Special session of the Mayor and Council, November 29th,
1915, for the purpose of considering and hearing complaints of
property owners as to the valuation placed on lots and pieces
of ground liable to special assessment for the cost of improving
certain streets and alleys in the city of Salina, Kansas. May-
or Putnam presiding, City Attorney W. B. Crowther and the follow-
ing named councilmen answered to roll call; Miller, Underwood,
Carney, Wolff, Mishler and Hagler. Councilmen Swedenburg,
Ostberg, Mathews and Bateman absent.

being duly and severally sworn according to law, each for him-
self, does hereby solemnly swear that he is an owner of real es-
tate in the City of Salina, Saline county, Kansas, and is dis-
interested in any of the property liable to special assessment
for the cost of paving, curbing., guttering and excavating Park
Street, between the west line of Ninth Street and the right-of-
way
ight-of-
way of the Missouri Pacific Railway Company, as more particular-
ly described and provided for in Ordinance No. 1877 of the City
of Salina, and that each of us will to the best of our judgment
and ability make a true and impartial appraisement of all the
lots and pieces of ground abutting on such respective street above
described, without regard to the buildings or improvements on
said lots and pieces of ground, the distance to be improved, as
set forth and designated by the Mayor and Council in said Ordin-
ance No. 1877. So help us God.

Councilman Carney moved that Lot #1, Park Street, Weaver's
Addition, be raised from $700.00 to X750.00; Lot r 2, Park Street, —
Weaver' s Addition, be raised from 9600.00 to $650.00; Lot 112,
Abbott & William's Addition be raised from $250.p0 to $300.00; and
that the East 18 feet of Lot ##1, Abbott & William's Addition be
raised from $175.00 to $200.00 Motion adopted.
Councilman Carney moved that the appraisers report be adopt-
ed as amended. Motion adopted.
The appraisers report for the paving, curbing, guttering
and excavating of College Avenue, from Ash Street to Park Street,
was oaken up and read as follows:

of paving, curbing, guttering and excavating College Avenue, be-
tween the north line of Ash Street and the south line of Park
Street, as more particularly described and provided for In Ordin-
ance No. 1875 of the City of Salina;, and that ,each of us will to
the best of our judgment and ability make a true and impartial
appraisement of all the lots and pieces of ground abutting on
such respective street above described without regard to the
buildings or improvements on said lots and pieces of ground, the

College Avenue in Wilson's Addition to the City of Salina, Kansas,
between -Phillips Street and Railroad Street, from the north line
of Ash Street to the south line of Park Street, in said Vilson's
Addition, more particularly described and provided for in Ordinance

Councilman Mishler moved that Lots numbered 1, 2, 3, 41 51 61
7, 8,, 9, 10, 11, and 12, in Block 1, Wight's Addition; and Lots num-
bered 1, 2, 3, 4 and 5, in Block 2, Wight's Addition be raised $100.00
each. Motion adopted.
Councilman Miller moved that the south end of Third Street be
appraised at y 1400.00 Motion adopted.
Councilman Wolff moved that the appraisers report be adopted
as amended. Motion adopted.
The appraisers report for the curbing and guttering of Chicago
Street, between -the north line of Walnut Street and the south line of
State Street; Walnut Street, between the east line of the right-of-
way of the Missouri Pacific Railway Company and the west line of Col-
lege Avenue; State Street, between the east line of the right-of-way
of the Missouri Pacific Railway Company and the west line of College
Avenue, (both sides); State Street, between the west line of Railroad
Street and the east line of Olive Street, (south side); and Mulberry
Street, between the east line of Santa Fe Avenue and the west line of
Second Street, was then taken up and read as follows:

Wight, being duly and severally sworn according to law, each for
himself, does hereby solemnly swear that he is an owner of real est-
ate in the City of Salina, saline county, Kansas, and is disinter-
ested in any of the property liable to special assessment for the
cost of curbing and guttering Chicago Street, between the north line
of Walnut Street and the south line of State Street; Walnut Street,
between the east line of the right-of-way of the Missouri Pacific
Railway Company, and the west line of College Avenue; State Street,
between the east line of the right-of-way of the Missouri Pacific
Railway Company, and the west line of College Avenue (both sides);
State Street, between the west line of Railroad Street and the
east line of Olive Street; (south side) ; Mulberry Street, between
the east line of Santa Fe -'venue and the west side of Second Street;
as more particularly described and provide d for in Ordinance No.
1876, of the City of Salina; and that each of us will to the best
of our judgment and ability make a true and impartial appraise -
ment of all the lots and pieces of ground abutting on such respect-
ive streets above described, without regard to the buildings or
improvements on said lots and pieces of ground, the distance to be
improved, as set forth and designated by the Mayor and Council in

Councilman Carney moved that the appraisement on Lot #18,
Walnut Street, University Addition, be reduced from X550.00 to
$500.00 Motion adopted.
Councilman Wolff moved that the appraisers report be adopted
as amended. Motion adopted.
The appraisers report for the paving and excavating of the un-
paved portion of the alley between Fifth Street and Santa r e Avenue,
North of Ash Street, was taken up and read, as follows:

We, E. L. Wilder, K. 0. Brown and C. J. Peck,
being duly and severally sworn according to law, each for himself,
does hereby solemnly swear that he is an owner of real estate in
the City of Salina, Saline county, Kansas, and is disinterested in
any of the property liable to special assessment for the cost of
paving and excavating the unpaved portion of the alley between Fift h
Street and Santa Fe Avenue, north of Ash Street., as more particular-
ly described and provided for in ordinance No. 1885, of the City
of Salina; and that each of us will to the best of our judgment and
ability make a true and impartial appraisement of all the lots and
pieces of ground abutting on such respective street above described,
without regard to the buildings or improvements on said lots and
pieces of ground, the distance to be improved, as set forth and de-
signated by the Mayor and Council in said Ordinance No. 1885.
