COUNCIL PROCEEDINGS.
COUNCIL CHAMBER,
SALINA, KANSAS.
JANUARY 3rd, 1916.
Regular semi-monthly meeting of the City Council, January 3rd,
1916. Mayor Putnam presiding, City Attorney W. B • Crowther and the
following named councilmen answered to roll call; Miller, Underwood,
Carney, Mishler Hagler, Ostberg and Mathews. Councilmen Wolff,
Swedenburg and �ateman absent.
The minutes of the Special Meeting of December 20th, 1915, and
the Regular semi-monthly meeting of December 20th, 1915, were read and
approved as read.
An ordinance was introduced entitled: "An ordinance providing
for the issuance of Ten Thousand ($10,,000.00) Dollars, of the bonds
of the City of Salina, Kansas, to aid the Salina Northern Railroad
Company in securing and paying for right of way, depot grounds and ter-
minal facilities in the City of Salina, Kansas."
On motion of Councilman Carney the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Carney, Mishler, Hagler, Ostberg and Mathews. (7) Nays: (0)
Councilmen Wolff, Swedenburg and Bateman absent.
On motion of Councilman Mishler the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Carney, Mishler,
Hagler, Ostberg and Mathews. (7) Nays: (0) Councilmen Wolff,
Swedenburg and Bateman absent. The Mayor approved the same and is
numbered 1913.
An ordinance was introduced entitled: "An ordinance providing
for the issuance of Improvement Bonds of the City of Salina, Kansas,
in the sum of $47,952.35, to pay the cost of improving certain streets
in said City."
On motion of Councilman Carney the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Carney, Mishler, Hagler, Ostberg and Mathews. (7) Nays: (0)
Councilmen Wolff, Swedenburg and Bateman absent.
On motion of Councilman Underwood the ordinance was read and
adopted by seft ions and on its final adoption the roll was called and
the following vote was had* Ayes: Miller, Underwood, Carney., Mish-
ler, Hagler, Ostberg and Mathews (7) Nays: (0) Councilmen
Wolff, Swedenburg and Bateman absent. The Mayor approved the same
and is numbered 1914.
A pet it ion asking for the construction of a sewer on Washington
Avenue, from Eleventh to Twelfth Streets, was received and referred
to the Sewerage and Drainage Committee.
Councilman Miller, Chairman of the Sewerage and Drainage Commit -
tee, reported that the Committee would be ready to report on the pro-
posed sewer extensions at the next regular meeting, and moved that the
City Engineer prepare the necessary plans and specifications and an
estimate of cost, so that the same could be acted upon at the same
meet ing .
The matter of the condition of the dump ground was generally
discussed, and Councilman Hagler moved that the City repair the build-
ings, and that the Committee place a man in charge of the premises.
The matter was referred to the Building Committee with power to act.
On motion of Councilman Miller, Council adjourned .
