President of the Council and Acting Tviayor Taylor Diller pre- siding, City Attorney vu• -L• Crowther and the following named council- men answered to roll call; Miller, Underwood, Henry, Swedenburg, MAishler, Ostberg, Brown and IVlathews. P.iayor Putnam and Councilmen Wolff absent. The minutes of the Adjourned Meeting of July 31st, 1916, were read and approved as re-Ld . 7,ays and Mleans Committee asked for further time, -to report on the matter of over -charge on City printing, and on motion further time was granted. Street and Alley Committee reported on 1(*,'13 against the paving of Eleventh Street from South Street to Prescott Avenue as follows: "Vv e have asc,,,rtairied that a majority of the re:,ident property owners have signed said remonstrance and therefore we report that the resolut icn pas ,ed by the Mayor and Council June 26th, 1916 is lost." on motion of Councilman, Ostoeg the report of the Cor,mittee was adopted . Corporations and Franchise Committee; reported favorable on the following; water extensions: A six inch ma in on Beloit Avenue from Santa Fe to Osborn, A six inch main on. Fenn Avenue extending 375 feet south of Iron, A si}, inch main on Prescott -"venue from Ninth to Tenth, A six inch main on State �-treet from Colle_e to - . P. a. R. Co., A six inch main on. Tenth Street from Ash to Park Streets, A six inch main on Bishop Street from 11Iir_th to Tenth Streets. On mot sen of Couun oilman Ostberg the report of the con-mittee was adopted and the City Attorney was in::tructed to draft the necessary re solt?t ion. 1 1 Councilman Underwood of the Building Cotrimittee reported that he had received only a few bids for the construction of the band stand in the City Park. Councilman, Frown moved that, all bids be rejected and that the City Clerk re -advertise the same. 1"otion adcpted. An ordinance was introduced entitled: "An ordinance repeal- ing so much of Ordinance No. 1038 as is in conflict with Ordinance Pdo. 1971." On motion of Councilman Ostberg the rules of order were sus- pended for its considertion by the following vote; Ayes: Dj!iller, Underwood, henry, Sweden burg, iviishler, Ostberg, Brown and Wathews (8) Plays: (0) Councilmen 'Lfolfi' and. Bateman absent. On motion of Councilman Swedenburg the ordinance was read and adopted by sections and on its final adopt ion the roll was called and the following vote was had; Ayes: Miller, Underwood, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathei-;s. (8) Nays: (0) Councilmen Wolff and Bateman absent. The President of the Council and Acting Mayor approved the same and is numbered 1974. An ordinance was introduced entitled: "An ordinance providing for the construction of certain sidewalk in the city of Salina, Kan- sas ." On motion of Councilman Swedenburg the rules of order weresus- pended for its consideration by the following vote; Ares: Miller, Underwood, Henry, Swedenburg, Iv ishler, Ostberg, Brown and viathews. (8) Plays: (C) Councilmen Wolff' and Bateman absent. On motion of Councilman i"athews the ordinance was read and adopted by see -tions and on its final ado- ption the roll was called and the following vote was had; Ayes: Miller, Underwood, Henry, Swedenburg, IvIishler, Ostberg, Brown and Mathews. (8) Nays: (0) Councilmen Wolff' and Bateman absent. The President of the Coun- cil and Acting Mayor approved the same and is numbered 1975. An ordinance was introduced entitled: "An ordinance relating to dogs, and repealing Ordinance ;o. 1028, passed and approved April_ 30t•h, 1900; Ordinance No. 1759, passed and approved iu ay 18th, 1914, and Ordinance PIo. 1843, passed and approved May 17th, 1915." On motion of Councilman Swedenburg the rules of order were \ suspended for its consideration by the following vote: Ayes: Miller, Underwood, Henry, Swedenburg, P,'ishler, Ostberg, Brown, and I�iathews . The bids for the paving of Santa re Avenue from Wa.lnut. to Piort Streets were taken up. Councilman Brown moved tr,at the matter be held over until Friday evening, August lith, 1916, and that the Citizens Committee make a report to the Council. at that time, as to the kind of pavement the property owners desire, and that the Coun- cil be governed by the wish of t .e majority of the property owners on said street. Motion adopted. An ordinance was intor•duced entitled: "An ordinance regu- lating the use of automobiles, motorcycles and other vehicles on the streets, avenues and alleys of the city of Salina., Kansas; regulating the passage of pedestr:i.an.s upon and over the public streets of the City of Sarna; regulating the opeiat ion of street cars in the City of =Salina; providing penalties for the violation. hereof and repealing Ordinances numbered 1521, 1698 and 1782 of said city of Salina." 317 328 Said ordinance was referred to a special committee composed. of Councilmen Swedenburg, Cstberg and Tathews . A petition vias received asking for the curbing and guttering of Seventh Street from Elm Street to Pine Street. Same was refer- red to the Street and Alley Committee. There being no further business appearing, on motion of Councilman Brown,Council adjourned until Friday evening, August 11th, 1916, at 8 o' c lock P. M. City Clerk. r
