Adjourned meeting of the City Council, February 9th, 1916.
P,%ayor Putnam presiding, City attorney B. Crowther and the follow-
ing named councilmen answered to roll call; Miller, Underwood,
Carney, iii olff, Swedenburg, 10 ishler and Mathews. Councilmen Nagler,
Ostberg and Bateman absent.
Street and Alley Committee, to whom was referred the petition
asking for the location of an Arc Light at the corner of Thirteenth
and Park Streets, beg leave to report as follows:
11'.9 your Committee, recommend that an Incandescent Light be
located at the corner of Thirteenth and Park Streets, instead of
an .Arc Light, and that the City Clerk notify The Salina Light, Pourer
and Gas Company to locate said 1 ight .
A petition was received from citizens requesting the Council
to pass a resolution f'or the having of Santa Fe =y.venue, from the
Union Pacific Railroad Tracks to Otis Avenue.
Councilman ':'olff moved that the request be referred back to
the Committee to have the signers signify if they are property owners
owning; property on said street.
The following resolution was introduced:
"BE IT hESOLVED, By the payor and Councilmen of the
City of Salina, that the paving, curbing, guttering and excavating
of Twelfth Street, in said City of Salina, Kansas, between the south
side of 1Valnut Street and the north side of South Street are each
and all improvements necessary to be done, and be it further resolved
th"-.t said Twelfth Street, be paved, curbed, guttered and excavated
between the south side of "alnut Street and the north side of South
Street . "

On motion of Councilman Swedenburg the rules of order were
suspei.ded for its consideration and the resolution adopted as read
by the following vote; Ayes: Miller, Underwood, Carne;;, "Jolff,
Swedenburg, Alishler, and Mathows. (7) Nays: (0) Councilmen
Hagler, Ostberg and Bateman absent.
The following resolution was introduced:
BE I`1' nF:SULVED , By the Mayor and Council r.en of the
City of Salina, that the paving, curbing, guttering and excavating
of Colle.le Avenue, in said City of Salina, Kansas, between the south
side of 'Walnut Street and the north side of South Street are each
and all improvements necessary to be done, and be it further resolved
that said College ".venue, be paved, curbed, €;uttered and excavated
between the south side of 17,Talnut Street and the north side of South
Street ."

The following resolution was introduced:
"BE IT RESOLVED, By the Mayor and Councilmen
of the City of Salina, that the paving and excavating of 1alnut
Street, in said city of Salina, Kansas, between the west side of
College Avenue and the east line of the right-of-way of The Missou-
ri Pacific Railway Company are each and all improvements necessary
to be done, and be it further resolved that said 1alnut Street, be
paved and excavated bet seen the west side of Coller,e =venue and the
east line of the right-of-way of The Missouri Pacific Railway Com-
pany. 11 --

The following resolution was introduced:
"BE IT ;ESOLVED � By the Mayor and Councilmen
of the City of Salina, that the paving, curbing, buttering and ex-
cavating of Tenth Street, in said City of Salina, Kansas, bet —en
the south side of Morrison Avenue and the north side of Prescott
Avenue, are each and all. improvements necessary to be done, and
be it further resolved that said Tenth Street, be paved, curbed, --
guttered and excavated between the south side of Morrison Avenue
and the north side of Prescott -A -venue."

The following resolution was introduced:

On motion of Councilman Swedenbur` the rules of order were
suspended for its consideration and on roll call the motion 1,ras
lost .
The followin.6 resolution was introduced:
"For the paving, curbing, guttering and excavating of
Ei,Shth Street, from 1,,sh Str_:et to Elm Street ."
On motion of Councilman Swedenburr; the rules of order were sus-
pended f or its cons iderat ion and on roll call the mot ion was lost .
Councilman d'olff moved that the City Engineer be instructed to
prepare estimates and actual cost of the different kinds of paving,
and submit the same to tj: e Mayor and Council. Motion adopted.
Councilman 1!,filler moved that the City Clerk secure information
and prices on a ten (10) ton roller, also on a concrete mixer.
Mot ion adopted.

The follo,;ing resolution was introduced:
"FE I1' RLSOLU?�DY By the Mayor and Councilmen of the
Cit;* of Salina, Kc)nsas, that The Salina ;later ','forks Company be and
it is hereby directed to lay the following water mains and locate the
following hydrants in the city of Salina, Kansas:
.,. four (4) inch main on Oakdale Drive, from the corner of
Oakdale Drive and Park Place, south on Oakdale Drive to the gate of
Oakdale Park, a distance of 400 feet, and locate thereon one fire hy-
drant as directed by the Chief of the Fire Department.
A six (6) inch main to extend from the present main at
the corner of Lincoln ^,venue and Eleventh Street, south on Eleventh
Street, to north Street, thence west on said North Street to Twelfth
Street, thence north on said Twelfth Street to Lincoln avenue to con-
nect with the jresent main at the corder of Lincoln Avenue and Twelfth
Street, and locate thereon two fire hydrants as directed by the Ch.;_ef
of the Fire Department.

On motion of Councilman i; ishler the rules of order were sus-
pended for its consideration and the resolution adopted as read by
the following vote; Ayes: Puller, Underwood, Carney, Wolff, Sweden -
burg, N.T ishler and Bat en.an . (7) Nays: (0) Councilmen Hagler,
Ostberg and Bateman absent.
Councilman Underwood called the attention of the Council to
the condition of the roof on the Fire Department Building. The mat-
ter was referred to the Building Co;rr.ittee with power to act.
A co),1m itt ee composed of Councilmen Mathews and Carney and City
Attorney 4. B. Growther, was instructed to draft a resolution on ac-
count of the death of ex -mayor E. Ober, and that the City Hall be
closed during the funeral services.

An ordinance was introduced entitled: "tin ordinance providing
for the construction of certain se:rers in the City of Salina, Kansas,
and letting the contract therefor, and providing for the payment of
the cost thereof."
On motion of Councilman -Miller the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler and Mathews. (7) i`1ays:
(0) Councilmen Hagler, Ostberg and Baterlian.absent .
On motion of Councilman Underwood the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ales: Miller, Underwood, Carney, ':Wolff,
Swedenburg, Mishler and Mathews. (7) Nays; (0) Councilmen
Hagler, Ostberg and Bateman absent. The Mayor approved the samie and
is numbered 1918.
An ordinance was introduced entitled: "An ordinance relating to

and apportioning and levying special assess-,ents on certain lots and
pieces of ground in the city of Salina, Kansas, to pay the cost of
curbing and guttering Ash Street, in said City, between the east line
of Fourth Street and the west line of Ohio Avenue; Thirteenth Street,
in said City between the north line of the right-of-way of The Union
Pacific Railroad Company and the south line of Grand "venue; Walnut
Street, in said City, between the west line of College Avenue and the
east line of Railroad Street; State Street, in said City between the
west line of College Avenue and the east line of Railroad Street,
and Miulberry Street, in said City, between the east line of Santa Fe
Avenue and the west line of Second Street, and relating to and provid-
ing for the collection and payment of said assessments."

On motion of Councilman Mathews the rules of order were sus- _
pended for its consideration by the following vote-. Ayes: Iv' iller,

On motion of Councilman Underwood the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had". Ayes: Miller, Underwood, Carney,
Wolff, Swedenburg, Mishler and Mathews. (7) Nays: (0) Council-
men Hagler, Ostberg and Bateman absent.' The mayor approved the _
same and is numbered 191.9.
An ordinance was introduced, entitled: "An ord finance relat ing
to and apportioning and levying special assessments on certain lots
and pieces of ground in the city of Salina, Kansas, to pay the.
cost of paving, curbing, guttering and excavating. Park Street, in
said City, betwween the west line of Ninth Street and the east line
of the right-of-way of The Missouri Pacific Railway Company; College
Avenue, between the north line of Ash Street and the south line of
Park Street, in said City; and to pay the cost of paving and exca-
vating Fifth Street in said City between the south line of Walnut
Street and the north .line of Prescott Avenue and relating to and provid-
ing for the payment of said assessments."
On motion of Councilman Mishler the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Underwood, Carne�T, ',y'olff, Swedenburg, Mishler and Mathews. (7)
Nays: (0) Councilmen Hagler, Ostberg and Bateman absent.
On motion of Councilman Carney the ordinance wasread and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Nfiller, Underwood, Carney,

Councilman x,'olff moved that the City Clerk be authorized to
pay the bill of J • i-1. Rumrill in full, for planting trees in the
City Park, between Second and Third Streets, north of Elm Street.
Motion adopted.
A waiver was received from The Chicago, Roca -Island & Pacific
Railway Company as follows:
The undersigned, Jacob 1,,i. Dickinson, as Receiver of
The Chicago, Rock -Island & Pacific Railway Company (a corporation)
and not as an individual, hereby approves Ordinance No. 1902, of
the City of Salina, Kansas, passed and approved by the I:, ayor and
Council of said City of Salina, Kansas, IT.--vember 1, 1915, and pro-
viding
ro-
viding for the opening and extending of Twelfth Street, in said City
from the north line of Bishop Street to the south line of north
Street, such ordinance being entitled, "An ordinance providing for
the opening and extending of Twelfth Street, in the City of Salina,
Kansas."
