Mayor Putnam presiding, City Attorney W. B. Crowther 'and the following named councilmen answered to roll call; Miller, Under- wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. The minutes of the Regular semi-monthly meeting of March 6th, 1916, were read and approved as read. Mr. F. C. Utt , of The Weber Lumber Company, appeared before the Council asking for a permit to construct a lumber yard on North Santa Fe Avenue, south of Elm Street, and Councilman Mathews moved that the permit be granted. Motion adopted. ;fir, F. D. Blundon, appeared before the Council and presented a petition asking the Council to take some action to provide an outlet for the property owners on the west side of Fourth Street, south of South Street. The matter was generally discussed and on motion referred to the Street and Alley Committee and the City At- torney. C. P. Barrington, appeared before the Council, and asked for a special permit to .lay a six (6) inch the sewer under his building on North Fifth Street, and Councilman Hagler moved that the permit be granted. Motion adopted. Mr. J. A. Messier, appeared before the Council, and objected to the construction of a sidewalk as heretofore ordered by the Council, on Phillips Street from Prescott Avenue to Charles Street. No action taken. I.r. C. H. Veltman appeared before the Council and called the attention that the barber pole in front of Caldwell's Barber Shop had not been removed. Councilman Wolff moved that the Street Commissioner be instruct- ed to remove such pole within twenty-four hours. Motion adopted. Ways and Means Committee reported unfavorably on the matter of purchasing the Ninth Street property, also on the matter of selling the Fifth Street property. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Carney the ordinance was read and adopted by sett ions and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1925. Mr. J. H. Bell of The Salina Water Works Company was instruct- ed to make a connection with the water main on Highland Avenue for the property of Reaman Niquette, and on motion the City Attorney was instructed to file a c ompla int against The City Plumbing Company for having made an excavation on Highland Avenue without first ob- taining a permit from the City Clerk. Street and Alley Committee reported as follows: Salina, Kansas, March 20, 1916. To the Hon. Mayor and Councilmen, City of Salina, Kansas. Gentlemen: We, your Committee, to whom was referred the petition asking for the paving, curbing, guttering and excavating of Phillips Street, from the south line of The Union Pacific right-of-way to the south line of The Missouri Pacific right-of-way, referred to us December 20th, 1915, beg leave to report that on investigation we find that all property owners affected by such improvements have signed said petition,, and we therefore recommend that the petition be granted. An ordinance was introduced entitled: "An ordinance provid- ing rovid- ing for the construction of certain sidewalk in the city of Salina, Kansas." On motion of Councilman Swedenburg, the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ost- berg, Mathews and Bateman. (10) Nays: (0) On motion of Councilman Hagler the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1926. Councilman Wolff reported that the nuisance at the rear of the Clayton Hotel had not been abated, and Councilman Hagler moved that the matter be referred to The Public Health and the City At- torney to serve proper notices on the tenants to remedy the same. Councilman Underwood reported that parties were dumping rub- bish on Iron Avenue, east of the new cement bridge, and on motion the City Marshal was instructed' to notify the parties to discontinue, and clean up the premises. Councilman Hagler moved that the City Clerk notify the Missou- ri Pacific Railway Company to construct a crossing across their track on University Place. Councilman Hagler moved that Watts & Amerman be released from the contract for the construction of curb and gutter on Chicago, Clark and State Streets. Motion adopted. Councilman Wolff moved that the City Engineer make up and bring in a report and an estimate of cost of the diffdrent kinds of paving, at the next regular meeting. Councilman Miller moved that The Union Pacific Railroad Com- pany be send to send an Engineer to aid in establishing a sewerage system in the north part of the City. Motion adopted. The matter of providing a voting place in the north precinct of the Second Ward was discussed, and Councilman Mathews moved that the City hent the Benz Building on North Ninth Street, for holding the Spring Election. • An ordinance was introduced entitled: "An ordinance regulat- ing the business of plumbing in the city of Salina, Kansas." The same was referred to the Corporation and Franchise Committee. It was reported that the brick in the center of the street railway track on Walnut Street, between Santa Fe Avenue and Fifth Street was somewhat higher than the street grade, and the matter was referred to the Street and Alley Committee for investigation. Councilman Wolff suggested that an ordinance be enacted extend- ing the fire limits on North Ninth Street in the vicinity of Bish- op and Pine Street, and the matter was referred to the Building Com- mittee for recommendation. P protest against the paving, curbing, guttering and excavat- ing of College -venue, from Walnut Street to South StrReet, was re- ceiired and referred to the Street and Alley Committee. A petition was received asking for the location of an Are Light on Fifth Street, seventy-five feet south of South Street. Same was referred to the Street and Alley Committee. A petition was received asking for the construction of a sewer on Twelfth Street, from South Street to Morrison Avenue. Same was referred to the Sewerage and Drainage Committee. ri petition was received asking for the construction of a side- walk on east side of College Avenue, from Spruce to South Street; also on the west side of Fifth Street, from Crawford to Bond Street. Same were referred to the Sidewalk Committee. 273 274 A pet it ion was received asking for the extension of water mains from College Avenue, west on University to Chicago Street; thence north on Chicago to State; thence east on State to connect with the main at College Avenue. Same was referred to the Cor- poration and Franchise Committee. A petition was received from property owners between South Street and Morrison Avenue and Ninth and Tenth Streets, asking for the widening of the alley running north and south through said block so that the same may be used for a public street. The mat- ter at-ter was referred to the Street and Alley Committee and the City —' Attorney. Councilman Miller moved that the services of J. H. Tullis as Special Police be dispensed with, except when there are three or more prisoners to work. Motion adopted.
