APhIL 24, 1916.
Adjourned meeting of the City Council April 24th, 1916. Mayor
Putnam presiding, City Attorney - Growtl-ier and the following named
councilman answered to roll call; Pvfiller, Underwood, Wolff, Henry,
Swedenburg, 14;ishler, Ostberg, Brown and sathews. Councilman -Bateman
absent.
The minutes of the regular semi-monthly meeting of April 17th,
1916, were read and approved as read.
The Contractors who had secured the contract for stuccoing the
Central Office Building appeared before the Council and asked the Coun-
cil to give them some decision in reference to providing means for
protection of pedestrians and tenants of said building.
Councilman Wolff moved that the action of the Fire Chief be sus-
tained and the City Niarshal and City Attorney to see that citizens should
be fully protected against injuries by reason of the construction of
said improvements. Mot ion adopted.
Frank ivosher appeared before the Council and stated that a
team in the employ of the Street Department damaged a fence belonging
to hirci. The matter was referred to the Street and Alley Committee
for adjustment.
A photographer appeared before the Council in reference to plac-
ing pictures of the ex -mayors in the Council Chamber. The matter was
referred to the gays and i.eans Committee.

of Delaware Street:

:e, your Committee on Streets and Alleys, beg leave to re-
port favorable on the purchase of such ground off or along the ease
side of Lots Eight and Sixteen in Block Two, Fruitland Addition for
the purpose of widening the Riverside Boulevard Drive and to purchase
the above mentioned property through the proper and legal process of
proceedure.

Councilman Swedenburg moved that the report of the Comr.:ittee be
adopted and that Delware Street be opened seventy (70) feet in width.

Z''ight to ascertain the damages necessary for the condemnation of cer-
tain pieces of ground for the widening of said street, and on motion of
Councilman Swedenburg the appointments were confirmed.
A petition was received from property owners on Fifth Street
between Prescott and Craivford, protesting against the construction of
curb and gutter on said street at t't_e present t i,ne . On mot ion of
Councilman 1,1athews the request was granted .
Gouncilr::a,n i�:ath.ews stated that the township adjacent to City
limits on iv inth Street agreed that if the City would grade 'i? inth Street
the County would attend to dragging said street. On motion the re-
quest. was granted.
Street and Alley, and the Park and Parkings Committees were in-
structed to prepare a plat of the -round necessary to complete the
Riverside Boulevard Drive from Iron '�vDnue to Calydale hvonue, along the
Smoky Dill river, and submit the same to the Council at the next
meeting.

Councilman Brown moved that the Street and Alley Committee, and
as many of the councilmen as possible, to meet ,Monday, ivay lst, 1916,
at three o'clock P • • to hear complaints from property owners in re-
ference to opening streets that have been petitioned for to the Council.

Corporation and Franchise Committee reported favorably on the
ordinance entitled: "An ordinance amending Section 4 of Ordinance No.
1313, passed and approved June 18, 1906, and repealing such original
sect ion ."
On motion of Councilman Plishler the rules of order were suspended
for its consideration by the following vote; Ayes: T: filler, Underwood,

on motion of Councilman Brown the appointment was confirmed.
petition was received asking for the extension of water mains
either on Park or Ash Street, west to Chicago Addition; on Kansas Aven-
ue from Iron Avenue to Gypsum Avenue, also on Jewell Avenue from Santa
Fe Avenue to the right of way of the �vicPherson _;ranch. Sa,�:e were
referred to the Corporation and Franchise Committee.
The following resolution was introduced:

nect the following fire hydrants:

to Chicago Street, thence north on Chicago Street to Park Street, thence
east on Park Street: to tree east .line of the "issour:i Pacific right of way
and to connect with present main at that point .

iller, Chairman of the Sewer and Drainage Committee,
stated that the Sewer and Drainage Com;r,ittee and the City Engineer would

nine o'clock— 1>. • to go over the proposed sewer route north of the
Union Pacific tracks, and invited the iJayor and. as many of the Councilmen
as possible to meet with the Committee.

It was stated there were several pieces of gutter on r'ifth Street
in front of catchbasins that had not been constructed. The matter --
rias referred to the Street and Alley Committee with power to have tine
same compl.et ed .
City Clerk was instructed to notify parties to remove obstructions
off of Bishop Street, between itT inth and Tenth Streets.
Councilman Henry stated that there were a number of bill boards
being constructed near the new Union Station and asked if there could
not be some restriction against the construction of sane in this vicin- it Y. The matter was referi.°ed to the Park and Parkings Committee
for invest i&;at ion and to make recon:mendat ions to the Council.
An ordinance was introduced ent it lec : "An ordinance fixing the
rate of interest for the bonds provided to be issued in Ordinances
Nos. 1929 and 1930."

On motion of Councilman Ostberg the ordinance was read and adopt-
ed by sections and on its final adoit ion the roll was called and the
following vote was had: Ayes: i":tiller, Underwood, Wolff, henry, ish-
ler, Ostberg, Brown and :._athews. (8) Nays: (0) Councilman Swe-
dcnburg having retired and Councilman Dater-ian absent . The mayor ap-
proved the same and is numbered 1939.
r:n ordinance was introdt,.ced entitled: "An ordinance regula_t in
the construction of railway crossings in the City of Salina, Kansas.
Same was referred to the Street and 'alley Committee and the City En-
gineer.
Councilman I:,tishler moved that the City Clerk not if� ti • C. Smither
of the Salina Street Ra ilv,ay* in reference to a claim of -,245.85 for
paving work done at the intersection of Ninth and Park Streets .
Councilman Underwood of the Building Committee mentioned that
the Fire Department building was badly in need of repairs and asked the
Council if the construction of a new Fire Station would be considered.
On motion the Building Committee and the Fire Department Cor;irnittee
was instructed. to make the necessary temporary repa irs on said building
and bring in recommendat ions for the construction of a new building in
the near, future.
Councilman I'ishler moved that the Salina Street Ra il-,!ay Company be
notified to re-lay the brick block paving rrUetween the rails of their
track on Walnut Street between Santa �'e livenue and Fifth Street to
conform with the grade of said street. The matter was referred to
the Street and Alley Committee.
_ petition was received asking for the paving, curbing, guttering
and excavating of Phillips Street from '.'lalnut to Ash Streets. Same
was referred to the Street and Alle�T Committee. —
The I."ayor and Council proceeded to ballot on the names heretofore
certified by the different organizat ions as members of the Board of
Public 1'�elfare in the City of Salina. Said balloting resulted in the
following election:

Pvlayor Putnam submitted. the names of,v'ay JEelleville
Brown and Vrs. '.lice G. Bond, as Directors of the Public Library Associ-
ation for term of three (3) years; and the names of h rs . j. j • Craw-
ford and Mr. V.. D . Heusner for a. term of four (4) years, and on mo-
tion of Councilman Brown the appointments were confirmed.
Councilman Brown moved that all matters referred to Committees
with full power to act, that involved the purchase of any property
or material; or the sale or disposal of any property of the City shall
be of no force or effect unless all three members of the Committee
agree to the same. And, if there is any disagreement, the matter
shall be submitted to the Council at the next regular meeting.
