COUNCIL CHAMBER,
SALINA , KANSAS.
JANUARY 17, 1916.
Regular semi-monthly meeting of the City Council, January
17th, 1916. Mayor Putnam presiding, City Attorney W • B. Crowther
and the following named councilmen answered to roll call; Miller,
Underwood, Carney, Wolff, Swedenburg, Mlishler, Hagler, Ostberg and
Mathews. Councilman Bateman absent.
The minutes of the Regular Semi -Monthly Meeting of January
3rd, 1916, were read and approved as read.
Claims and Expenditure Committee reported by ordinance entitled;
"An ordinance making an appropriation for the payment of certain
claims."
On motion of Councilman Carney the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Carney, Wolff, Swedenburg,
Mishler, Hagler, Ostberg and Mathews. (8) Nays: Miller, (1)
Councilman Bateman absent. The Mayor approved the same and is
numbered 1915.
Claims and Expenditure Committee reported that they had a bill
from J. -i. Rumrill in the sum of x;187.50 for the planting of trees
in the City Park, between Second and Third Streets, north of Elm
Street, and that the same had not been Ok' d by the proper committee.
Councilman Swedenburg mdaved that the bill be referred back to
the Park and Parking Committee, and after the same had been proper-
ly Ok'd and audited by the Claims and Expenditure Committee, the
City Clerk be authorized to pay the same. Motion adopted.
Councilman Mathews moved that an Incandescent Li h.t be located
on the east side of Santa Fe Avenue, between T ilson and Republic
Avenues, and that the City Clerk be instructed to notify the Salina
Light, Power and Gas Company to locate the above light. Motion
adopted.
A petition was received asking for the location of an Arc
Light at the corner of Park and Thirteenth Streets. Same was re-
ferred to the Street and Alley Committee.
An ordinance was introduced entitled: "An ordinance relating
to and apportioning and levying special assessments on certain lots
and pieces of ground in the City of Salina, Kansas, to pay the cost
of paving and excavating Eleventh Street, in said City, between the
south line of Walnut Street and the north line of South Street, and
relating to and providing for the collection and pa;;ment of said
assessments."
On motion of Councilman Hagler the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Und-
erwood, Carney, Wolff', Swedenburg, Mishler, Hagler, Ostberg and L.7ath-
ews. (9) Nays: (0) Councilman Bateman absent.
On motion of Councilman Miller the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Carney, Wolff,
Swedenburg, Mishler, Hagler, Ostberg and Mathews. (9) Nays: (0)
Councilman Bateman absent. The Iviayor approved the same and is num-
bered 1916.
The matter of disposing of the future issue of Paving Bonds of
the City of Salina, was generally discussed, and Councilman Miller
moved that the City advertise for bids on the next issue. Motion
adopted.
F. D. Blundon appeared before the Council and presented the mat-
ter of constructing a skating pond in the Oakdale Park, and requested
the Mayor and Council to confer with the Fair !association Board, and
if they found it feasible the Committee to have power to act.
The matter was generally discussed and the Mayor referred the
matter to the Park and Parking Committee for investigation, and to
report to the Council before final action would be taken.

Sewerage and Drainage Committee submitted the following
report:

Gentlemen:
We, your Committee on Sewerage and Drainage, as per re-
quest of the Council, October 18th, 1915, beg leave to recomtnend
the construction of the following named sewers:
620 feet of ten inch sewer on Ash Street, between Oakdale Aven-
ue and Front Street and in Wight's Addition. (5 manholes)
280 feet of ten inch sewer on Ash Street, on the south side of
the main sewer, between Oakdale Avenue and Front Street. (2 manholes)
1448 feet of twelve inch sewer on Fifth Street, between Bond
Street and Republic Avenue. (4 manholes)
562 feet of ten inch sewer on Eleventh Street, from Prescott
"venue to Charles Street . (3 manholes)
400 feet of ten inch sewer on Washington Street, from Eleventh
Street to Twelfth Street. (1 manhole)
150 feet of ten inch sewer on State Street, west of College
Avenue. ( l manhole and 2 catch basins)
500 feet of ten inch sewer in the alley between Ellsworth
Avenue and Jewell Avenue, east of Santa Fe Avenue. (2 manholes)
300 feet of ten inch sewer on Eleventh Street, between Ash
Street and Park Street. (1 manhole)
370 feet of ten inch sewer on Penn Avenue, south of Iron Aven-
ue. ( 1 manhole)
775 feet of ten inch sewer in the alley between Front Street
and Second Street, and north of Elm Street. ( 2 manholes)
360 feet of twelve inch sewer; 620 feet of fifteen sewer and
sixty feet of eighteen inch sewer on Mulberry Street, between Fifth
Street and the Smoky Hill River. (6 manholes & twelve catch basins)
1326 feet of ten inch sewer on Bishop Street, between Ninth
Street and Thirteenth Street . ( 4 manholes)
and have had the City Engineer prepare the necessary plans and spe-
cifications.

On motion of Councilman Swedenburg the report of the Committee
was adopted.
City Engineer, P. G. Ifiakenhut, submitted plans and specifica-
tions for the above mentioned sewers, and on motion of Councilman
H-Lgler the same were adopted and approved by the Council.
Councilman Miller moved that the City Clerk advertise for bids
to be received up to and including February 7th, 1916, at eight o'clock
r. M. Motion adopted.

A waiver was received from The Union Pacific hailroad Company
approving the provisions in Ordinance No. 1902, with reference to
the opening of Twelfth Street, and the said Company hereby waives
any and all claims it may have for damages or compensation as the
result of said Twelfth Street being opened and extended across land
and right-of-way of said Company as provided in Ordinance No. 1902.
On motion of Councilman Mathews the above was received and
ordered filed.
A waiver was received from The Atchison, Topeka & Santa Fe
Railway Company, approving the provisions in Ordinance No. 1902,
with reference to the opening of Twelfth Street, and the said Company
hereby waives any and all calicos it may have for damages or compen-
sation as the result of said Twelfth Street being opened and extend-
ed across land and right-of-way of said Company as provided in Ord-
inance No. 1902.
On motion of Councilman Mathews the above was received and
ordered filed.
The monthly reports of the City Clerk, City Treasurer, Police
Judge and Fire Chief, were received and ordered filed.
On motion of Councilman Carney Council adjourned until Janu-
ary 20th, 1916, at 7:30 o'clock.
