COUNCIL PROCEEDINGS.
COUNCIL CHA'IBER,
SALINA, KANSAS.
OCTOBER 4th, 1915.
Regular semi-monthly meeting of the City Council, October 4th,
1915. Mayor Putnam presiding, City Attorney W. B. Crowther and the
following named councilmen answered to roll call; Miller, Underwood,
Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and
Bat eman .
Councilman Mathews moved that the reading of the minutes be dis-
pensed with, and that they be approved as recorded. Motion adopted.
Bids for the paving and excavating, and for the curbing and gut-
tering of certain streets, as advertised, were received as follows:
Watts & Amerman,
Ford Paving Company,
McQuire & Stanton.
On motion of Councilman Bateman the contract for the paving and
excavating, also for the curbing and guttering was awarded to Watts &
Amerman, as per their bid, and that the checks of the unsuccessful
bidders be returned.
Councilman Carney moved that Park Street be paved forty (40)
feet in width from Ninth Street to Thirteenth Street; and thirty-seven
(37) feet in width from Thirteenth Street to the right-of-way of the
Missouri Pacific Railway Company. Motion adopted.
A petition was presented, asking for the pa ving and excavating
of Fifth Street, from the south side of '�ialnut Street to the north
side of Prescott Avenue.
The Street and Alley Committee having examined the same, report-
ed that according to a certificate from a bonded abstracter a majority
of the resident property owners had signed said petition,, and recom-
mended that the petition be granted.
Councilman Carney moved that Fifth Street be paved with one -
course vitrified vertical fiber side wire out Brick Block paving, and
that the contract be awarded to Watts & Amerman as per their prior
bid. Motion adopted.
An ordinance was introduced ent it 1 ed : "An ordinance providing
for the paving and excavating of Fifth Street in the city of Salina,
Kansas, between the south line of Walnut Street and the north line of
Prescott Avenue, specifying the manner of construction, providing for
the cost thereof, and the manner of payment, and letting the contract
therefor."
On motion of Councilman Mathews the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and
Bateman. (10) Nays: (0 )
On motion of Councilman Carney the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Carney, Wolff,
Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10)
Nays: (0) The Mayor approved the same and is numbered 1891.
An ordinance was introduced entitled: "An ordinance specifying
and selecting the paving material to be used and letting the contract
for the paving and excavating, and for the curbing and uttering of
certain portions of Park Street, in the City of Salina.
On motion of Councilman Bateman the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews
and Bateman. (10) Nays: (0)
On motion of Councilman Swedenburg the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Miller, Underwood, Carney, Wolff,
Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10)
Nays: (0) The Mayor approved. the same and is numbered 1892.
Councilman Miller moved that the curbing and guttering on East
Ash Street, be not included in the contract of Watts & Amerman, and
on roll call the motion was lost.
An ordinance was introduced entitled: "An ordinance specifying
and selecting the paving material to be used and letting the contract
for the paving and excavating of the unpaved portion of the alley be- _
tween Santa Fe Avenue and Fifth Street, north of Ash Street, in the
city of Salina, Kansas."
On motion of Councilman Mishler the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews
and Bat eman . (10) Nays: (0 )
On motion of Councilman Ostberg the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was hadl Ayes: Miller, Underwood, Carney, Wolff,
Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays:
(0) The Mayor approved the same and is numbered 1893.
An ordinance was introduced entitled: "An ordinance letting
the contract for the curbing and guttering of Thirteenth Street, in
Salina, Kansas, between the north line of the right-of-way of the Union
Pacific Railroad Company and the south line of Grand Avenue."
On motion of Councilman Miller the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and
Bateman. (10) Nays: (0 )
On motion of Councilman Underwood the ordinance was read and
adopted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Miller, Underwood, Carney, Wolff,
Swedenburg, Mishler, Hagler., Ostberg, Mathews and Bateman. (10)
Nays: (0) The Mayor approved the same and is numbered 1894.
An ordinance was introduced eneitled : "An ordinance letting the
contract for the curbing and guttering of certain portions of State
Street, Mulberry Street, Walnut Street, Chicago Street and Ash Street ,
in the city of Salina, Kansas."
On motion of Councilman Ostberg the rules of order were suspend-
ed for its consideration by thefollowing vote; Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and
Bateman. (10) Nays: (0)
On motion of Councilman Hagler the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swe-
denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays:
(0) The Mayor approved the same and is numbered 1895.
Mrs. Rogers appeared before the Council, and asked for a parole
for her husband, John Rogers, who was convicted and fined in police
court.
Councilman Bateman moved that a parole be granted on good be-
havior. Motion unanimously adopted by the Council.
An ordinance was introduced, entitled: "An ordinance relating
to the apportioning and levying special assessments on certain lots
and pieces of ground in the city of Salina, Kansas, to pay the cost of
paving, curbing, guttering and excavating Thirteenth Street in said
City, between the north line of Ash Street and the north line of Bish-
op Street, extended due west from Ninth Street, and relating to, and
providing for the collection and payment of such assessments."
on motion of Councilman Mathews the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and
Bateman. (10) Nays: (0)
On motion of Councilman Bateman the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the --
following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swe-
denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays:
(0) The Mayor approved the same and is numbered 1896.
An ordinance was introduced entitled: "An ordinance providing
for the issuing of Improvement Bonds of the city of Salina, Kansas, in
the sum of $26,000.00, to pay the cost of improving certain streets
in said City."

On motion of Councilman Mishler the rules of order were sus-
pended for its consideration and the resolution adopted as read by
the following vote; Ayes: Miller, Underwood, Carney, Wolff, Sweden -
burg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0)
The matter of driving piling along the river bank north of the
Ash Street Bridge, was discussed by the Council, and on motion of
Councilman Bateman the matter was referred to the Street and Alley
Committee with power to act.
Councilman Bateman moved that Eleventh Street,, from Walnut to
South Street, be paved with Asphaltic -Concrete. Motion adopted.
An ordinance was introduced, entitled: "An ordinance provid-
ing for the paving and excavating of Eleventh Street, in the city
of Salina, Kansas, between the south line of Walnut Strebt and the
north line of South Street, and providing for the cost thereof, and
the manner of payment."
Councilman Mathews moved that the rules of order be suspended
for its consideration; the roll was called and the motion lost by
the following vote; Ayes: Miller, Underwood, Mishler, OstbeVg,
Mathews and Bateman. (6) Nays: Carney, Wolff and Swedenburg. (3)
Councilman Hagler not voting.
On motion of Councilman Carney the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Miller, Under-
wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and
Bateman. (10) Nays: (0)
On motion of Councilman Bateman the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swe-
denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays:
(0) The Mayor approved the same and is numbered 1897.
The following resolution was introduced:
"BE IT RESOLVED, By the Mayor and Councilmen of the
city of Salina, Kansas, that the curbing and guttering of Fifth Street
in said City, on both sides thereof, from Prescott Avenue to Bond
Street, are improvements necessary to be made and done, and that said
Fifth Street be curbed and guttered on both sides thereof, within
the limits above defined."

On motion of Councilman Mathews the rules of order were sus-
pened for its consideration and the resolution adopted as read by the
following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg,
Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0)
The following resolution was introduced:
"BE IT i�ESOLVED, By the Mayor Councilmen
and of the
City of Salina, Kansas, that The Salina Water Works Company, be and
it is hereby directed to lay the following water main and locate and
connect the following hydrants:
A six (6) inch main on Elm Street running from
Tenth Street to Thirteenth Street, and to connect with the present
water mains, and to locate thereon two (2) fire hydrants at the inter-
sections of Tenth and Eleventh Streets with said Elm Street and as di-
rected by the Chief of the Fire Department."

Mathews and Bateman. (6) Nays: Carney, Wolff and Swedenburg. (3)
Councilman Hagler not voting.

Bids were received for the furnishing of coal for the City _
Building, as follows:
Leidigh & Havens Lumber Co.,
Independent Coal Co.,
Lotz Coal Co.,
Eberhardt Lumber Co.,
on motion of Councilman Bateman the contract was awarded to
The Independent Coal Company, as per their bid.
A petition was received asking for the extension of water mains,
west on University Place, from College Avenue to Chicago Avenue, thence
north on Chicago Avenue to State Street; thence east on State -Street
to College Avenue, to connect with the present water mains. Same
was referred to the Corporation and Franchise Committee.
A petition was received asking for the construction of a side-
walk on the north side of Johnstown Avenue, from Penn Avenue to Colum-
bia avenue; on the north side of Spruce Street, from Phillips to
College Avenue; and on the north side of Ellsworth Avenue, from the
west side of the Railroad to Osborn Street. Same were referred to the
Sidewalk Committee.
Councilman ivishler moved that the City Clerk notify H. C. Smith-
er, of the Salina Street Railway Company, in regard to the bill for.
brick used on their track on North Ninth Street, and that the City At-
torney see that the same is collected within ten (10) days.
Mayor Putnam appointed E. L. Wilder, R. 0. Brown and C. J. Peck,
to act as appraisers in ascertaining the valuation of the lots and
pieces of ground liable to special assessment for the cost of pav-
ing and excavating the unpaved portion of the alley between Santa Fe
Avenue and Fifth Street, north of tush Street., and on motion of
Councilman Swedenburg the appointments were confirmed.
On motion of Councilman Swedenburg, Council adjourned until
Monday, October 11th, 1915.
