05-01-1916 Minutes290 COUNCIL PROCEEDINGS, REGULAR MEETING. COUNCIL CHAMBER, SALINA, KANSAS. MAY 1st, 1916. Regular semi-monthly meeting of the City Council May lst, 1916. Mayor Putnam presiding, and the following named councilmen answered to roll call; Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown and Mathews. Councilman Bateman and City Attorney W. B. Crowther absent. The minutes of the Adjourned Meeting of April 24th, 1916, were read and approved as read. Councilman Swedenburg moved that the Council proceed to adopt the rules and order of Business governing the Council, and elect a Presi- dent of the Council. The rules and order of Business governing the former Council was read. Councilman Brown moved that Section Eight (8) be amended to read as follows: "The above rules or Order of Business may be suspended for any meeting by the concurrence of seven (7) members of the Coun- cil present and voting, except ordinances or resolutions letting con- tracts, require all members present voting." Motion adopted. Councilman Swedenburg moved that the rules and order of Busi- ness governing the former Council be adopted as amended, which is as follows: Rule 1. The presiding officer of the Council shall be addressed as "Mr. President." Rule 2. Every member rising to debate, present a petition or other paper, to give notice, make a report or motion, shall address the President, and shall not proceed until recognized by him. Rule 3. No member shall speak to another or otherwise interrupt the business of the Council, while the minutes or public papers are being read. _Rule :1. All motions and resolutions introducing new business, shall, when introduced, be read and at once referred to the proper committee, which committee shall report to the Council there- on at its next regular meeting, unless the time for such re- port be extended by the Council. $e5 All ordinances, (except appropriations for the payment of claims previously authorized) shall be read and then referred by the Mayor to the appropriate committee, which committee shall report thereon at the next regular meeting of the Coun- cil, unless further time for such report be given by the Council. Rule 6. The Order of Business shall be as follows: 1st. Roll Call, 2nd Reading the Journal and approval thereof, 3rd Report of Standing Committees in the following order: 1st. ways and Means, 2nd. Claims and Expenditures, 3rd. Streets and Alleys, 4th. Sidewalk, 5th. Corporations and Franchise, 6th. Buildings, 7th. Fire Department, 8th. Public Health, 9th. Sewer and Drainage, 10th. Parks and Park ings . 4th. Report of Special Committees, 5th Unfinished Business, 6th New Business. Rule 7. Motion adopted. Councilman Brown placed in nomination Councilman Miller as Presi- dent resi- dent of Council, who was unanimously chosen president of the Council for the ensuing year. F. H. Quincy appeared before the Council and asked the Council to provide a place to park automobiles during the Bankers Convention, May 11th and 12th, on Iron Avenue from the bridge to Front Street; also on Third Street from river to river, using the center of Iron Avenue and as much of Third Street as possible. Councilman Wolff moved that the request be granted and that the City employ two special police to guard the cars so parked. Mo- tion adopted. Sam Jones asked the Council to take some action in reference to providing a waterway on East Iron Avenue, west of Wisconsin Avenue. The matter was referred to the Street and Alley Committee f or invest igat ion. Street and Alley Committee reported on the petition to curb and gutter Penn Avenue from Iron Avenue to Ash Street, as follows: Salina, Kansas. May lst , 1916. To the Hon. Mayor and Council, Salina, Kansas. Gentlemen: We, your Committee to whom was referred the petition asking for the curbing and guttering of Penn Avenue from Iron Avenue to Ash Street beg leave to report as follows: "According to an abstract furnished by a bonded abstracter we find seven (7) resident property owners, four (4) having signed the petition asking for such improvement. We therefore report favor- able on said petition." Respectfully, EMAR .. a m .- P. A. Brown, Committee on Streets and Alleys. Councilman Miller moved that the report of the Committee be adopted. The following resolution was introduced: "BE IT RESOiXED'by the Mayor and Councilmen of the City of Salina, Kansas, that the paving, curbing, guttering and ex- cavating of Twelfth Street in the city of Salina, Kansas, from the north side of Ash Street to the south side of Bishop Street are each and all improvements necessary to be made and done, and be it further resolved that said street be paved, curbed, guttered, graded and ex- cavated within the limits aforesaid." On motion of Councilman Miller the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Swedenburg, Mishler, Ostberg, Brown and Mathews. (7) Nays: Wolff and Henry (2) Councilman Bateman absent. 291 292 On motion of Councilman Swedenburg, the resolution was adopt- ed as read by the following vote; Ayes: Miller, Underwood, Swedenburg,' Mishler, Ostberg, Brown and Mathews: (7) Nays: Wolff and Henry: — (2) Councilman Bateman absent. Councilman Brown moved that the Street Commissioner add the amount of $3.50 to this weeks pay roll, that was deducted from John Madden' s last week's pay, on account of damages to Frank Mosher' s fence. Motion adopted. Councilman Henry of the Park and Parkings Committee reported that the Council had redeived a price on certain pieces of ground from P. L. Gebhart, for the widening of Riverside Boulevard Drive. The matter was generally discussed and the Mayor asked all mem- bers of the Council to go over the ground and the matter would be taken up at some future meeting. Further time was granted the Street and Alley Committee and the City Engineer to report on an ordinance regulating the construction of railroad crossings. Sealed bids were received for the paving, curbing, guttering and excavating of certain streets as advertisied for as follows: Ziegler Bros., Junction City, Kansas, MacQuire & Stanton Construction Co., Leavenworth, Kansas, Kaw Paving Company, Topeka, Kansas, also Curb and Gutter bids from: L. H. Lyon, John Early, Councilman Brown moved that the bids of Maguire and Stanton, Kaw Paving Company and L. H. Lyon be held for consideration and taken up May 15th, 1916; and that the certified checks of the other two b idde rs be returned. Motion adopted. An ordinance was introduced entitled: "An ordinance regulating the business of plumbing in the city of Salina, Kansas." Councilman Miller moved that it be laid upon the table. A proposition was received from the Kansas City Auto Supply Company, in reference to Bosch Magneto on the fire truck. Councilman Wolff moved that the City Attorney draft a contract specifying that the Company guarantee the magneto to fire the engine; such guarantee to be for a period of one (1) year, and if such Com- pany would sign the contract the Fire Department Committee should have the expert from Kansas City to come at once and install the same on the car. Motion adopted. Fire Chief Camp, mentioned that the pulmotor was not working satisfactorily, and that the Company requests that it be returned to the factory for adjustment. The matter was referred to the Fire Department Committee with power to act. Councilman Brown moved that the Park and Parkings Committee ascertain the cost of park seats to be placed in the City Park, and report the same at the next meeting. - It was reported that the Missouri Pacific engine was draining their boilers near the Third Street crossing, and the steam interfered with the crossing across said tracks; also that the employees were throwing cinders in the County Park. The matter was referred to the Park and Parkings Committee to have the City Clerk notify the Missouri Pacific to discontinue the same, Charges against Street Commissioner, Aug. Olsson, were filed, and on motion of Councilman Mathews, Wednesday May 3rd, 1916, at eight o'clock P. M. was designated as a meeting to take up and act on same. motion adopted. Councilman Brown moved that the City Attorney prepare the neces- sary condemnation papers for the widening of a portion of Bishop Street. Motion adopted. I r PA7 1 1 1 1 1 The matter of auditing the City's books was generally dis- cussed, and Councilman Brown moved that the Council take it under advisement and submit the proposition to the Kansas City firm by mail.
