Special session of the Mayor and Council, for the purpose of
consideraing and hearing complaints of property owners as to the val-
uation placed on lots and pieces of ground liable to special assess-
ment for the cost of paving, curbing, guttering and excavating Ninth
Street, from the soutt line of South street to the south line of
Crawford Avenue; and , aker Street from the south line of Iron `avenue
to the north line of Walnut `'treet . Mayor Putnam presiding, City
Attorney W. B. Crowther, and the following named councilmen answer-
ed to roll call; Miller, Underwood, Oarney, Wolff, Swedenburg, Mish-
ler, Hagler, Ostberg, Mathews and Bateman.
The appraisers report for the paving, curbing, guttering and
excavating of Ninth Street, , from the south line of South `'treet to
the south line of Crawford "venue, was taken up, and read as follows:

We, E. L. Wilder, W. G. Studebaker and W. Sp Frey, being
duly and severally sworn according to law, each for himself, does
hereby solemnly swear that he is an owner of real estate in the City
of Salina, Saline county, Kansas, and is disinterested in any of the
property liable to special assessment for the cost of paving Ninth
Street, between South Street and Crawford Avenue, as more particular-
ly described and provided for in Ordinance No. 1819, of the City of
Salina; and that each of us will to the best of our judgement and
ability make a true and impartial appraisement of all the lots and
pieces of ground abutting on such respective streets above described,
without regard to the buildings and improvements on said lots and
pieces of ground, the distance to be improved, as set forth and de-
signated by the Mayor and Council in said Ordinance No. 1819. So
help us God.

Mr. Frank Knittle appeared before the Council, in behalf of
A. T. Carhartt, and raised an objection to the appraisement on Mr.
Carhartt's tract of ground at the corner of Prescott Avenue and ex-
tending north on Ninth Street .
Mr. Luke Parsons and L. C. Mitchell appeared before the Council,
in behalf of the property owners on the west side of Ninth Street,
The Council went into a short executive session, and after the
adjournment of the executive session, Councilman Mathews moved that the
appraisement on the east side of Ninth Street, from South Street to
Prescott Avenue be raised twenty per cent, (20jv) . Motion adopted.
Councilman Bateman moved that the appraisers report on Ninth
Street, from South t1treet to Crawford -"venue, be adopted as amended.
Motion adopted.
The appraisers report for the paving, curbing, guttering and ex-
cavating of Baker Street, from the south line of Iron Avenue to the
north line of Walnut Street, was then taken up, and read as follows:

duly and severally sworn according to law, each for himself, does here -

appraisers heretofore appointed by the Mayor and Council of the City
of Salina, to appraise the property on each side of Baker Street in
University Addition to the City of Salina, Saline county, Kansas, to
the center of the block between Phillips Street and Eleventh Street,
from the s out h line of Iron Avenue to a point Two Hundred (200) feet
south of the south line of said Iron Avenue, and between said Phillips
Street and Faulkner Street, from said point Two Hundred (200) feet
south of the south line of said Iron Avenue to the north line of Walnut
Street in said University Addition, without regard to buildings or im-
provements thereon, which said property shall be subject to a special
assessment for the cost of paving, curbing and gutt ening said Baker

Councilman Carney moved that the appraisers report for the
