JULY 31st, 1916.
Adjourned meeting of the City Council, July 31st, 1916. Presi-
dent of the Council_ and Acting Mayor Taylor Miller presiding, City
Attorney W. B. Crowther and the following named councilmen answered
to roll call: Miller, Underwood, Henry, Swedenburg, Iuiishler, Ostberg,
Brown and Mathews. Mayor Putnam and CouncIlmen Wolff and Bateman
absent.
The minutes of the Regular Semi -;,Monthly Meeting of July 17th,
1916, were read and approved as read.
Councilman Brown moved. that the final vote on Ordinance N o . 1971
be reconsidered. Motion adopted.
On the final adoption the roll was called and the following vote
was had; Ayes: Henry (1) Nays: Miller, Underwood, Swedenburg,
Mishler, Ostberg, Brown and Mathews. (7) Councilmen "iolff and
Bateman absent-. The ordinance was declared not adopted.
1.,'r. David Ritchie, representing the Street Car Company appeared
before the Council and asked the Council permission to discontinue
the operation of their system south of Walnut Street during the moving
of the house that is be ing moved south on Santa Fe Avenue.
C.,uncilman Brown moved that the Acting Mayor and City Clerk be
authorized to sign said permit.
City Engineer's plans and specifications for the paving and
guttering of Santa Fe Avenue from Walnut to North Streets, filed with
the City Clerk July 24th, 1916, were approved.
Bids were received for the paving and guttering of Santa Fe
Avenue from ffalnut Street to North Street, as follows:

Councilman Brown moved that all bids be held over until the
ir Regular Meeting of Monday, August 7th, 1916. Motion adopted.
Bids for the construction of sewers as advertised for, were
received as follows:

Councilman Henry moved that the contract be awarded to C. T.
Snyder, as per his bid. Motion adopted.
The following resolution was introduced:
Wr REAS, The Union Pacific Railroad Company has begun an
action in our District Court, the result of which, if successful, will
be a rank discrimination against some of tl:e citizens of our City
who are pursuing the business of hackmen and cabmen, a business permit-
ted by the laws of this State, and, in the end, cause such citizens
to engage in some other business; and
Juii%lti;AS , the City of Salina, has an ordinance regulating
the conduct of such hackmen and cabmen while standing at the Union Sta-
tion which is inadequate for all the needs of the City and which al-
lows all hackmen and cabmen an equal op,)ortunity at such Union Station
and said City requires a license from all persons engaged in the trans-
portation of passengers in said City; and
iV1 : R ,AS , in attempting to maintain such action said Union
Pacific Railroad Company is violating the anti -discriminatory and mono-
polistic statutes of this State; and said Union Pacific Railroad Com-
pany claims that it brings this action on behalf of The Atchison,
Topeka & Santa Re Railway Company; The Missouri Pacific Railway Company
and The Chicago, Rock Island & Pacific Railway Company;

It is therefore resolved by the Mayor and Councilmen of the
City of Salina, that it is the sense of this body that The Atchison,
Topeka &, Santa Fe Railway Company; The Mlissouri Pacific Railway Com-
pany; and The Chicago Rock Island & Pacific Railway Company, be
separately asked and required to inform this City whether such roads
or either of them have authorized such an action on the part of The
Union Pacific Railroad Company, and whether they endorse and approve
of such action on the part of said Union Pacific Railroad Company;
and th«t a copy of this resolution be sent to the heads of each of such
railroads by the City Clerk, and that they be respectfully and are
hereby r-;spectfully requested to give an immediate answer to this
resolution.

On motion of Councilman Brown the resolution was adopted as
read by the following vote; Ayes: Miller, Underwood, Henry, Sweden -
burg, I;,ishler, Ostberg, Brown and Imiathews. (8) Nays: (0)
Councilmen 111olff and Bateman absent.
A request was received from The Peoples State Bank of Salina,
Kansas, asking to be designated as one of the City depositors. The
matter was referred to the [flays and veans Committee.
Street and Alley Committee reported on the petition asking for the
curbing, guttering, excavating and paving of Bond Street, from Santa
Fe Avenue to Highland Avenue as follows:
"we have ascertained from a bonded abstr°atter that there are
five (5) resident property owners on said street, three (3) of which
have signed said petition. 111e therefore report favorably on the same.
Councilman Brown moved that the report of the Committee be
adopted. T.,otion adopted.
Fred. H. Quincy presented a petition asking that the paving on
Santa Fe Avenue from ' alnut to North Street, be either Trinidad Lake
or Bermudez Lake Asphalt. Same was referred to the Street and Al-
ley Committee .
An ordinance was introduced entitled: "An ordinance regulating
the construction of side;ralks in the city of Salina, Kansas, defining
a certain misdemeanor and fixing a penalty for the violation thereof."
On motion of Councilman Swedenburg the rules of order were sus-
pended for its consideration by the following vote; Ayes: I: 1. iller,
Underwood, henry, Swedenburg, 1d,ishler, Ostberg, Brown and Mathews.
(8) mays: (0) Councilman Wolff and Bateman absent.
On motion of Councilman Mishler the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Tv it ler, Underwood, Henry, Swe-
denburg, I ishler, Ostberg, Brown and Mathews. (8) 1i ays : (0)
Councilmen =Nolff and Bateman absent. The Acting Mayor approved the
same and is numbered 1971.
Councilman Henry, of the Parks and Parking Committee submitted
plans for a Band Shell, also for walks and other improvements in the
City Park.
Councilman Brown moved that the plans be adopted, and that the
Cit;; Clerk advertise for bids to be receiv >d, Monday, August 7th, 1916.
Motion adopted.
Councilman M',athews called the attention of the Council to the
condition of certain railroad crossings in the City.
Councilman iaiishler :owed that the matter be referred to the
Street and Alley Committee.
Councilman henry moved that the Acting Mayor appoint a Committee
to investigate the over -charge on City printing by the Journal during
the last year.
Actin; vayor appointed The Vua.ys and Means Corr.mittee to investi-
gate the same, and to make a report to the Council.
Councilman Brown moved that the City Attorney serve a notice
on The Salina Street Rail-,Pvay Company to lower t -.e bricks iii the center
of their tracks on !FJalnut Street, between Fifth Street and Santa he
Avenue, on or before August 7th, 1916. Motion adopted.
A petition was received asking for the opening of an alley be-
tween Seventh and. Eighth Streets, from Elm to Pine Streets. Same was
referred to the Street and Alley Committee.
On motion of Councilman Cstberg, Council adjourned.
