Mayor Putnam presiding, City Attorney W. B. Crowther and the following named councilmen answered to roll call; Miller, Underwood, lVolff, Henry, SwedenburU, Mishler, Ostberg, Brown, Mathews and Bateman. The minutes of the Regular semi-monthly meeting of May 1st, 1916; and the Special Meeting of May 3rd, 1916; also the Adjourn- ed Meeting of May 3rd, 1916, were read and approved as read. F. D. Blundon, appeared before the Council and asked per- mission of the Council to close a portion of Fifth Street, north of Elm Street; also a portion of the alley between Fifth Street and Santa Fe Avenue, north of Elm Street, on account of the Worth - am Shows, Ivay 22nd to 27th, inclusive; stating that the street would be open to the public during the day time. Councilman T olff moved that the request be granted. Claims and Expenditure Committee reported by ordinance en- titled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Ostberg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff', Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Pays: (0) The Mayor approved the same and is numbered 1940. A letter was presented from J. IVI. MacTaggart and Company, in reference to auditing the City's books. On motion of Councilman Brown the communication was ordered filed. Trays and Means Committee to whom was referred the ordinance entitled: "An ordinance providing for the appointment of a City Engineer, specifying his duties and fixing his compensation and repealing Ordinance No. 768, passed and approved May 18, 1891". reported unfavorable. Councilman Swedenburg moved that the report of the Commit- tee ommit- tee be adopted. Street and Alley Committee reported favorably on the loca- tion of an Are Light at the corner of Forth_ St7,eet anC E ever:_th Street. On motion of Councilman Ostberg the report of the Commit- tee was adopted and the City Clerk was instructed to notify the Salina Light, Power &-- Gas Cor.,,pany to install scald light at the above locat ion. Street and Alley Committee reported on the petition asking for the opening and extending of Center Street from Fifth Street to Santa Fe Avenue, as follows: Salina, Kansas. Nay 16, , `.'16 . To the Fon. Mayor L Councilmen, Salina, Kansas. Gentlemen: After investigating the petition which is hereunto attached we find that the extension of Center Street as petitioned for is considered impractical. uv e would however, suggest that if the petitioners desire that the City open up an alley through the center of the block, suitable to accomodate pedestrians, thereby giving them an outlet for street car service on Santa Fe Avenue, the Committee would con- sider further, if such is the desire of the petitioners. Street and Alley Committee reported on the pet it ion asking for the creation of a street from Fifth Street to Santa Fe Avenue, between Walnut and Mulberry Streets, as follows: Salina, Kansas, May 15, 1916. To the Hon. 'Mayor & Councilmen, Salina, Kansas . Gentlemen: We, your Committee on Streets and Alleys, beg leave to report on the petition hereunto unfavorable, for the reason that we fail to find wherein the public is in any wall benefited by the opening of said street. A petition was received asking for the paving on Twelfth Street from Walnut to South Streets; also the paving of Tenth Street, from Morrison Avenue to Prescott Avenue, to be Asphaltic- Concrete. sphaltic- Concrete. Councilman Brown moved that the petitions be. received and f ilea . 298 Street and Alley Committee reported favorably on the ordinance entitled: "An ordinance regulating the construction, maintenance and repair of intersections of steam railroads with streets, alleys and highways in the City of Salina; providing for a written waiver of the terms of this ordinance and providng a penalty for the vio- lation hereof." On motion of Councilman Bateman the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote washad: Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1941. Street and Alley Committee made requisition for a small har- row to be used on streets. Councilman Brown moved that the Committee be authorized to purchase the same. Motion adopted. An ordinance was introduced entitled: "An ordinance levying and assessing special assessments on certain lots and pieces of ground in the city of Salina, Kansas, to pay the cost of paving the alley between Santa Fe Avenue and Fifth Street in said City, from ` a point one hundred feet north of the north line of Ash Street to the south line of an alley running east and west a long the north line of Lot Fifty -,Tine on Santa Fe Avenue and the north line of Lot Sixty on Fifth Street, and relit ink; to and Providing for the collection of such assessments." On motion of Councilman Bateman the rules of order were sus- pended for its consideration by the following vote; Ayes: Mill- er, Underwood, 'Nolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) On motion of Councilman Ostberg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Niolff, Henry, Swe denburg, Mishler, Ostberg, Brown, 101athews and Bateman. (10) Nays: (0) The Mayor approved the sane and is numbered 1942. .an ordinance was introduced entitled: "An ordinance provid- ing for the curbing and guttering of Penn Avenue in the city of Sa- lina, a- 1ina, Kansas, from the north side of Iron Avenue to the south side of Ash Street, specifying the manner of construction, providing for the cost thereof and the manner of payment." On motion of Councilman Mathews the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, lv ishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0 ) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. An ordinance was introduced entitled: "An ordinance providing for the paving, curbing, guttering and excavating of Phillips Street in the city of Salina, Kansas, between the north side of Walnut Street and the south side of Ash Street, providing for the cost thereof and the manner of payment." On motion of Councilman Mathews the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, C'lolff, , Henry, Swedenburg, Mishler, Ostberg., Brown, Math- ews and Bateman. (10) Prays: (0 On motion of Councilman Bateman the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1944. The bids that were received May 1st, 1916, for tr_e paving, curbing, guttering and excavating of certain streets was taken up by the Council. I TRA Z 1 11 Councilman Brown moved that the curbing and guttering of said streets be awarded to L. H. Lyon, as per his bid of May lst, 1916. Motion adopted. Councilman Pro -rn moved that all bids for paving be rejected, and that the certified checks be returned, and that the City Clerk be authorized to advertise for bids to be received up to and in- cluding June 5th, 1916, at eight o'clock P. M. Motion adopted. Councilman Brown moved that the contract for the curbing and guttering of Penn Avenue from Iron Avenue to Ash Street; also Phillips Street from 'V'.alnut Street to Ash Street, be awarded to L. H. Lyon, as per his bid on curb and gutter, May 1st., 1916. P:"otion adopted. Councilman Brown moved that the City Clerk advertise for bids for the paving of Phillips Street, to be received at the next Regular Meeting. Motion adopted. Councilman Swedenburg, of the Sidewalk Committee, asked the Council if it is the y ish of the Council to have the Committee con- struct the cement sidewalk on the east side of the new cement bridge as per Ordinance No. 1922, passed and approved by the Mayor and Council, February 21st, 1916. Councilman Ostberg moved that the Sidewalk Committee be in- structed to have the sidewalk constructed as per Ordinance No. 1922. Motion adopted. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief were received and ordered filed. Councilman Wolff stated that the Fire Department was in need of a new tire for the small fire truck, and moved that the Fire Chief be authorized to purchase the same. Motion adopted. The matter of changing the fire limits in the vicinity of Ninth Street was generally discussed, and the matter was referred to the Fire Department Committee to make such recommendations as they deem necessary. Councilman Swedenburg, moved that the City Attorney be instruct- ed to prepare an abstract of the property on Fourth Street, south of South Street to determine the width of said Fourth Street. Motion adopted. An ordinance was introduced entitled: "An ordinance amending Section one of Ordinance No. 1936 and repealing such Section One of Ordinance N o . 1936." On motion of Councilman Swedenburg the rules of order were suspended for its consideration by the following vote; Ayes: Mill- er, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0 On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1945. A petition was received asking for the construction of a sewer in the alley between Front and Second Streets, from Pine to North Streets; on Prescott Avenue from Fifth Street, east to the alley between Fourth and Third Streets, south in the alley to Crawford Avenue; also on Morrison Avenue from Eleventh to Phillips Street. Same were referred to the Sewer and Drainage Committee. A petition was received asking for the extension of water mains on Elm Street, between Kansas Avenue and Des Moines Avenue, and on Des Moines Avenue, from Elm to Ash Streets; also on Phillips Street, south to Morrison Avenue, east on Morrison Avenue to Twelfth Street. Same were referred to the Corporation and Fran- chise Committee. A pet 1t ion was received asking for the location of an arc light at the corner of South Street and Montrose Avenue. Same was referred to the Street and Alley Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief were received and ordered filed. 300 The following resolution was introduced: BE IT KESULVi�D� by the Mayor and Councilmen of the City of Salina, Kansas, that the Salina Water Works Gompany be and it is hereby directed to lay the following water mains and lo- cate thereon the following fire hydrants, to -wit: A six (6) inch main on Kansas Avenue from Iron Avenue to Gypsum Avenue, such main to connect with the present main at Iron Avenue. A six (6) inch main on Jewell Avenue from Santa Fe Avenue to the right-of-way of the McPherson Branch of the Union Pacific Railroad Company, such main to connect with the present main at Santa Fe Avenue. (10) Nays: (0) An ordinance was introduced entitled: "An ordinance relating to dogs, and repealing Ordinance No. 1028, passed and approved April 30, 1900; Ordinance No. 1759, passed and approved, May 18, 1914; and Ordinance No. 1843, passed and approved May 17, 1915. On motion of Councilman Miller the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Mathews and Bateman. Mayor Putnam submitted the name of C. H. Burke, as City Marshal, and the roll was called on the confirmation which result- ed as follows: Ayes: Underwood, Henry, Mishler, Ostberg, and Bateman. Gibson, as Assis- tant City 11arshal, and on motion of Councilman Miller was unani- mously confirmed. Mayor Putnam submitted the name of J. Stonebraker, as Policeman, and on motion of Councilman Underwood was unanimously cont irmed . Mayor Putnam submitted the name of Jerome Hanly, as Policeman and on motion of Councilman Wolff was unanimously confirmed. Mayor Putnam s ubmitted the name of C. N. ,Rayer, as Policeman and the roll was called on the confirmation which resulted as folloi,Ais: Ayes: Miller, Mishler, Ostberg, Mathews and Bateman. Uamp, as Fire Chief, and on motion of Councilman Ostberg, was unanimously confirmed. Mayor Putnam submitted the name of Ben Wolbert as Assistant Fire Chief, and on motion of Councilman Wolff, was unanimously confirmed. N!ayor Putnam submitted the name of J . B. !-rcher, as City `call Custodian, and on motion of Councilman Miller was unanimous- ly confirmed. Mayor Putnam submitted the name of K. r. vhelchel, as Special Police in Oakdale Park, and Councilman Brown moved that the ap- pointment be confirmed with the understanding that if the City deemed it necessary for the policing of the City Park at any time, said appointee would render the necessary work when requested.
