Regular semi-imonthly meeting of the City Council L'ebruary
21st, 1916, Mayor Putnam presiding, City Attorney 'w• i=• Growa-
ther and the following named councilmen answered to roll. call;
Underwood, C,:_rney, V.olff, Swaedenburg, Iviishler, Hagler, Ostberg

The minutes of the Regular ser i -monthly meeting of February
7th., 1916; and the Ad j ourried ivleet ing of Februa-y 9th, 1916, were
read and approved as read.
D. Glunc' on, rep -resenting the Board of : irect ors of
The Saline County Horticultural, EtL;ricultural lviechatical Associ-
ation, appeared before the Council and as -.-ed that the Council re-
store the salary for a special police in Oakdale Park.

of the Council, and Councilman Swedenburg made a. motion that the

representative from the Standard 0 Il Company appeared be-
fore the Council and asked the Council to take some act ion in
grading and surfacin Forrest Avenue, from Santa Fe 1'venue to
Front Street, suiting that if tie City would do the necessary grad -

the Standard Cil Company would furnish the necessary oil for
oil ing said street .
Councilman Swedenbur`=, moved tliat the proposition be accept-
ed, and Councilman 111agler moved that the matter be placed in the
hands of the Street and Alley Con,!r,littee with power to act. Both
mot ions adopted .
Councilman i, ishler moved that the City Clerk notify The
Union Pacific Railroad Company to construct a crossing on Fourth
Street, at the southeast corner of Lot 3, Fourth Street, Holland's
Addition. ililot ion adopted.

A petition asking for the curbing, guttering, grading and
oiling of Santa Fe Avenue, from the right-of-way of The Union Pa-
cific Railroad Company to Otis Avenue, was received and referred
to the Street and Alley Comrnittee.
The matter of purchasing a light ht wagon for the use of the
Street Department was discussed and on motion of Councilman Swe-
denburg the matter was referred to the Street and Alley Committee
with power to act.
It was reported that the old street car property on North
tiT inth Street could be }purchased at a reasonable figure. `jam e same
to be converted into a ware -room to be used by the Street Depart-
ment , and the same was referred to the ?,taws and Ib�eans Committee
for further invest igat ion.
The following .resolution -was introduced:

Councilman Swedenburg moved that tho rules of order be
sus-pended for its consideration and the resolution adopted as
read, and on roll call motion adopted by the following vote;
Ayes: Underwood, Carney, "; olff , Swedenburg, M ishler, Hagler,
Ostberg and I,:athews. (8) Nays: (0) Councilmen 'filler and
Bateman absent .
The following resolution was introduced:
"BE IT RESOLVED, By the Mayor and Councilmen of the
City of Salina, tiat the curbing; and guttering of Elm Street in
said City of Salina, Kansas, betwee-1. the east side of Fourth
Street and the east side of Front Street, are each and all im-
provements necessary to be done, and be it further resolved that
said Elm Street be curbed and guttered between the east side of
Fourth Street and the east side of Front Street ."

Councilman Swedenburg introduced the following resolution:
"BL 1T FLESOLVEll. By the Mayor and Council that no
paving petitions or resolutions for work to be done in the year
1916, be considered by such Mayor and Council after the first
meeting in May, 1916.

and moved that the same be adopted, and on roll cal the motion
was lost by the following vote; Ayes: Underwood, Wolff, Sweden -
burg, Ost berg and Mathews. . (5) Nays : Carney, ishler and
Hagler. (3) Councilmen V; filler and Bateman absent.
Councilman Hagler moved that the City Attorney be instruct-
ed to publish a statement explaining; to the public, the difference
between a paving resolution and a paving petition, and ex )lain-
ing the d=fferent procedures of the two. Not ion adopted . ----
An ordinance was introduced entitled: "An ordinance pro-
viding for the construction of certain sidevialk in the city of
Salina, Kansas, and for the raising of certain sidewalk in such
City."
On motion of Councilman Swedenburg the rules of order were
suspended for its consideration by the following vote; .Lyes:
Underwood, Carney, Wolff, , Swedenburg, Pa' ishler, Hagler, Ost berg and
Mathews . (8) P; ays : (0) Councilmen l i.11er and Bateman
absent.
On motion of Councilman Imishler the ordinance was read and
adopted by sections and on it, s final adoption the roll was called
and the following vote was had; Ayes: Underwood, Carney, Wolff,
Swedenburg, t:fishler, Hagler, Ostberg and. Mathews. (8) iva.ys:

The name of Roy - . Fowler, as a member of the Fire Depart -
:nent to fill vacancy was presented, and on motion of Councilman
Ostberg the same was confirmed.
An ordinance was introduced entitled: "An ordinance crea-
t ing a hoard of Publ is IP elf are f or t he C it y of S l ina, and f ix ing
the powers and duties of such board."
On motion of Councilman Swedenburg the rules of order
were suspended for its consideration by the following vote; Ayes:
Underwood, Carney, 1"7olff, Swedenburg, lvishler, Hagler. Ostberg and
Mathews. (8) Nays: (0) Councilmen Miller and Bateman ab-
sent.
On motion of Councilman Mathews the ordinance was read and
adopted by sections and on its final adoption the roll was called
and tI e following vote was had; Aires: Underwood, Carney, VJ'olff,
Swedenburg, M ishler, Hagler, Ostberg and Mathew -s. (8) Flays:
(0) Councilrien 7miller and Bateman absent. The I:iayor approved
the same and is numbered 1923.
The following resolution was introduced:
"BE 1`i' RL'SOLVE,D , By the Mayor and Council that the
members of the Board of Public ':'elfare be selected by such Ptilayor
and Council from nominees for such memberships who shall be sug-
gested and nominated in the following manner, to -wit
Each organization of the C • i' . 6 . of the C it AT shall
nominate one lady and shall certify the name of such nominee to
the City Clerk_ on or before the 4t'i day of P arch, 1916.
The ladies clubs and or-anizations of the City, other
than the `o . C • T. U. shall jointly nominate two ladies and shall
certify the names of such nominees to the City Clerk on or before
the 4th day of Larch, 191S.
The Iiinisterial Union shall nominate two men, the
Pverchants Association shall nominate one man, the School Board
shall nominate one man. The names of which nominees shall be
certified to the City Clerk on or before the 4th day of March,
1916.

On motion of Councilman Itiathews the resolution was unani-
mously adopted.
Councilman "wedenburg moved that the City _attorney be in-
structed to file a disclaimer with the Secretary of State, in refer-
ence to the State �!orkman's Compensation Act." Motion adopted.
A petition was received asking for the construction of a
sidewalk on the west side of Phillips Street, from Prescott Aven-
ue to Charles Street ; and on the east side of ii i'gniand livenue from
Jewell -venue to Republic Avenue. Same were referred to the Sice-
walk Cor.,mittee .
A pet it i„n was received asking for the location of an Arc
Light on lest Ash Street, at the !dissouri Pacific crossing.

City Clerk reported that he had received numerous inquiries
in reference to the Steam Roller and Concrete Mixer, and the Hca; or
referred ti -,e matter to a Special Committee composed of Councilmen
Swedenburg, I'olff and tiller.
The monthly reports of the City Clerk, City Treasurer,
Police Judge and Fire Chief were received and ordered filed.
On motion of Councilman Swedenburg, Council adjourned.
