Regular semi-monthly meeting of the City Council, September 6th,
1915. Mayor Putnam presiding, City Attorney W.
B. Crowther and the
following named councilmen answered to roll call; Miller, Carney, Wolff,
Swedenburg, Mishler; Hagler, Ostberg, Mathews and Bateman. Councilman
Underwood absent.
The minutes of the Special Meeting of August 16th, 1915, and the
Regular semi-monthly meeting of August 16th, 1915, were read and approved
as read.
:jays and Means Committee reported on the ordinance entitled: "An
ordinance submitting to the qualified electors of the City of Salina,
Kansas, the proposition to purchase certain tracts of land and lots in
said City of Salina, and to issue bonds on the said City in payment
therefor not exceeding in amount the sum of X50,000.00, and calling an
election therefor.", and recommended that the bond issue be placed at
,40,000.00 instead of;50,000.00
Councilman Carney moved that the ordinance be read and adopted by
sections and on its final adoption the roll was called and the follow-
ing vote was had; Ayes: Carney, 14;ishler, Ostberg, h.'athews and Bateman.
(5) Nays: Miller, T'olff, Swedenburg and Hagler. (4) Councilman
Underwood absent. The Mayor declared the ordinance not adopted.
A remonstrance was received against the curbing and guttering of
Chicago Street, between the north line of Walnut Street and the south
line of State Street; Clark Street, between the north line of lalnut
Street and the south line of State Street, ; and Fourth Street, between
the south line of Walnut Street and the north line of South Street.
Street and Alley Committee having investigated, made the follow-
ing report; According to a certificate from a bonded abstracter show-
ing the number of resident property owners on each of the above street,
bet; leave to report as follows:
"There were not sufficient names on said remonstrance to defeat
the resolution on Chicago Street, and there were sufficient names to de-
feat the resolution on Clark Street and Fourth Street."
On motion of Councilman Carney the report of the Committee was
adopted.
A petition asking for the paving, curbing, guttering and excavat-
ing of College Avenue, from the north side of Ash Street to the south
side of Park Street, with asphaltic -concrete pavement, was received,
together with a certificate from a bonded abstracter showing that a ma-
jority of the resident property owners had signed said petition.
On motion of Councilman Swedenburg, the request of the petition-
ers

ers was granted.
City Engineer submitted plans and specifications for the curbing
and guttering of Ash Street, from Fourth Street to Ohio Street, which
were adopted by the Council.
An ordinance was introduced, entitled: "An ordinance providing
for the paving, curbing, guttering and excavating of College Avenue, in
the City of Salina, between the north line of Ash Street and the south
line of Park Street, specifying the manner of construction, providing
for the cost thereof and the manner of payment and letting the contract
therefor."
On motion of Councilman Carney the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Carney,
Wolff, Swedenburg, Mishler, Iiagler, Ostberg, Mathews and Bateman. (9)
Nays: (0) Councilman Underwood absent.
On motion of Councilman Swedenburg, the ordinance was read and
adopted. by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Miller, Carney, Wolff, Swedenburg,
Mishler, Hagler, Ostberg, Mathews and Bateman. (9) Nays: (0) Coun-
cilman Underwood absent. The Mayor approved the same and is numbered
1875.

An ordinance was introduced entitled: "An ordinance providing
for the curbing and guttering of State Street on both sides thereof, be- _
tween the east line of the right-of-way of the 14lissouri Pacific Rail-
way Company and the west line of College Avenue; Mulberry Street, on
both sides thereof, between the east side of Santa Fe Avenue and the west
side of Second Street; VIalnut Street, on both sides thereof, between
the east line of the right-of-way of the Missouri Pacific Railway Com-
pany and the west line of College Avenue; Chicago Street, on both sides
thereof, between the north line of Walnut Street and the south line of
State Street; and State Street, on the south side thereof, between the
west line of Railroad Street and the east line of Olive Street, all in _
the city of Salina, Kansas.
On motion of Councilman Ma.triews the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Carney,
Wolff, Swedenburg, IVIishler, Hagler, Ostberg, Mathews and Bateman. (9)
Nays: (0) Councilman Underwood absent.
On motion of Councilman Carney the ordinance was read and adopted
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Carney, Wolff, Swedenburg, Mishler,
Hagler, Ostberg, Mathews and Bateman. (9) Nays: (0) Councilman
Underwood. absent. The Mayor approved the same and is numbered 1876.
An ordinance was introduced entitled: "An ordinance providing
for the paving, curbing, guttering and excavating of Park Street in
the city of Salina, Kansas, between the west side of Ninth Street and
the right-of-way of the Missouri Pacific Railway Company, providing for
the cost thereof and the manner of payment."
On motion of Councilman Mathews the rules of order were suspended
for its consideration by the following vote; Ayes: Miller, Carney,
Wolff, Swedenburg, iv`ishler, Hagler, Ostberg, Mathews and Bateman. (9)
Nays: (0) Councilman Underwood absent.
On motion of Councilman Carney the ordinance was read and adopted W.
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Miller, Carney, Wolff, Swedenburg, Mishler,
Hagler, Ostberg, IIathews and Bateman. (9) Nays: (0) Councilman
Underwood absent. The Mayor approved the same and is numbered 1877.
An ordinance was introduced entitled; "An ordinance vacating a
certain alley in the city of Salina, Kansas.`
On motion of Councilman Swe(lenbur g the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg,'Mathews and Bate-
man. (9) Nays: (0) Councilman Underwood absent.
On motion of Councilman Mathews the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Miller, Carney, Wolff, Swedenburg,
Ivlishler, Hagler, Ostberg, Iti"_athews and Bateman. (9) Nays: (0) Coun-
cilman Underwood absent. The Mayor approved the same and is numbered
1878.
An ordinance was introduced, entitled: "An ordinance regulating
the building and construction of street railways in the City of Sa-
lina." Sar. -,e was referred to the Street and Alley Committee.
Councilman Mathews of the Street and Alley Committee, reported
that the property owners ask the sum of '250.00, for the seven (7) foot
strip of land on the west side of Lot InTo. 12 Abbott L Williams, "ddition,
Park Street.
Councilman Bateman moved that the matter be referred back to the
Committee with power to act.
Councilman Hagler moved that the Street and Alley Committee be
authorized to let a contract for the repairing of the Ohio Street -�
Bricige at once. Motion adopted.
An ordinance was introduced entitled: An ordinance regulating
the excavating of streets, in the City of Salina."
Councilman Wolff moved that it be referred to a Special Committee,
composed of Bateman and Swedenburg.

Corporation and Franchise Conrnittee reported favorable on the
following petitions for the extensions of water mains:
A six inch main on South Fifth Street, to extend from the pres-
ent main to Republic Avenue,
A six inch main on Ash Street, to extend from Front Street to
Penn Avenue,
A six inch main on Oakdale Avenue, to extend from Ash Street to
Elm Street,
A six inch main on Eleventh Street, to extend from Prescott Aven-
ue to Charles Street.

On motion of Councilman Tviishler the report of the committee was
accepted, and the f'ol.lowing resolution was introduced.:
BE IT RES O UED , by the Mayor and Councilmen of the City of L'a -
lina, that The Salina Water Works Company be, and. it is, hereby di-
rected to lay the following water mains and locate and connect the fol-
lowing hydrants:
A six (6) inch main on South Fifth Street, to extend from the
present mains to Republic avenue, and locate thereon one fire hydrant
as directed by the Chief of the Fire Department;
A six (6) inch main on Ash Street to extend from Front Street
to Penn Avenue, and locate thereon two . f ire hydrants as directed by
the Chief of the Fire Department;
A six (6) inch main on Oakdale Avenue, to extend from Ash Street
to Elm Street, and locate thereon two fire hydrants as directed by
the Chief of the Fire Department;
A six (6) inch main on Eleventh Street, to extend from Prescott
Avenue to Charles Street, and locate thereon one fire hydrant as di-
rected by the Chief of the Fire Department.
Adopted and approved, September 6th, 1915.

Councilman Swedenburg moved that the rules of order be suspended
for its consideration and. the resolution adopted as read by the fol-
lowing vote; Ayes: Miller, Marney, Wolff, Swedenburg, iMishler, Hag-
ler, Ostberg, Mathews and Bateman. (9) Nays: (0) Councilman
Underwood absent.
An ordinance was introduced entitled: "An ordinance preventing
the carriage and transportation of intoxicating liquors, over and upon
the public streets, avenues and alleys of the City of Salina, and pre-
scribing penalties therefor."
On motion of Councilman Swedenburg the rules of order were sus-
pended for its consideration by the following vote; Ayes: Miller,
Carney, Wolff, Swedenburg, Mishler, Hagler, Ostberg, Mathews and Bate-
man. (9) Nays: (0) Councilman Underwood absent.
On motion of Councilman Wolff the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had: Ayes: Miller, Carney, Wolff. Swedenburg,
P;ishler, Hagler, Ostberg, Mathews and Bateman. (9) Nays: (0) Coun-
cilman Underwood absent. The Mayor approved the same and is numbered
1879.
Councilman Miller reported that there had been no definite action
taken in the matter of repairing the " Ihite 1,7ay."
The matter was referred back to the Build.in.g Committee with pow-
er to act, or bring in a definite report.
The matter of constructing a twelve (12) inch sewer in the alley
between Fourth and Fifth Streets, north of North Street to the Union
Pacific Railway, was discussed and the matter was, referred to the
Sewer and Drainage Committee to have same constructed if they deem it
necessary. Motion adopted.

A proposition was received, from W. A. Martin to trim the trees
in the City Park for the sum of ti55.00. On motion of Councilman --
Bateman the proposition was accepted.
The Street Car Company was ordered to remove its surplus building
material from the parkings along their line, within ten (10) days.
The matter of constructing an additional Retaining Wall on iron
Avenue, east of the new bridge, was discussed, and the matter was re-
ferred to the Street -and Alley Committee with power to act.
Councilrr;an Miller moved that the salary of the Park Commissioner
be dispensed with after the September meeting. On motion, the roll
was called and the motion loot.
A petition asking for the construction of a Sanitary Sewer on
Eleventh Street, from Prescott Avenue to Charles Street; also on Thir-
teenth Street, from the right-of-way of the Union Pacific Railway Com-
pany to Grand Avenue, was received and referred to the Sewer and Drain-
age Committee.
A petition asking for the curbing and guttering of Thirteenth
Street, from the right-of-way of the Union Pacific Railway Company to
Grand Avenue, was received and referred to the Street and. Alley Com-
mittee.
A petition asking for the location of an Are Light at the corner
of Iron Avenue and Connecticut Avenue was received and referred to the
Street and Alley Committee.
Councilman Carney introduced an ordinance entitled: "An ordin-
ance submitting to the qualified electors of the city of Salina, Kan-
sas, the proposition to purchase certain tracts of land and lots in said
City of Salina, and to issue bonds of the said City in payment therefor,
not exceeding in amount the sum of .„;40, 000.00, and calling an election
therefor."
Same was received, and referred to a Special Committee composed
of Councilmen Hagler, Carney, Mathews and Underwood.
A claim for damages from Wm. Knoll, was received and referred to
the City Attorney for investigation.
On motion of Council -man Swedenburg, Council adjourned.
