Crowther and the following named councilmen answered to roll call; Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler; Ostberg, Mathews and Bateman. The minutes of the Regular semi-monthly meeting of the City Council, September 6th, 1915, were read and approved as read. A committee of citizens appeared before the Council and urged the passage of the ordinance calling a special election to vote on the pro- position to issue bonds for parks and play grounds. The Special Committee to whom was referred the ordinance entitled: "An ordinance submitting to the qualified electors of the city of Salina, Kansas, the proposition to authorize the City Council to purchase certain tracts of land and lots in said City of Salina, for parks., and to issue bonds of the said City in payment therefor, not exceeding in amount the sum of $40,000.00, and calling an election therefor", reported favorable. X13 Street and Alley Committee to whom was referred the petition asking for an Arc Light at the corner of Iron Avenue and Connecticut Avenue, reported favorable on the same; but substituted an Incandescent Light instead of an Arc Light. On motion of Councilman Bateman the report of the Committee was ac- cepted, and the City Clerk was instructed to notify the Light Company to install an Incandescent Light at the above location. Street and Alley Committee to whom was referred the petition asking for the curbing and guttering of Thirteenth Street, from the right-of-way of the Union Pacific Railroad Company to Grand Avenue, reported that ac- cording to a certificate from a bonded abstracter a majority of the resi- dent property owners have signed said pet it i on . On motion of Councilman Swedenburg, the report of the Committee was accepted. Street and Alley Committee to whom was referred the matter of pur- chasing the west seven (7) feet of Lot No. 1, Abbott & Williams Addition on Park Street, reported that they had accepted the proposition heretofore made by the property owners. City to pay the sum of $250.00, for said strip of ground. On motion of Councilman Ostberg the report of the Committee was accepted. The following resolution was introduced: "BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina, Kansas, that the curbing and guttering of Third Street in said City of Salina, between the south side of Walnut Street and the north side of Mulberry Street, on both sides thereof with cement curb and gutter, are each and all improvements necessary to be made and done, and that such street be curbed and guttered on both sides thereof. On motion of Councilman Bateman the ordinance was read and adopted by sections and on its final adoption the roll was called and the follow- ing vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1880. Claims and Expenditure Committee reported by ordinance entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Carney the ordinance was read and adopted by sections and on its final adoption the roll was called and the follow- ing vote was had; Ayes: Underwood, 6arney, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (8) Nays: Miller and Wolff. (2) The Mayor declared the ordinance duly adopted and is numbered 1881. (10) Nays: (0) The following resolution was introduced: "BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina, Kansas, that the curbing and guttering of Second Street in said City of Salina, between the south side of Walnut Street and the north side of Mulberry Street, on both sides thereof with cement curb and gutter, are each and all improvements necessary to be made and done,' and that such street be curbed and guttered on both sides thereof." (10) Nays: (0) The Special Committee composed of Councilmen Swedenburg and Bateman to whom was referred the ordinance entitled: "An ordinance regulating the making of excavations in the streets and alleys or other public grounds in the city of Salina, Kansas, providing penalties for the viola- tion hereof, and repealing Ordinance No. 1295, and so much of any other ordinance as is in conflict herewith", reported favorable. - - On motion of Councilman Mathews the ordinance was read and adopted by sections and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Miller, Underwood, Carney, Wolff, Sweden - burg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1882. City Engineer submitted plans and specifications for the paving, curbing, guttering and excavating of Park Street, from the west line of Ninth Street to the right-of-way of the Missouri Pacific Railway Company; for the paving of the unpaved portion of the alley between Santa Fe Avenue and Fifth Street, north of Ash Street; also for the curbing and guttering of Thirteenth Street, from the north line of the right-of-way of the Union Pacific Railroad Company to the south line of Grand Avenue; Ash Street, from the west side of Fourth Street to the west side of Ohio Avenue; State Street., from the east line of right-of- way ight-of- way of the Missouri Pacific Railway Company to the west line of College Avenue, and from the west line of Railraod Street to the east line of Olive Street; Chicago Street-, between the north line of Walnut to the south line of State Street; Street -,, Street, from the east lire of the right-of-way of the Missouri Pacific Railway Company to the west line of College Avenue; and Mulberry Street, from the east line of Santa Fe Aven- ue to the west line of Second Street. Same were received and adopted. On motion of Councilman Mathews the rules of order were suspend- ed for its consideration by the following vote; Ayes: Miller, Under- wood, Garney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) On motion of Councilman 0arney the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had : Ayes: Miller, Underwood, Carney, Wolff, Swe- denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1883. Mayor Putnam appointed E. L. Wilder, C. J. Peck and W. S. Frey, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of curbing and guttering Ash Street, from the west line of Fourth Street to the west line of Ohio Avenue. On motion of Councilman Underwood, the ap- pointments were confirmed. Mayor Putnam appointed F. R. Fitzpatrick, Wm. Hansen and C. L. Wight, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of curbing and guttering Chicago Street, from the north line of Walnut Street to the south line of State Street; Walnut Street, from the east line of the right-of-way of the Missouri Pacific Railway Company to the west line of College Avenue; State Street, from the east line of the right-of-way of the Missouri Pacific Railway Company to the west line of College Avenue, and from the west line of Railroad Street to the east line of Olive street; Mulberry Street, from the east line of Santa Fe Avenue to the west line of Second Street. Eberhardt and Ralph Anderson to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of curbng and guttering Thirteenth Street, from the north line of the right-of-way of the Union Pacific Railroad Company to the south line of Grand Avenue. On motion of Councilman Hagler, the appointments were c onf irmed . Mayor Putnam appointed C. W. Lynn, C. J. Peck and A. W. Dodge, to act as appraisers in ascertaining the valuation of the lots and pie- ces of ground liable to special assessment for the cost of paving, curbing, guttering and excavating College Avenue from the north line of Ash Street to the south line of Park Street. On motion of Council- man Carney the appointments were confirmed. Mayor Putnam appointed E. L. Wilder, Wm. Hansen and W. S. Frey, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of paving, curbing, guttering and excavating Park Street, from the west line of Ninth Street to the right-of-waof the Missouri Pacific Railway Com- pany. On motion of Councilman wedenburg the appointments were con- firmed. on- firmed. The appraisers report for the curbing and guttering of Fifth Street, from the south line of Walnut Street to the north line of Pres- cott Avenue, was received, and on motion of Councilman Ostberg, Monday evening, October 4th, 1915, at 7:30 p. m., was designated as special meeting, at which time the appraisers report will be taken up and acted upon by the Council, and all persons affected by such curbing and guttering can be present and heard, if they so desire, and that the City Clerk give notice in the official City Paper as provided by law. The appraisers report for the paving, curbing, guttering and excavating of Ninth Street, from the south line of South Street to the south line of Crawford Avenue; Front Street, from the south line of Iron avenue to the south line of Walnut Street, extended east; Iron Avenue, from the west line of Penn Avenue to the west line of Delaware Street; and Baker Street, from the south line of Iron Avenue to the north line of Walnut Street, were received; and on motion of Council- man Swedenburg, Monday evening, October 4th, at 7:30 p. m., was desig- nated as a Special Meeting, at which time the appraisers report will be taken up and acted upon by the Council, and all persons affected by such paving, curbing, guttering and excavating can be present and heard, if they so desire, and that the City Clerk give notice in the official City paper as provided by Law. 176 Street and Alley Committee to whom was referred the ordinance entitled: "An ordinance regulating the construction I onstruction, operat ion, build- ing, re -building, repairing and maintenance of street railways in the city of Salina, Kansas, providing penalties for the violation hereof, and repealing Ordinance No. 1496, passed and approved July 21st, 1909", re- ported favorable. On motion of Councilman "arney the ordinance was read and adopted by sections and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Miller, Underwood, Carney, Wolff, Sweden - burg, Mishler, Hagler, Ostberg, Mathews and Bateman. An ordinance was introduced entitled: "An ordinance providing for the paving, of the unpaved portion of the alley between Santa Fe Avenue and Fifth Street, north of Ash Street, specifying the manner of con- struction, providing for the cost thereof and manner of payment." On motion of Councilman Carney the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Undeflwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bate- man. An ordinance was introduced entitled: "An ordinance making it a misdemeanor for any person to sign or give any fictitious name or ad- dress, or any name or address other than his true name and address for the purpose of securing the delivery of any intoxicating liquor in the city of Salina, Kansas, and making it a misdemeanor for any person to deliver any intoxicating liquor to any person signing a fictitious name or address, or any other name or address other than his own true name and address, if the laws of the State of Kansas, require that such person sign and give his true name and address." On motion of Councilman Mathews the rules of order were suspend- ed for its consideration by the following vote; Ayes: Miller, Under- wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) On motion of Councilman Swedenburg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1886. An ordinance was introduced entitled: "An ordinance prohibiting the exhibitition of Prize Fight Pictures, and repealing Ordinance No. 1563, passed and approved July 18th, 1910." On motion of Councilman Ostberg the rules of order were suspend- ed for its consideration by the following vote; Ayes: Miller, Under- wood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) On motion of Councilman Mishler the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swe- denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1887. Building Committee reported that they had received a proposition from the Light Company to install three "White Way" posts, in place of the present cement posts, around the City Building, and connect the same with the "White Way" system. On motion of Councilman Bateman the proposition was accepted. — Mayor Putnam appointed Ben V'olbert, Assistant Fire Chief, and on motion of Councilman Ostberg the appointment was confirmed. Councilman Bateman moved that the City purchase the necessary maps of Arthur Harvey, for the use of the C it y . Fire department Committee was authorized to investigate and remedy the Magneto trouble, on the large fire truck. 1 1 "'ewer and Drainage Committee reported favorable on the petition asking for a Sanitary Sewer in the alley between Front and Second Streets, from Elm Street north to the Missouri Pacific tracks; also for a Sanitary Sewer on Eleventh Street, from Prescott Avenue to Char- les Street. On motion of Councilman Underwood the report of the Committee was accepted. An ordinance was introduced entitled: "An ordinance prohibiting the scattering of coal, rock, stone, gravel, etc., on paved streets, and prescribing punishment for the violation thereof." On motion of Councilman Bateman the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bate- man. (10) Nays: (0) On motion of Councilman Swedenburg the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bateman. An ordinance was introduced entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the city of Salina, Kansas, to pay the cost of paving, curbing, guttering and excavating Ash Street in said City, be- tween the west line of College Avenue and the 'east line of Railroad Street, and providing for the collection and payment of said assess- ments." ssess- ments." An ordinance was introduced entitled: "An ordinance relating to information, regarding violation of certain ordinances, fixing the com- pensation therefor, and providing for the payment thereof." On motion of Councilman Carney the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bate - Ilan. (10) Nays: (0) On motion of Councilman Underwood the ordinance was read and adopt ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swe- denburg, Mishler, Hagler, Ostberg, Mathews and Bateman. (10) Nays: (0) The Mayor approved the same and is numbered 1890. The following resolution was introduced: "BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina, that the Salina Mater Works Company be and it is, hereby directed to extend and lay the following water main and locate and con- nect the following fire hydrant, to -wit: A six (6) inch main on Park Street to extend from College Avenue to the right-of-wa of the Missouri Pacific Railway Company, and locate thereon one (1T fire hydrant as directed by the Chief of the Fire Department." (10) Nays: (0) Councilman Bateman moved that the delinquent poll tax warrants, now in the hands of the Police Judge, be served at once. Motion adopted. Councilman Miller moved that the $50.00 appropriation allowed the Park Commissioner be discontinued at once. Motion adopted. City Clerk $anker, and Councilman Hagler, were appointed dele- gates to attend the State Municipal Meeting, to be held at Hutchinson Kansas, October 13th, 14th and 15th. City Clerk was instructed to receive bids on coal for the use of the City Building, October 4th, 1915. A petition asking for the construction of a sewer on Tenth Street, from Lincoln Avenue to Grand Avenue was received and referred to the Sewer and Drainage Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief, were received and ordered filed. On motion of Councilman Swedenburg, Council adjourned. J�' Wra -M , � r City Clerk.
