AUGUST 21st, 1916.
Regular semi-monthly meeting of the City Council, August 21st,
1916. Mayor Putnam presiding, City Attorney W. B. Crowther and the
following named councilmen answered to roll call; Miller, Underwood,
Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. Councilmen
Wolff and Bateman absent. —
The minutes of The Regular semi-monthly meeting of August 7th,
1916 were read and approved as read.
An ordinance was introduced entitled: "An ordinance making a
levy of taxes for general revenue and other purposes in the city of
Salina, Kansas, for the year 1916."
On motion of Councilman Swedenburg the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Underwood, Henry, Swedenburg, Mishler, Ostberg, Brown, and Mathews.
(8) Nays: (0) Councilmen wolff and Bateman absent.
On motion of Councilman Mathews the ordinance was read and
adopted. by sections and .on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Henry,
Swedenburg, Mishler, Ostberg, Brown and Mathews. (8) Nays: (0)
Councilmen Wolff and Bateman absent. The Mayor approved the same
and is numbered 1977.
An ordinance was introduced entitled: "An ordinance levying
special assessments against the property herein described to pay the
cost of constructing certain sidewalks in the City of Salina.'
On motion of Councilman Henry the rules of order were suspend- -
ed for its consideration by the following vote; Ayes: Miller,
Underwood, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews.
(8) Nays: (0) Councilmen Wolff and Bateman absent.
On motion of Councilman Brown the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Miller, Underwood, Henry, Sweden -
burg, Mishler, Ostberg, Brown and Mathews. (8) Nays: (0) Coun-
cilmen Wolff and Bateman absent. The Mayor approved the same and
is numbered 1978.
An ordinance was introduced entitled: "An ordinance making a
special assessment and levy of taxes for the cutting of weeds on
certain lots and parts of lots in the city of Salina, Kansas, for
the year 1916."
On motion of Councilman Mathews the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Underwood, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews.
(8) Nays: (0) Councilmen Wolff and Bateman absent.
On motion of Councilman Miller the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Henry,
Swedenburg, Mishler, Ostberg, Brown and Mathews. (8) Nays: (0)
Councilmen Wolff and Bateman absent. The Mayor approved the same
and is numbered 1979.
Glaims and Expenditure Committee reported by ordinance entitled:
"An ordinance making an appropriation for the payment of certain
claims:,,
On motion of Councilman Ostberg the ordinance was read and adopt-
ed by sections.
Councilman Mathews moved that the bill of J. R. Geis in the
amount of $28.50 for work done in the oiling of certain streets be
included in the ordinance. Motion adopted.
Councilman Swedenburg moved that Section One be adopted as read,
and on the final adoption the roll was called and the following vote
was had; Ayes: Miller, Underwood, Henry, Swedenburg, Mishler, Ost-
berg, Brown and Mathews. (8) Nays: (0) Councilmen Wolff and Bate-
man absent. The Mayor approved the same and is numbered 1980.

Mayor Putnam appointed a special committee composed of Council-
men Mathews, Mishler and Brown to look into the matter of the bill
submitted by The Salina Daily Union, for City printing, to see if it
conforms with the contract.
Councilman Mathews of the Ways and Means Committee to whom was
referred the application of The Peoples Bank, to be designated as one
of the City depositors reported favorably on the same.
On motion of Councilman Miller the report of the Committee was
adopted and the Peoples Bank was designated as one of the City deposi-
tors .
Street and Alley Committee reported on the petition asking for
the location of an Arc Light at the corner of Third Street and Craw-
ford Avenue; and recommended that the light be placed at the corner
of Fourth and Crawford Avenue, and that The City Clerk notify The
Salina Light, Power & Gas Company to install said light.
The matter of locating an incandescent light at the corner of
Mulberry and Second Streets, was discussed and the mutter was referred
to the Street and Alley Committee.
An ordinance was introduced entitled: "An ordinance providing
for the paving, guttering and excavating of Santa Fe Avenue in the
City of 'Salina, Kansas, between the south line of Walnut Street and
the north line of North Street, specifying the manner of construction,
providing for the cost thereof and the manner of payment and letting
the contract therefor."
On motion of Councilman Miller the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Under-
wood, Henry, Swedenburg, Mishler, Ost berg, Brown and Mathews. (8 )
Nays: (0) Councilmen Wolff and Bateman absent.
On motion of Councilman Miller the ordinance was read and adopted
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Underwood, Henry, Swedenburg,
Mishler, Ost berg, Brown and Mathews. (8) Nays: (0) Councilmen Wolff
and Bateman absent. The Mayor approved the same and is numbered
1981.
John H. Wilson appeared before the Council and asked for a special
permit for M. Easterday to remodel his residence on North Thirteenth
Street, same being; in the fire limits.
Councilman Brown moved that the Fire Chief be authorized and
requested to issue a permit covering the same.
The matter of boarding City prisoners was taken up and general-
ly discussed, and Councilman Brown moved that the matter be taken up
later.
Y,. J. Finnegan asked for a permit to move a house on North Santa
Fe Avenue, north of Elm Street, on bitulithic pavement, without plank-
ing the same, and on motion a permit was granted.
The matter of removing the street car tracks on North Santa Fe
Avenue, north of Ash Street was discussed and the matter was referred
to the Street and Alley Committee.
The following resolution was introduced:
"BE IT RESOLVED, by the Mayor and Councilmen of Salina,
Kansas, that The Salina Water Works Company be, and it is hereby, ordet-
ed to lay the following water mains and locate the following hydrants
and connect the same to the water mains:
A six (6) inch main on Prescott Avenue from Ninth Street
to Tenth Street to connect with the present mains.
A six (6) inch main on State Street from College Avenue
to the east line of the right of way of The Missouri Pacific Railway
Company to connect with the present mains.
A six (6) inch main on Tenth Street from Ash Street to
Park Street to connect with the present mains.
A six (6) inch main on Bishop Street from Ninth Street to
Tenth Street to connect with the present mains.
A six (6) inch main on Beloit Avenue from Santa Fe Avenue
to Osborn Street to connect with the present mains.

A six (6) inch main on Penn Avenue from Iron Avenue south three
hundred seventy-five (375) feet, to connect with the present mains. —.

On motion of Councilman Swedenburg the rules of order were sus-
pended for its consideration and the resolution adopted as read by
the following vote; Ayes: Miller, Underwood, Henry, Swedenburg,
Mishler, Ostberg, Brown and Mathews. (8) Nays: (0) Councilmen
Wolff and Bateman absent.
Councilman Miller called the attention of the Council to the
drinking fountain at the corner of Ash Street and Santa Fe Avenue.
The matter was referred to the Sewer and Drainage Committee with
power to act.

On motion of Councilman Brown the matter was referred back
to the Building Committee and The Park and Parkings Committee to se-
cure new plans and specifications, and that the City Engineer file
an estimate of cost and report at the next meeting. Motion adopted.

and is numbered 1982.
An ordinance was introduced entitled: "An ordinance regulat-
ing the use of automobiles, motorcycles and other vehicles, on the
streets, avenues and alleys of the city of Salina, Kansas; regulat-
ing the passage of pedestrians upon and over the public streetd of
of the City of Salina; regulating the operation of street cars in
the City of Salina; providing penalties for the violation hereof
and repealing Ordinances numbered 1521, 1698 and 1782 of said City
of Salina."
On motion of Councilman Mishler the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Underwood, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews.
(8) Nays: (0) Councilmen Wolff and Bateman absent.
On motion of Councilman Ostberg the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Henry
Swedenburg, Mishler, Ostberg, Brown and Mathews. (8) Nays: (05 —
Councilmen Wolff and Bateman absent. The Mayor approved the same
and is numbered 1983.

Mayor Putnam appointed C • ' + • Lynn, John Frederick and W • S.
Frey to act as appraisers in ascertaining the valuation of the lots
and pieces of ground liable to special assessment for the cost of
curbing and guttering University Place from the west line of Baker
Street to the east line of The Missouri Pacific right-of-way, and
on motion of Councilman Ostberg the appointments were confirmed.
The name of Earl McCumber was presented as Dog Catcher, and
on roll call the appointment was not confirmed.
Parks and Parking Committee submitted a supplementary bid from
G. C. Parker, for cement curbing instead of brick, to be construct-
ed
onstruct-ed in the City Park and recommended that the same be accepted.
On roll call the report of the Committee was not adopted.
A petition was received asking for the construction of a sewr
in the alley between Minneapolis and Ellsworth Avenues; also on Des
Moines Avenue, north of Ash Street, a distance of about 350 feet.
Same were referred to the Sewer and Drainage Committee.
A petition was received asking for the construction of a side-
walk on the east side of Phillips Stheet from South Street to Mor-
rison Avenue; and on the north side of Park Street from the present
terminus to the west side of Chicago Avenue; thence along the west
side of Chicago Avenue to south side of Ash Street; thence along
the south side of Ash Street to the present terminus; also on the
west side of College Avenue from South Street to Spruce Street; and
on the south side of South Street from College Avenue to Montrose
Avenue. Same were referred to the Sidewalk Committee.
A petition was received asking for the location of an are
light at the corner of Bond Street and Highland Avenue. Same was
referred to the Street and Alley Committee.
The monthly reports of The City Clerk, City Treasurer, Police
Judge and Fire Chief were received and ordered filed.
On motion of Councilman Ostberg, Council adjourned.
