miller, Underwood, Henry, Swedenburg, Mishler, Ostberg, Brown, Math-
ews and Bateman. (9) Nays: (0) Councilman Wolff absent.
The Boy Scouts requested the City to let them use one or two
rooms on the second floor in the City Hall.
Councilman Brown moved that the request be granted, with the
understanding that they would vacate the same when the City wished
to use the rooms. Motion adopted.
A bid of 50 per cubic yard to load and haul the rock that is
being excavated on Santa Fe Avenue on account of laying a cement
gutter was received.
The matter was generally discussed by the Council, and it was
finally decided to haul and keep the material.
The sidewalk Committee reported favorably on the following
pet it ions:
On Eleventh Street, from Prescott to Charles,
East side of Phillips from South to Morrison,
North side of Park from the present terminus to west side
of Chicago Avenue; thence along the west side of Chicago Avenue to
south side of Ash Street; thence along south side of Ash to the pres-
ent terminus.
West side of College Avenue from South Street to Spruce
Street;
And on the south side of South Street from College Avenue
to Montrose Avenue.
All of such sidewalks to be included in the ordinance now in
the hands of the City Attorney.
Councilman Bateman moved that the Sidewalk Committee be em-
powered to change the contract for sidewalk in the City Park, from
curb and gravel to Cement Walk. Motion adopted.
G. C. Parker submitted a supplementary bid for cement walk at
eleven cents (11¢) per square foot. On motion the contract was
awarded.
The matter of condemning the wooden walk north of the Union
Pacific Railroad, and west of Ninth Street was referred to the
Sidewalk Committee for recommendations.
Councilman Mathews stated that the Fifth Ward was in need of
larger rooms to hold elections in, and Councilman Henry stated that
his and other wards were in the same shape. The matter was referred
to the Building Committee to report at the next meeting.
Special Committee asked for further time to report on the matter
of over -charges on City Printing, and on motion further time was
granted.
The Auditor's report of the City Clerk's and City Treasurer's
books was received and approved by the Council, and the City Clerk
was instructed to furnish a copy of this report to each councilman
at the next meeting. Motion adopted.
President of the Council and Acting Mayor, Taylor Miller, sub-
mitted the name of Earl McCumber as Dog Catcher, and on motion of
Councilman Swedenburg the appointment was confirmed.
On motion of Councilman Bateman, Council adjourned.
