07-03-1916 Minutes318 COUNCIL PROCEEDINGS, REGULAR MEETING. COUNCIL CHAMBER, SAL INA , KANSAS. JULY 3rd, 1916. — Regular semi-monthly meeting of the City Council, July 3bd, 1916. Mayor Putnam presiding, City Attorney W. B. Crowther and the following named councilmen answered to roll call; Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. Councilman Bateman absent. The minutes of the Regular semi-monthly meeting of June 19th, 1916; and the adjourned meeting of June 26th, 1916, were read and ap- proved as read. A report was received from The Public Welfare Board, stating that they had refused to grant a permit to R. B. Snyder, for the conduct- ing of a, Dance Hall on South Fifth Street. Councilman Brown moved that the report of the Welfare Board be received and filed, and that the license heretofore granted to R. B. Snyder be revoked, and that the money be refunded. Motion adopted. Councilman Mathews of the Street and Alley Committee reported favorable on the petition asking for a light on Park Street, west of College Avenue. The committee asking for permission to locate the light where they deem it advisable. Motion adopted. Councilman Mathews, of the Street and Alley Committee reported on the petition asking for the curbing, guttering, grading, excavating and paving of Prescott Avenue from Ninth to Eleventh Streets, as fol- lows: "According to an abstract furnished by a bonded there are 17 resident property owners; 10 having signed the petition, and we therefore recommend that the prayers of the petitioners be granted." On motion of Councilman Miller, the report of the Committee was adopted. The matter of constructing a Band Shell in the City Park was generally discussed by citizens and members of the Council. Councilman Wolff moved that the City construct a Band Shell similar to the one in Ottawa, Kansas, cost'not to exceed $1,400.00; provided that the citizens contribute $700.00 towards the cost of erecting the same, and the City to appropriate the balance. Motion adopted. The matter of a sewer in the north part of the City was generally discussed by the property owners and members of the Council. The mat- ter was referred to the Sewerage and Drainage Committee. A bid was received from the Right -Way Plumbing Company, for the installation of a drinking fountain in the City Park. Councilman Mishler moved that the bid of the Right -Way Plumbing Company for $205.88 be accepted, with the understanding that a twelve (12) foot circular walk be constructed around the fountain. Motion adopted. A request to make a connection with the sewer on Park Street was presented, and on motion the request was not granted. A bill from Z. T- Heminger was presented, and on motion of Councilman Miller, the bill was authorized to be paid. An ordinance was introduced entitled: "Ari ordinance making an appropriation for the payment of certain claims." On motion of Councilman Miller the ordinance was read and adopt- ed dopt-ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Swedenburg, Mishler, Ostberg, Brown, and Mathews. (8) Nays: Henry (1) Councilman Bateman absent. The Mayor approved the same and is num- bered 1965. Compalint was entered by the Clayton Hotel, complaining that the smoke from the new Salina Steam Laundy was entering the rooms of the hotel, thereby doing the hotel management damage. The matter was referred to the Public Health Committee. T RIZ A remonstrance was received against the paving of the alley between Seventh and Eighth Streets, north of Iron Avenue. Same was referred to the Street and Alley Committee. Councilman Brown moved that the City Engineer and the Park and Parkings Committee locate the fountain and also the Band Shell in the City Park.
