JULY 17th, 1916.
Regular semi-monthly meeting of the City Council, July 17th,
1916. Mayor Putnam presiding, City Attorney W. B. Crowther and the
following named councilmen answered to roll call; Miller, Underwood,
Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bate-
man*
The minutes of the Regular semi -ninthly meeting of July 3rd,
1916 were read and approved as read.
Claims and Expenditure Committee reported by ordinance entitled:
"An ordinance making an appropriation for the payment of certain
claims."
On motion of Councilman Ostberg the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Wolff,
Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman.
(10) Nays: (0) The T1ayor approved the same and is numbered
1966.
Street and Alley Committee reported on the remonstrance against
the paving of the alley between Seventh and Eighth Streets, north of
Iron Avenue as follows:
"We find that a majority of the resident property owners have
signed said remonstrance; therefore the resolution passed by the
Council June 5th, 1916 is declared lost."
Or, motion of Councilman Mathews the report of the Committee
was adopted.
Councilman Swedenburg of the Sidewalk Committee called the at-
tention of the Council to the construction of the sidewalks by un-
reliable contractors, and suggested that the Council ought to have an
ordinance to protect the property owners against such work.
Councilman Broom moved that the Committee bring in an ordinance
regulating the construction of sidewalks at the next Regular Meeting.
Motion adopted.
R. G. Sabin appeared before the Council and asked for a special
permit to construct a building at the rear of his building on North
Santa Fe Avenue, same being in the fire limits.
Councilman Bateman moved that a special permit be granted.
A representative of the Standard Oil Company appeared before
the Council and asked if a permit would be required to construct
a filling stat ion at the corner of Santa Fe Avenue and Prescott.
Avenue.
The matter was generally discussed by citizens and the council,
and Councilman Wolff moved that the matter be laid upon the table.
Motion adopted.
A letter was received from Geo. W. Baker, asking for further
time to connect his property at the corner of Seventh and Elm Streets
with the sewer, and on motion of Councilman Brown further time was
granted.
Councilman Brown asked that the Mayor detail a Policeman for
one-half day each day to work under the direction of the Public
Health Committee. On motion of Councilman Miller the request
was granted.
An ordinance was introduced entitled: "An ordinance providing
for the construction of certain sewers in the city of Salina, Kansas,
letting the contract therefor and providing for the payment of the
same.11
On motion of Councilman Miller the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and
Bateman. (10) Nays: (0)

On motion of Councilman Bateman the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Miller, Underwood, Wolff, Henry,
Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10)
Nays: (0) The Mayor approved the same and is numbered 1967.
An ordinance was introduced entitled: "An ordinance fixing
the rate of interest to be born on the Sewer Bonds provided to be
issued by Ordinance No. 1958."
On motion of Councilman Bateman the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Wolff, Henry, Swedenbutg, Mishler, Ostberg, Brown, Mathews and
Bateman. (10) Nays: (0)
On motion of Councilman Miller the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had: Ayes: Miller, Underwood, Wolff, Henry,
Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10)
Nays: (0) The Mayor approved the sane and is numbered 1968.
Sewerage and Drainage Committee reported on the matter of construct-
ing a sewer on Tenth Street, from Lincoln Avenue to Grand Avenue; and
the City Engineer was instructed to prepare plans and specifications;
and the City Clerk was instructed to advertise for bids to be received
July 31st, 1916. Motion adopted.
Councilman Mathews 'submitted a proposition from Grant Newman for
the lettering of the globes on the White -Way Posts at the interesections
of Ash, Iron, Walnut, Fifth and Seventh Streets, for the sum of $7.50
On motion of Councilman Bateman the matter was referred to the
Street and Alley Committee.
Councilman Brown moved that the City Marshal notify the property
owners along the business district to place the correct number in front
of their building. Motion adopted.
Councilman Ostberg moved that the Street Car Company be given
ten days to re-lay the brick between the tracks on Walnut Street, near
Fifth Street. Motion adopted.
An ordinance was introduced entitled: "An ordinance appointing
the appraisers to assess the damage sustained by the owners of property
to be taken for the purpose of widening the alley between Ninth and
Tenth Streets, running from Morrison Avenue to South Street."
On motion of Councilman Brown the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Underwood.
Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bate-
man. (10) Nays: (0)
On motion of Councilman Ostberg the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Wolff, Henry,
Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10)
Nays: (0) The Mayor approved the same and is numbered 1969.
An ordinance was introduced entitled: "An ordinance regulating
the height of smoke stacks in the city of Salina, Kansas." Same was
referred to the Public Health Committee.
An ordinance was introduced entitled: "An ordinance providing
for the paving and guttering of Santa Fe Avenue in the city of Salina,
Kansas, from the south line of Walnut Street to the north line of
North Street, providing for the cost thereof and the manner of payment."
On motion of Councilman Mathews the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and
Bateman. (10) Nays: (0)
On motion of Councilman Brown the ordinance was read and adopted
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Underwood, Wolff, Henry, Sweden -
burg, Mishler, Ostberg, Brown, Mathdws and Bateman. (10) Nays: (0)
The Mayor approved the same and is numbered 1970.
On motion of Councilman Mathews the City Clerk was instructed
to advertise for bids for the paving and guttering of Santa Fe Avenue,
from Walnut to North Streets. Bids to be received Monday, July 31st,
1916. at 8 o'clock P. M.

An ordinance was introduced entitled: "An ordinance regulating
the moving of buildings in the city of Salina, providing for the
raising of wires therefor, declaring certain acts in violation hereof
misdemeanors and providing penalties for such misdemeanors and providing
penalties for such misdemeanors and repealing Ordinance No. 1118, pass-
ed February 17th, 1902."
On motion of Councilman Mathews the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and
Bateman. (10) Nays: (0)
On motion of Councilman Bateman the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swe-
denburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays:
(0) Said ordinance was passed and is numbered 1971.
A remonstrance against the paving of Eleventh Street from South
Street to Prescott Avenue, was received and referred to the Street and
Alley Committee.
Mayor Putnam made the following appointments of Judges and Clerks

On motion of Councilman Swedenburg the appointments were con -
f irmed .
A petition was received asking for the construction of a sidewalk
on the west side of Fifth Street, Block 3, E. ivi . I. addition, commenc-
ing at Pacific Avenue. Same was referred to the Sidewalk Committee.
A petition was received asking for the extension of water mains
on Beloit Avenue from Santa Fe Avenue to Osborn Street; also on Penn
Avenue, south about 375 feet. Same were referred to the Corporation
and Franchise Committee.
A petition was received asking for the paving and excavating of
Bond Street from Santa Fe to Highland. Same was referred to the
Street and Alley Committee.
The monthly reports of the City Clerk, City Treasurer, Police Judge
and Fire Chief, were received and ordered filed.
On motion of Councilman Mathews Council adjourned until Monday,
