1916. Mayor Putnam presiding, City Attorney '!V . B. Crowther and
the following named councilmen answered to roll call; lvliller,
Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, P;1athews and
13ateman. Councilman Underwood absent.
The minutes of the Regular semi-monthly Iv"eetin� of May 15th,
1916, were read and approved as read.
Councilman ::,filler moved that the reading of the minutes of
T ie Special Called P,eeting of May 22nd, 1916, be dispensed with.
Motion adopted.
Bids were received for the legal printing for the ensuing
year from The Salina Evening Journal and the Salina Daily Union.
Councilman Brown moved that the contract be awarded to The
Salina Daily Union, as per their bid. Motion adopted.
The matter of adjusting Mrs. Brodbeck' s pension was generally
discussed, and on motion referred to the Fire Department Committee.
Councilman Bateman moved that the City Clerk be instructed
to ;:lake up and publish an Annual Report similar to the ones hereto-
fore published. Motion adopted.
;u',r. T. W. Roach appeared before the Council and asked that a
Special Police be appointed for the Welfare Board.
The appraisers report for the opening, widening and extending
of Delaware Avenue from the north line of Iron avenue to the south
line of Johnstown Avenue was received, and on motion of Councilman
Brown was adopted by the Council.
An ordinance was introduced entitled: "Ari ord inancedef ining

On motion of Councilman Swedenburg the rules of order were

On motion of Councilman Brown the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Wolff, Henry, Swe-
denburg, Mishler, Ostberg, Brown, .flat hews and Bateman. (9) Nays:
(0) Councilman Underwood absent. The P.,fayor approved the same
and is numbered 1951.
An ordinance was introduced entitled: "An ordinance levying
a license tax on all persons conducting or assisting to conduct a
public dance in the City of Salina."
On motion of Councilman Swedenburg the rules of order were sus-
pended for its consideration by the following vote; Ayes: 10!iller,
Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bate-
man . (9) Nays : (0) Councilman Underwood absent.
On motion of Councilman Il(iishler the ordinance was read and
adopted by sections and on its final adoption the roll was called

(0) Councilman Underwood absent. The Mayor approved the same
and is numbered 1952.
An ordinance was introduced entitled: "An ordinance appropri-
ating the sum of 9610.00 out of the General
Fund of the City for
the purpose of paying the damages awarded to property owners owning
property taken and condemned for the opening, widening and extend-
ing of Delaware Avenue from Iron=ivenue to Johnstown Avenue."
On motion of Council ,fan Wathews the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,

A petition signed by J. Earl t,yatt and others, asking that
Phillips Street from ':':`alnut to Ash Streets, be paved with Asphaltic -
Concrete, was received. No action taken.
Councilman Mishler moved that the contract for the excavating,
grading and paving of certain streets as advertised for, be award-
ed to A. R. Young & Coiiipany of Lawrence, Kansas, for vitrified ver-
tical fiber side wire cut brick paving with asphalt filler as per
their bid of ' 1.92 per square yard for paving and forty cents
(40;x) per cubic, yard for excavating, and that the certified checks
be returned to the unsuccessful bidders. -Motion adopted.
Street and Alley Committee submitted the following report on
the remonstrance for the curbing and guttering of University Place
from the west line of Baker Street to the east line of the right-
of-way of the Missouri Pacific Railway Company: -

To the Hon. ;mayor and Councilmen,
Salina, Kansas.
Gentlemen:
V e, your Committee, to whom was referred the remonstrance
of property owners protesting against the curbing and guttering of
University Place from the west line of Baker Street to the east
line of the right-of-way of the ivlissouri Pacific Railway Company,
beg leave to report that we have ascertained a full list of the
resident property owners whose property would be liable to assess-
ment and taxation for the making of such improvements, and have
also ascertained and determined from such remonstrance or protest
the legal signers on the same, and we find as follows:
Total number of resident property owners 46
Total legal signers on said remonstrance or protest 20
And we therefore find that said remonstrance or protest
does not contain sufficient names or signers of resident proper-
ty owners to defeat the resolution to improve said street within
the limits named, adopted by the Mayor and Council on the. 17th
day of April, 1916.

viding for the condemnation of certain real. property hereinafter
described for the purpose of opening and establishing Putnam
Avenue in the city of Salina, Kansas."

cost of excavating, grading and paving Valnut Street from the west
line of College Avenue to the east line of the right-of-way of
the PJlissouri Pacific Railway Company, and on motion of Councilman
Mathews the appointments were confirmed.
Chief of the Fire Department, R. 1T. Camp, submitted. an
amendment to Section Two (2) of the "Plumbing Ordinance."
The matter was referred to the Fire Department Committee,
and ti -ie Fire Chief was authorized to grant the privilege as per
the recomrr�endat ions filed.

An ordinance regulating the erection of Bill Boards in the
City of Salina, was presented, and on motion it was referred to
the Parks and Parking Committee until the next regular meeting.
I.;airor Putnam submitted his veto to Ordinance No. 1940, as
follows:
"This ordinance in my opinion is unreasonable and uncon-
stitutional, therefore am compelled to veto same. "

Roy ;Willey appeared before the Council, in reference to
burning papers at the end of west Ash Street. The matter was
referred to the Public Health Committee.
Councilman Henry stated th,.t he had received prices on seats
for tl,e City Parr.
The matter was referred bac'{ to the Committee to secure more
bids, and make recorir..endat ions to the Council. at the next Regu-
lar IdI eet ing .
On motion of Councilman Swedenburg the City Attorney was
instructed to appeal the Front Street assessment case to the
Suprem-e Court .
A petition was received asking for the location of an Arc
Light on Park Street, west of College Y_Ivenue. Sarre was referred
to the Street and Alley Committee.
On motion of Councilman Pt'iller, Council adjourned.
