Mayor Putnam presiding, City Attorney Ih. B. Crowther and the following named councilmen answered to roll call; Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bat e;ilan . The minutes of the Special Meeting of October 11th and the Ad- journed MeetinCD g of October 11th, 1915, were read and approved as read. Councilman Carney called the attention of the Council, to the case of Mrs. Graybill needing assistance. Mayor Putnam referred the matter to a Special Committee, composed of Councilmen Mishler and Ostberg, and City Clerk Banker. Claims and Expenditure Committee reported by ordinance entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Carney the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swe- denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1898. Ex -Mayor Kirtland appeared before the Council, and stated that the Chamb-r of Commerce had agreed on the date of December lst , 1915, for the opening of the new Union Station, and asked if the City would help finance for the entertainment. Councilman Carney moved that the City appropriate a sum not to exceed x;100.00, for to help defray the expenses of the entertainment. Motion adopted. Councilman Mathews of the Street and Alley Committee, reported favorable on the location of an Are Light at the corner of Fifth and Harsh Streets, and moved that the City Clerk notify the Light Company to install said light. An ordinance was introduced entitled: "An ordinance authorizing the Mayor and Clerk of the City of Salina, to execute a deed on be- half of the City of Salina, to the Union Pacific Railroad Company, The Atchison, Topeka & Santa Fe Railway Company, and The Chicago, Rock Island & Pac'ific Railroad Company and The Missouri Pacific Railway Com- pany, for the real estate hereinafter described and for the purpose set forth." On motion of Councilman Mathews the rules of order were suspend- ed for its consideration by the following vote; Ayes: lU;il.ler, Under- wood, Carney, Nolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) days : (0 ) On motion of Councilman Carney the ordinance was read and adopt- ed by sections and on , it s final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swe- denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1899. An ordinance was introduced entitled: "An ordinance providing for the paving and excavating of Eleventh Street in the city of Salina, Kansas, between the south line of Walnut Street and the north line of South Street, specifying and selecting the material to be used, let - t ink; the contract for such paving and excavating, providing for the cost thereof, and specifying the manner of payment." On motion of Councilman Mathews the rules of order were suspend- ed for its consideration by the following vote; Ayes: Miller, Under- wood, Carney, !Volff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) On motion of Councilman Swedenburg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Carney, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (8) Nays: Miller and Wolff. (2) The Mayor approved the same and is numbered 1900. 199 200 Sidewalk Committee reported by ordinance entitled: "An ordinance providing for the construction of certain sidewalk in the city of Sa- lina, Kansas." On motion of Councilman Swedenburg the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) On motion of Councilman Mishler the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swe- denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1901. Councilman Underwood of the Building Committee, stated that the Automobile Association of the City, desires to occupy a room on the third story of the City Building, to use for an office. The matter was discussed by the Council, and referred to the Building Committee with power to act. Councilman Ostberg of the Fire Department Committee, stated that the Fire Department is in need of a new tire for the small car. The matter was referred to the Fire Department Committee with power to act. Councilman Miller moved that the City Clerk notify the Union Pacific Railroad Company that the City had complied with their agree- ment in constructing a sewer to their right-of-way, and desires that the Union Pacific Railroad Company would carry out their part of the agreement at once. Motion adopted. The matter of constructing sewers that had been petitioned for, was referred to the Sewer and Drainage Committee and the City Engineer, to prepare a report and recommendations, to be presented at the next regular meeting. Councilman Hagler called the attention of the Council to the unsani- tary condition of the drift at the Iron Avenue Bridge, and that some de- finite action should be taken by the Council in eliminating the same. Councilman Ostberg moved that the matter be referred to the Ways and Iureans Committee, to report at the next Regular Meeting. Councilman Hagler made a verbal report of the State Municipal Convention, held at Hutchinson last week, attended by himself and City Clerk. The following resolution was introduced: "BE IT RESOLVED, By the Mayor and Councilmen of the City of Salina, Kansas, that the curbing and guttering of Center Street in said City, on both sides thereof, from the east line of Fifth Street to the west line of the right-of-way of the Union acific Rail -road Com- pany, are improvement necessary to be made and done, and that said Center Street be curbed and guttered on both sides thereof, within the limits above defined." (7 ) A remonstrance against the curbing and guttering of Second Street, between the south line of Walnut Street and the north line of Mulberry street, was received and referred to the Street and Alley Committee. A petition asking for the construction of a sewer on Eleventh Street, frop.i Ash to Park Streets, was received and referred to the Sewer and Drainage Committee. A request for an Incandescent Light in the renter, of the block, on Santa Fe Avenue, between ?Nilson and Republic, was received and re- ferred to the Street and Alley Committee. On motion of Councilman Miller, the City Clerk 'was instructed to advertise for bids for the ;26,000.00 Paving Bonds to be sold No- vember 1st, 1915. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief, were received and ordered filed. On motion of Councilman. Swedenburg, Council adjourned. City Clerk. 201 The matter of hedge projecting over the sidewalk on West Elm Street, Naas discussed by the Council., and referred to the Public Health Committee and the Street Commissioner to have the same removed. Councilman P,iathews moved that the dog pound located on private property, be moved somewhere on City property to save paying rent. Councilman T,?olff introduced the following resolution: " THr�T WHEREAS it is currently reported on the streets of the City of Salina, that the street paving that has been and is now being placed on the streets of said City by the Vatts & Amerman paving Company, is not being constructed and made in accordance with the con- tracts of said Company with said City therefore, And NJHEREkS it is also currently reported. on the streets of said City that some of the members of the City Government are interest- ed in a financial way for their own benefit in such paving contracts. iO a `1�'HEREFORE LE IT RESOLVED , By the Mayor and Cour. - cilmen of said City that a Committee of three, consisting of Ike Zer- be, A • K • Hudson and Wright Norton, be, and they are hereby instruct- ed to fully investigate all such matters and report their findings thereon to the ilayor and Councilmen at the earliest possible date." 1 1 Councilman iolff moved that the rules of order be suspended for its consideration and the resolution be adopted as read, which motion was lost by the following vote, Ayes: P."filler, Wolff and Swedenburg, (3) Plays: Underwood, Carney, M ishler, Hagler, Ostberg, Mathews and Bat er_,an .
