Regular semi-monthly meeting of the City Council April 3rd, 1916.
Mayor Putnam presiding, City Attorney V • B. Crowther and the following
named councilmen answered to roll call; Miller, Underwood, Carney,
t lff, Swedenburg, Mishler, Hagler, Ostberg, iviathews and Bateman.
The minutes of the Regular Semi-monthly meeting of March 20th, --
1916, and the Special Called Meeting of Iviarch 23rd, 1916, were read
and approved as read.
The matter of providing a street from Thirteenth to College
Avenue, north of the Union Depot was generally discussed.
Councilman Carney moved that the City Engineer prepare a plat
of the ground necessary for a street on the ,south side of the Missouri
Pacific Railway Company and submit the same to the Council at the next
Regular Meeting.
Street and Alley Committee reported favorably on the location of
an Arc Light on Fifth Street, seventy-five (75) feet south of South
Street; also on the petition asking for the location of an arc light
on West Ash Street, at the Missouri Pacific crossing, and recommended
that the light be located on Chicago Street .
On motion of Councilman Ostberg the reports of the Committee
were adopted and the City Clerk was instructed to notify the Salina
Light, Power & Gas Company to install said lights.
A request was received from the Salina Light, Power & Gas Com-
pany, asking permission to locate a wagon scale on the west side of Third
Street, opposite their plant. Same to be located on that portion of
the street that would be used for parking. --
Councilman Hagler moved that the request be granted, with the
understanding that the Company would remove the scale at any time the
City deemed it advisable. Mot ion adopted.
Street and Alley Committee reported that they had a bid of ,'25.00
for the roller that is stored in the Street Department's yard on Fifth
Street. The matter was generally discussed and it was finally decid-
ed that the matter be referred to Councilman Carney to confer with the
County Commissioners to see if they would not take the same off' the
City's hands, and use it in constructing country roads.
Raymond. Geis appeared before the Council and requested that the
Council permit the construction of a sidewalk on the outer edge of the
parking on the east side of Tenth Street, between Iron Avenue and
State Street, in front of the new Catholic High School. Councilman
Willer moved that the request be granted. Motion adopted.
An ordinance was introduced entitled: "An ordinance providing
for the curbing and guttering of Tenth Street, from the north line of
Lincoln Avenue to the south line of Grand Avenue; Third Street, from
the south line of `Walnut Street to the north line of Mulberry Street;
Second Street, from the south line of Ualnut Street to the north line
of Mulberry Street; Fifth Street from the south side of Prescott Aven-
ue to the north line of Bond Street; Elm Street from the east line of -
Fourth Street to the east line of Front Street; and providing for the
paving, curbing, guttering and excavating of Tenth Street from the
south side of Morrison Avenue to the north line of Prescott Avenue;
Twelfth Street from the south line of vlalnut Street to the north line
of South Street; Tenth Street from the north line of Ash Street to
the south lire of Park Street; and providing further for the paving and
excavating of ' alnut Street, from the west line of College Avenue to
the east line of the right-of-way of the Missouri Pacific Railway Com-
pany, all of such streets being in the city of Salina, Kansas."

adopted by sections and on its final adoption the roll was called and

The following resolution was introduced:
". L I`i iLSOLVt;D, By the Mayor and Councilmen of the
City of Salina, Kansas, that the paving, curbing, guttering, grad-
ing, excavating and filling of Phillips Street or Fourteenth Street,
in said City of Salina, from the south line of the right-of-way of
the Union Pacific Railroad Company to the south :Line of right-of-way
of the Missouri Pacific Railway Company are each and all improve-
ments necessary to be done, and be it further resolved, that said
Phillips or Fourteenth Street be paved, curbed., guttered, graded,
excavated and filled, within the limits aforesaid."

On motion of Councilman Swedenburg the resolution vias adopted

An ordinance was introduced entitled: "An ordinance providing
for the issuance of Improvement Bonds of the City of Salina, Kansas,
in the sura of X39,090.00 to pay the cost of improving certain streets
in said City."
On motion of Councilman Carney the rules of order were suspend-
ed for its consideration by the following vote; Ayes: PJiller,
Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, P.ath-

An ordinance was introduced entitled; "An ordinance providing

Councilman Miller moved that the City Clerk: be instructed to
advertise for bids on the proposed issue of Paving Bonds, drawing
four and one-half (4.1%2;11 ;,) per cent interest, to be received April
17th, 1916, at eight o'clock r • M. Motion adopted.
The matter of sending Mrs. Brodbeck's children to Peoria, Illin-
ois, was generally discussed, and on motion the City Clerk was auth-
orized to purchase tickets for the two children. Motion adopted.
The City Attorney was instructed to draw a resolution on account
of the death of ivrs . Brodbeck .
On motion of Councilman Miller the Public Health Committee was
instructed to notify the Union Pacific Railroad Company to connect
their premises, near the round house with the sewer, that the City
has constructed at their request. Motion adopted.

An ordinance was introduced entitled: "An ordinance defining
a certain misdemeanor and fixing a penalty for the violation here-
of ."
On motion of Councilman Swedenburg the rules of order were sus-
pended for its consideration by the following vote; Ayes: Mliller,
Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg,
Nathews and Bateman. (10) hays: (0)
On motion of Councilman Bateman the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Carney,
Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10)
Nays: (0) The Mayor approved the same and is numbered 1931.
City Engineer, r. U. hakenhut, submitted his estimate of cost
for the construction of the different kinds of paving, as heretofore
ordered by the Council, and Councilman N1 iller moved that the report
be accepted and ordered filed.
A petition was received asking for the construction of a
crossing across the Miss our i Pacific Railway on University Avenue.
Same was referred to the Street and Alley Committee.
A petition was received asking for the construction of a side-
walk_ on the east side of Fifth Street, half -way between Prescott
Avenue and Bond Street; also on the east side of Twelfth Street from
South Street to Morrison Avenue. Both petitions were referred. to
the Sidewalk Committee.
A petition was received asking for the opening and extending
of Center Street, from Fifth Street to Santa Fe Avenue. Same was
referred to the Street and Alley Committee.
On motion of Councilman Carney, Council adjourned until Friday
evening, April 7th, 1916, at eight o'clock.
