COUNCIL PROCEEDINGS
On motion of Councilman Carney the bid of D. E • Dunne & Company
of Wichita, Kansas, for par accrued interest and a premium of X331.00
was accepted, and the City Clerk was instructed to return the certi-
fied checks to the unsuccessful bidders. Motion adopted.
Councilman Hagler moved that the contract of P. W. Shaffer for
$350.00, for the removal of the drift near the Iron Avenue Bridge, be
ratified by the Council. On motion of Councilman Mishler the mo-
tion was adopted.
Councilman Carney reported on the remonstrance against the
curbing and guttering of Second Street, from Walnut to Mulberry Street
as follows:
"That according to a certificate from a bonded abstracter
a majority of the resident property owners failed to sign said re-
monstrance."
Councilman Carney also reported on the .yet it ion asking for the
curbing and guttering of Tenth Street, from Lincoln Avenue to Grand
Avenue, as follows:
"That according to a certificate from a bonded abstracter
a majority of the resident property owners had signed said petition."
Councilman Swedenburg moved that the reports of the Street and
Alley Committee be adopted, and that the City Attorney be instructed
to prepare the necessary ordinance for the curbing and guttering of
Second and Third Streets, from Walnut to Mulberry Street; Tenth Street
from Lincoln Avenue to Grand Avenue, and Fifth Street, from Prescott
Avenue to Bond Street .
Councilman Miller moved that the City Attorney notify the Kaw
Paving Company, also the Bonding Company of the unsatisfactory con-
dition of the paving laid in the City, especially on Elm Street and
South Street, by said Company. Motion adopted.

On motion of Councilman Carney the bid of D. E • Dunne & Company

Councilman Carney of the Street and Alley Committee reported
that they had investigated the base on East Iron Avenue, and had
placed an Inspector, and that the paving company had agreed to re-
place all or any part of the base that the Inspector so ordered.
An ordinance was introduced entitled: "An ordinance provid-
ing for the opening and extending of Twelfth Street in the city of
Salina, Kansas."
On motion of Councilman Mishler the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler and Ostberg.
(8) Nays: (0) Councilmen Mathews and Bateman absent.
On motion of Councilman Ostberg the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Carney
Wolff, Swedenburg, Mishler, Hagler and Ostberg. (8) Nays: (O�
Councilmen Mathews and Bateman absent. The Mayor approved the
same and is numbered 1902.
Councilman Swedenburg reported unfavorable on the petition
asking for the construction of a sidewalk on the north side of
Johnstown Avenue, from Penn to Columbia Avenues; and reported fav-
orable on the petition asking for the construction on the north side
of Spruce Street, from Phillips Street to College Avenue.
On motion of Councilman Ostberg the reports of the Committee
were adopted.
An ordinance was introduced entitled; "An ordinance providing
for the construction of certain sidewalk in the city of Salina, Kan-
sas."
On motion of Councilman Swedenburg the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler and Ostberg.
(8) Nays: (0) Councilmen Mathews and Bateman absent.
On motion of Councilman Mishler the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Miller, Underwood, Carney,
Wolff, Swedenburg, Mishler, Hagler and Ostberg. (8) Nays: (0)
Councilmen Mathews and Bateman absent. The Mayor approved the
same and is numbered 1903.
Councilman Miller of the Sewerage and Drainage Committee asked
for further time to report on certain sewer extensions, and on motion
of Councilman Swedenburg further time was granted.
Complaint was entered against the dust from the Shellabarger
Mill & Elevator. The matter was referred to the Public Health
Committee for investigation.
Councilman Wolff introduced the following resolution:
"THAT WHEREAS, it is currently reported on the
streets of the City of Salina, that the street paving that has been
and is now being placed on the streets of said City by the Watts &
Amerman paving Company, is not being constructed and made in accord-
ance with the contracts of said Company with said City, therefore,
And,
WHEREAS, it is also currently reported on the
streets of said city that some of the members of the City Government
are interested in a financial way for their own benefit in such pav-
ing contracts.
NOW THLI"EFORE, BE, IT EJESOLVED� by the Mayor and
Councilmen of said City that a Committee of three, consisting of
Ike Zerbe, A. K. Hudson and Wright Norton, be, and they are hereby
instructed to fully investigate all such matters and report their
findings thereon to the Mayor and Councilmen at the earliest possi-
ble date.
Councilman Wolff moved that the rules of order be suspended for
its consideration, and on roll call the motion was lost by the fol-
lowing vote; Ayes: Miller, Underwood, Wolff and Swedenburg. (4)
Nays: Carney, Mishler, Hagler and Ostberg. (4) Councilmen Math-
ews and Bateman absent. The resolution was deferred until the
next Regular Meeting.

Councilman Hagler moved that the property owners be per-
mitted to burn leaves during the day, up to seven p. m., in the
evening, to December 1st, under the direction of the Fire Chief.
Motion adopted.
A proposition was received from J. A. Rumrill to plant trees
in the County Park, at the rate of X1.00 each.
Councilman Mishler moved that the matter be referred to the
Park and Parking Committee.
Councilman Wolff moved that action should be taken in re-
gard to the bright lights on the automobiles running upon the
streets.
Councilman Mishler moved that the matter be referred to a
Special Committee composed of Wolff, Carney, and Ostberg, to
draft an ordinance regulating the same.
'IVA communication from Ritchie & Spencer, in regard to the
Wm. Knoll case, was received and referred to the Mayor.
A petition was received asking for the extension of water
mains and also for the construction of a sewer on Penn Avenue,
south of Iron Avenue, a distance of about 375 feet; also for the
construction of a sewer in the alley between Ellsworth and Jewell
Avenues, from Santa Fe Avenue to Lot No. 35 on Ellsworth Avenue.
Same were referred to the Sewerage and Drainage Committee.
A remonstrance against the curbing and guttering of Center
Street, from Fifth Street to the right-of-way of the Union Pacif-
ic

ic Railroad Company, was received and referred to the Street and
Alley Committee .
On motion of Councilman Swedenburg Council adjourned.
