03-06-1916 MinutesI TPAZ COUNCIL PROCEEDINGS, REGULAR MEET ING . Street and Alley Committee reported on the petition asking for the curbing, guttering, grading and oiling of Santa Fe '-Lvenue from the Union Pacific Railroad tracks to Otis Avenue, as follows: "That according to a certificate from a bonded abstracter there are 61 resident property owners, and 21 having signed the pe- tition. e-tition. The committee therefore finds that the petition does not contain a sufficient number of signers for the request of such im- provement." On motion of Councilman Hagler the report of the Committee was received and adopted. the matter of drainage in the north part of the City was gener- ally discussed. Councilman Hagler moved that the City Engineer and the Sewerage and Drainage Committee procure levels and make a report of a route for a sewer to take care of this part of the City and report the same to the Council at their earliest convenience. Mo- tion adopted. A reply from the Union Pacific Railroad Company in reference to the crossing on Fourth Street, at the southeast corner of Lot 3, Fourth Street, Holland's Addition, asking for an explanation on what grounds the crossing is ordered was received, and the matter was referred to the City Clerk to take the matter up fully with the railroad company. Sidewalk Committee reported favorably on the petition asking for the construction of a sidewalk on the west side of Phillips Street from Prescott Avenue to Charles Street. COUNCIL CHAMBER, SALINA. KANSAS. MARCH 6th, 1916. Regular semi-monthly meeting of the City Council March 6th, 1916. President of the Council and Acting Mayor Taylor Miller pre- siding, City Attorney W. B. Crowther and the following named coun- cilmen answered to roll call; Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. Mayor Putnam absent. The minutes of the Regular semi-monthly meeting of February 21st, 1916, were read and approved as read. Ways and Means Committee asked for further time to report on the matter of purchasing property on North Ninth Street, and on mo- tion the request was granted. Ways and Means Committee reported That they had an offer on the Fifth Street Building, and the matter was referred to the Ways and Means Committee to bring in a definite report to the Council. On motion of Councilman Swedenburg the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) On motion of Councilman Carney the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The President of the Council and Acting Mayor approv- ed the same and is numbered 1924. On motion of Councilman Underwood the City Engineer was in- structed to furnish the necessary sidewalk grades that had been re- quested at different times. Motion adopted. Corporation and Franchise Committee recommended the extension of water mains on Eleventh Street, from South to Washington, and west on Washington from Eleventh to Twelfth Streets, and introduced the following resolution. 269 270 "BE IT RESOLVED, By the Mayor and Councilmen of the City of Salina, Kansas, that The Salina dater Works Company be and it is hereby directed to lay the following water mains and locate the following hydrants in the City of Salina, Kansas: A six (6) inch main on Eleventh Street, from South to Washing- ton Streets, and west on Washington from Eleventh to Twelfth Streets and locate thereon three fire hydrants as directed by the Chief of the Fire Department." Councilman Mishler moved that the rules of order be suspend- ed for its consideration and the resolution adopted as read, and on roll call the motion adopted by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ost- berg, Mathews and Bateman. (10) Nays: (0) Fire Department Committee reported that they had a machinist from Kansas City overhauling the fire truck and Councilman Mathews moved that the action of the Committee be approved. Motion adopt- ed. dopt- ed. Councilman Wolff called the attention to the Council of the unsanitary condition at the rear of the Clayton Hotel, and Council- man Hagler moved that the matter be referred to the Public Health Committee and the County Health Officer for investigation. Councilman Underwood moved that the City Marshal notify Ferlen to discontinue dumping refuse on his premises between Elm and ash Streets. Motion adopted. A request for a sewer extension on Prescott Avenue west of Eleventh Street was presented to the Council and referred to the sewerage and Drainage Committee. Councilman Swedenburg, Chairman of the special committee in reference to a Steam Roller and Concrete Mixer made a verbal re- port to the Council. Councilman Wolff moved that the Council authorize the com- mittee to investigate the condition of the second-hand roller of - fered to the City from Kansas City and report their findings to the Council. The roll was called on the motion and lost by the following vote; Ayes: Miller, Underwood, Wolff and Swedenburg. (4) Nays: Carney,'Mishler, Hagler, Ostberg, Mathews and Bate- man. (6 ) Councilman Swedenburg introduced the following resolution: "BE IT RESOLVED, By the Mayor and Council that no paving resolutions for work to be done in the year 1916 be consid- ered by such Mayor and Council after the first meeting in May, 1916. H. 1' ellman appeared before the Council and made complaint that the City had compelled all of the barbdrs to remove their poles from the outer edge of the sidewalks, and that all had com- plied with the request except Geo. Caldwell, who had never removed his pole in front of his shop on North Santa Fe avenue. H• B• Young appeared before the Council and asked that the matter of creating a sixth ward be taken up, and to take some action on the petition on file in the City Clerk's office. The Council deemed it advisable for the parties interested to bring in a new petition. Motion adopted. A petition was received asking for the construction of a side- walk on the north side of Harsh, from Fifth to Third; also south on the east side of Fifth to connect with walk constructed. Same was referred to the Sidewalk Committee. On motion of Council Carney, Council adjourned. City Clerk. 1 1 271
