Regular semi-monthly meeting of the City Council, April. lath, 1916. Mayor Putnam presiding, City Attorney '; • B. Crowther and the following named councilmen answered to roll call; Iy'iller, Underwood, Carney, Wolff, bwedenburg, Itflishler, Hagler, Ostberg, Mathews and Bate- man . The minutes of the regular semi-monthly meeting of April and, 1916; the Canvassing Board of April. 7th, 1916; and the Adjourned- ing of April 7th, 1916, were read and approved as read. ??Vm. Butzer of the Butzer Packing Company appeared before the Council and asked if it was possible for the City to extend the water mains to their plant west of the City. The matter was discussed and it was suggested that Mr. Butzer present a petition to the Council and the matter would be handled in the regular way. T. VV- Roach appeared before the Council and presented a petition asking for the opening of a street from Fifth Street to Seventh Street, between :Talnut and Yul.berry Streets. The same was referred to the Street and Alley Committee. Messrs . r Ii • 1 uiney and C • E • Kirtland appeared before the Council and stated that if the new union depot was to be opened be- fore the Bankers Convention in May, would the City grade the streets and have- mpor i^y crossings built across the tracks. The Council gave the gentlemen assurance that if the railroad companies would complete their part of the work, the City would glad- ly do their part . The matter was referred to the Street and Alley _ Committee with power to act . The newly elected members of the Council being; present and duly qualified, the retiring members vacated their places and the roll was called and the following members responded: 1,jMiller, Underwood, Wolff, Henry, Swedenburg, P,iishler, Ostberg, Brown, P:iathews and Bate- man. Sealed bids were presented by the City Cler_: for the • 44,940.00 Public Improvetiient Bonds advertised for sale, as follows: Planters State Bank, Par accrued interest and a premium of X75.00 CumrninEs, Pruddeiz & Co., .45,211 and accrued interest Commerce Trust. ColT,pany, Par accrued interest and a premium of x,5.50 Prescott & Snider, Par accrued interest, less x;220.00 Fred ,eisgerber, Par accrued interest and a premium of V25.60 Guarantee Title & `frust Co., Par accrued interest less . 395.00 Fidelity Trust Company, Par accrued interest, less April coupons. On motion of Councilman Bateman the bid of The Planters State Bank was accepted, and tree City Clerk was instructed to return the certified checks to the unsuccessful bidders. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of a certain claims." On motion of Councilman Ostberg the ordinance was read and adopted by sections and on its final_ adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, I enry, Swedenburg, Lishler, Ostberg, Brown, ::athews and Bateman. (10) \lays : (0) The i� ayor approved the same and is numbered 1934. i'i waiver was received from The Iu issouri Pacific Railway Com- pany in accordance with Ordinance No. 1902, passed by the Council _ november lst, 1915; waiving any and all claims it may have for dam- ages or compensation as the result of said Twelfth Street being ex- tended across any and all lands, right-of-,aays, owned by the said The Missouri Pacific Railway Company. (10) Nays: (0) On motion of Councilman Swedenburg the resolution was adopted as read by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Ivy ishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) An ordinance was introduced entitled: "An ordinance amending Section Four (4) of Ordinance No. 1313, passed and approved June 18th, 1906, and repealing such original section." Same was re- ferred to the Corporation and Franchise Committee. Councilman Drown moved that Dave Huiett's transfer license be remitted. Motion adopted. It was reported that there had been no temporary sidewalk pro- vided in front of the ivart in and Sibley building on South Santa Fe Avenue, now under construction. Councilman Frown moved that the' C ity Marshal notify the Con- tractors to at once provide a temporary sidewalK:. Motion adopted. City Attorney V,. B. Crowther called the attention of the Coun- cil that they were excavating along the sidewalk on Fourth Street, north of South Street, and that the matter should be looked after. The matter was referred to the Sidewalk Committee for investigation. A resolution was introduced entitled: I'1' r;r;aOL`v"E;J by the IV ayor and Councilmen of the jl City of Salina, that the paving, curbin, guttering and excavating of Twelfth Street in said City of Salina, Kansas, between the north side of Bishop Street and the south side of North Street are each and all improvements necessary to be done, and be it further resol- ved that said Twelfth Street be paved, curbed, guttered and ex- cavated between the north side of Bishop Street and the south side of North Street." (10) Nays: (0) A resolution was introduced entitled: "BE LL' nESOLVED, by the F.-'ayor and Councilmen of the City of Salina, that the curbing and guttering of University Place in said. city of Salina, Kansas, between the west; side of Baker Street and the east line of the right of way of the 11iissouri Pacific Rail- way Company are each and all improvements necessary to be done, and be it further resolved that said University Place be curbed and guttered between the west side of Baker Street and the east line of the right of way of the I"issouri Pacific Railway Company." On motion of Councilman �Nliller the matter was referred to the Claims and Expendi- ture Committee . An ordinance was introduced entitled: "An ordinance authorizing the Mayor and Clerk of the City ofSalina, to execute a deed on be- half of the city of Salina, Kansas, conveying to the Missouri Pacif- ic Railway Company an undivided one-half interest in and to the fol- lowing ol-lowing described real estate, and a deed. on behalf of the City of Salina, Kansas, conveying to the Chicago, Rock -Island & P .cific Railway Company an undivided one-half interest in and to the follow- ing described real estate." On motion of Councilman Iviathews the rules of order were sus- pended for its consideration by the following vote; Ayes: miller, Underwood, Wolff, Henry, Swedemburg, Mishler, Ostberg, Brown, Math- ews and Bateman. (10) Nays: (0) On motion of Councilman iai filler the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1935. Councilman Bateman called the attention of the Council to the bad drainage near the McPherson Depot. The matter was referred to the Street and Alley Committee for investigation. An ordinance was introduced entitled: "An ordinance providing for the construction of certain sidewalk in the city of Salina, Kan- sas ." On motion of Councilman Swedenburg the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, Mishler, Ostberg, Brown, Math- ews and Bateman. (10) Nays: (0) On motion of Councilman Ostberg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Wolff, Henry, Swedenburg, 10ishler, Ostberg, Brown, I,:?at-ews and Bateman. (10) ways: (0) The Mayor approved the same and is numbered 1936. Councilman Bateman moved that the City Marshal notify the Modern Monument Company to remove the monuments that are placed on the parking. Mot ion adopted. Councilman Brown moved that the City Marshal notify Harry Pe- ters to remove the obstructions on the sidewalk on Fifth Street, south of Iron Avenue. Motion adopted. Councilman Brown moved that the City Attorney prepare an ordin- ance ordering a sixteen (16) foot sidewalk from Iron Avenue south to the City Building of Fifth Street. Motion adopted. The construction of a sidewalk on the east side of the new cement bridge on Iron Avenue was generally discussed, with reference that the same should be placed on the property line. The matter was referred to the Sidewalk Committee, Street and Alley Committee and the City Engineer. - - Councilman Underwood stated that a chimney sweep wished to clean the chimney and repair the same on the City Building, and the matter was referred to the Building Committee with power to act. He also reported that it was time to contract for the flowers to be placed around the City Building, and on -motion the matter was referred to the Building Committee with power to act. A communication was received from The Union Pacific Railroad Company, in reference to their company furnishing an engineer to assist the city in establishing a sewer system north of the tracks, stating that Mr. Pierce of the Union Pacific Railroad Company being in the City would be glad to render the City any services that he could. The matter was referred to the Sewer and Drainage Committee and the City Engineer to go over the ground and make a report on the same at a future meeting of the Council. Councilman Mathews of the Street and Alley Committee stated that the City was in need of three (3) wheel scrapers. Councilman Brown moved that the matter be referred to the Street and Alley Committee with power to purchase the same. A petition was received asking for the opening of Delaware Street, from Iron Avenue to Johnstown Avenue. The matter was re- ferred to the Street and Alley Committee and the Parks and Parking Committee to report at the adjourned meeting. A petition was received asking for the curbing and guttering of Penn Avenue, from Iron Avenue to fish Street . Same was referred to the Street and Alley Committee. Councilman Miller stated that the Street Commissioner had in- formed him that there were parties that had preferred charges against him, and iiir. Olsson wished the Council to appoint a Committee for invest igat ion . The Mayor and Council stated that they would take action when the complaint was put in proper shape. Councilman 71olff suggested that the City enact an ordinance regulating the buying df junk from minors. Councilman Brown moved that the City Attorney prepare an ordin- ance covering the same. 1 1 On motion of Councilman Swedenburg the appointments were con- firmed. on- firmed.
