Mayor Putnam presiding, City Attorney W. B. Crowther and the following named councilmen answered to roll call; Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Math- ews and Bateman. The minutds of the Regular Semi -Monthly Meeting of November 1st, 1915 ; and the Canvass ing Hoard meet ing of november 5th, 1015 , were read and approved as read. Claims and Expenditure Committee reported by ordinance entit- led: "An ordinance making an appropriation for the payment of cer- tain claims." On motion of Councilman Carney the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes; Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The i�;ayor approved the same and is numbered 1904. Claims and Expenditure Committee reported that they had in their possession, a bill in the sum of �4, 000.00 from T. P. Anderson, for damages. Same was referred to the City Attorney for investigation. I'. D. Blundon, appeared before the Council, in behalf of W. I. Price, in reference to the Auto Hack license of the City, and asked that a reduction be made on the Auto Hack, similar to the Cab license. The matter was referred to the 'gays and Means Committee for investi- gation nvesti- gation and recommendation. E. C. Hower, appreared before the Council, and stated that a sewer ditch on East Ash Street was in a dangerous condition. The matteD was referred to the Street arid Alley Committee to have the same remedied. Street and Alley Committee report6d on the Center Street curb- ing and guttering remonstrance as follows: "That a majority of the resident property owners had signed said remonstrance", and the reso- lution passed by the Council on the 18th day of October, 1915, was declared lost. Councilman Hagler moved that Watts & Amerman be instructed to construct the paving on Eleventh Street, from Walnut Street to South Street, as per contract, at once. Motion adopted. Councilman Bateman moved that the Street Commissioner be in- structed'to put in headers along the edge of the gutter constructed, and where the same crossed the streets and alleys on Ash Street. ,lootion adopted. Councilman Carney moved that the City Attorney and the City Clerk take up the matter with the Union Pacific Railroad Company, and see if they could not be prevailed on to raise their track on Fourth Street at the end of the new cement bridge, and ballast the same, so that the City could extend the pavement across their tracks. An ordinance was introduced entitled; "An ordinance relating to and apport Toning and levying special assessments on certain lots and pieces of ground, in the city of Salina, Kansas, to pay the cost of paving, curbing, guttering and excavating Baker Street, in said City, between the south line of Iron Avenue and the north line of Walnut Street, and relating to and providing for the collection and payment of said assessments." On motion of Councilman ibathews the rules of order were suspend- ed for its consideration by the following vote; Ayes: rliller, Under- wood, Carney, Wolff, Swedenburg, Ylishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1906. The appraisers reports for the paving, curbing, guttering and excavating of Park Street, from Ninth Street to the right-of-way of the Missouri Pacific Railway Company; College Avenue, from Ash Street to Park Street; and for the paving and excavating of the unpaved portion of the alley between Fifth Street and Santa Fe Avenue, north of Ash Street; also for the curbing and guttering of Ash Street, from Fourth Street to Ohio Street; Chicago Street, from Walnut Street to State Street; Walnut Street, from the right-of-way of the Missouri Pacific Railway Company to College Avenue; State Street, from the right-of-way of the Missouri Pacific Railway Company to College Aven- ue, (both sides); and State Street, from Railroad Street to Olive Street, (south side); and Mulberry Street, from Santa Fe Avenue to Second Street, were received, and on motion of Councilman Mishler, Monday evening, November 29th, 1915, at 7:30 o'clock, was designated as a Special Meeting at which time the appraisers reports will be taken up and acted upon by the Council, and all persons affected by - such having, curbing, guttering and excavating, can be present and heard if they so desire, and that the City Clerk give notice in the official city paper as provided by law. Mayor Putnam appointed C. W. Lynn, TMlm . Hansen and W • G. Stude- baker, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to spedial assessment for the cost of paving and excavating Eleventh Street, from Walnut Street to South Street, and on motion of Councilman Mathews the appointments were confirmed. Mayor Putnam appointed G. W. Lynn, Wm. Hansen and W. G. Stude- baker, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of paving and excavating Fifth Street, from Walnut Street to Prescott Avenue, and on motion of Councilman Mathews the appointments were confirmed. Councilman Swedenburg moved that the City allow 1JUm. Knoll, the sum of $10.00 per month for five months, for assistance, and, if possi- ble, that the City secure some employment for Mr. Knoll. Motion adopted. C it y Engineer, r. G. Wakenhut , submitted plans and specifica- tions pecifica- tions and an estimate of cost, on the retaining walls on the west side ' of the Iron Avenue Bridge. The Concrete Construction Company of Kansas City, Missouri, sub- mitted a bid for the above work, for the sum of X395.00 On motion of Councilman Hagler the contract was awarded to the Concrete Construct- tion onstruct- tion Company. Councilman Swedenburg moved that the Street and Alley Committee be instructed to furnish the fill on the west side of Seventh Street, between Harsh and Pacific, for the construction of a sidewalk, at once. A petition for the extension of water mains in the Leavenworth Addition, was received, and the Corporation and Franchise Committee, having investigated the same reported unfavorable. Councilman Hagler moved that the report of the Committee be adopted. I I PA 7, 1 1 1 1 Councilman Underwood stated that the chimney on the Fire Chief's residence should be extended,. The matter was referred to the Build- ing Committee with power to act. Councilman .Volff reported on the matter of dust from the Shella- barger Mill, and having investigated the same, stated that there was no ground for any complaint. A resolution introduced by Councilman Wolff', at the Regular Semi -Monthly meeting of November 1st, 1915, was presented. Councilman Bateman moved that the resolution be read. Motion adopted. Councilman Wolff moved that the resolution be adopted as read, and the motion was lost by the following vote; Ayes: Miller, Wolff, and Swedenburg. (3) Nays: Underwood, Carney, Mishler, Hagler, Ostberg, Mathews and Bateman. (7) City Engineer, r. G. Wakenhut, stated that Kansas Avenue, south of Ash Street, did not conform in width to the opposite side of the street. The matter was referred to the Street and Alley Committee to see if same could not be made uniform. Councilman Miller moved that the Mayor instruct the police force to enforce the Poll Tax, Automobile and Dog Ordinances of the City of Salina. Motion adopted. Councilman Mathews moved that the Mayor be authorized to offer a reward of $25.00 for information resulting in the conviction of any violators of the Prohibitory Liquor Law. A petition was received asking for the construction of a sewer on Fifth Street, from Republic Avenue, north to the sewer already constructed, and on Eleventh and Twelfth Streets, between North Street and Lincoln Avenue. Same were referred to the Sewer and Drainage Committee. A petition was received asking for the location of an Are Light at the corner of Third Street and Crawford Avenue. Same was referred to the Street and Alley Committee. A petition was received asking for the extension of water mains on Eleventh and Twelfth Streets, between North Street and Lincoln Avenue.. Same was referred to the Corporation and Franchise Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief, were received and ordered filed. On motion of Councilman Swedenburg, Council adjourned until November 18th, 1915, at 8 o'clock r. vi, City Clerk. 200
