08-16-1915 MinutesFirAZYM I COUNCIL PROCEEDINGS. COUNCIL CHAMBER, SALINA, KANSAS. AUGUST 16th, 1915. Regular semi-monthly meeting of the City Council August 16th, 1915. Mayor Putnam presiding, City Attorney Vi. B. Crowther and the following named councilmen answered to roll call: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg and Mathews. Councilmen Mishler and Bateman absent. The minutes of the Regular semi-monthly meeting of August 2nd, - 1915, were read and approved as read. Ways and Means Committee reported by ordinance entitled: "An ord- inance malting a levy of taxes for general revenue and 'other purposes in the city of Salina, Kansas, for the year 1915." On motion of Councilman Hagler the rules of order were suspended for its consideration by the following vote; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg and Mathews. (8) Nays: (None) Councilman Mishler and Bateman absent. On motion of Councilman Miller the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg and Mathews. (8) Nays: (None) Coun- cilmen Mishler and Bateman absent. The Mayor approved the same and is numbered 1869. An ordinance was introduced entitled: "An ordinance making a special assessment and levy of taxes, for the cutting of weeds on cer- tain lots and parts of -lots in the city of Salina, Kansas, for the year 1915." On motion of Councilman Swedenburg the rules of order were sus- pended for its consideration by the following vote; Ayes: iviiller., Underwood, Carney, Wolff, Swedenburg, Iiagler, Ostberg and Mathews. (8) Nays: (None) . Councilmen Mishler and Bateman absent. On motion of Councilman Carney the ordinance was read and adopt- ed by sections and on its final adoption the roll w-cs called and the following vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg and Mathews. (8) Nays: (None) Council- men Mishler and Bateman absent. The Mayor approved the same and is numbered 1870. An ordinance was introduced entitled: "An ordinance levying spe- cial assessments against the property herein described to pay the cost of constructing certain sidewalks in the City of Salina." On motion of Councilman Mathews the rules of order were suspend- ed for its consideration by the following vote; Ayes: Miller, Under- wood, Carney, Wolff, Swedenburg, Hagler, Ostberg and Mathews. (8) Nays: (None) Councilmen Mishler and Bateman absent. On motion of Councilman Wolff the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney; Wolff, Swedenburg, Hagler, Ostberg and Mathews. (8) Nays; (None) Council- men Mishler and Bateman absent. The Mayor approved the same and is numbered 1871. - - Claims and Expenditure Committee reported by ordinance entitled: "An ordinance making an appropriation for the payment of certain claims". On motion of Councilman Hagler the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Carney, Swedenburg, Hagler, 6stberg and Mathews. (6) Nays: Miller and Wolff. (2) Councilmen Mishler and Bateman absent. The Mayor declared the ordinance duly — adopted and is numbered 1872. I TPA Z 267 The Special Committee reported favorable on the petition asking for the construction of a cement sidewalk on the west side of Eleventh Street, from Ash to Park Streets; also reported favorable on the ac- quiring of seven (7) feet On the west side of Lot No. 1, Abbott and William's Addition, Park Street. The matter was referred back to the Street and Alley Committee with instructions to get prices on said tract of land, and report at the next meet ing . An ordinance was introduced entitled: "An ordinance providing for the construction of certain sidewalk in the city of Salina, Kansas." On motion of Councilman Swedenburg the rules of order were sus- pended for its consideration by the following vote; Ayes: Miller, Un- derwood, Carney, Wolff, Swedenburg, Hagler. Ostberg and Mathews. (8) Nays: (None) Councilmen Mishler and Bateman absent. On motion of Councilman Carney the.ordinance was read and adopted by sections and on its final adoption the roll was called and the fol- lowing vote was had; Ayes: Miller, Underwood, Carney, Wolff, Sweden - burg, Hagler, Ostberg and Mathews. (8) Nays: (None) Councilmen Mishler and Bateman absent. The Mayor approved the same and is numbered 1873. Councilman Underwood, Chaitman of the Building Committee, reported that he had investigated the "White Way" system around the City Building, and same would have to be over -hauled or re -installed. The matter was generally discussed and referred back to the Build- ing Committee for a more definite report . Building Committee submitted a set _ of plans for- the° construction of a new Fire Station. The matter was ginerally discussed and referred bank to the Building Committee to bring in a more definite report. Councilman Mathews moved tha time beextended to the Street and Alley Committee to bring in a report on the ordinance regulating the excava- tion of streets and alleys in the City of Salina, Kansas. Motion adopt- ed. City Engineer submitted plans and specifications for the retain- ing walls at the Iron Avenue Bridge. Same was adopted, and the Street and Alley Committee was instructed to receive bids on same, and have work done as soonas possible. An ordinance was introduced entitled: "An ordinance submitting to the qualified electors of the city of Salina, Kansas, the proposition to purchase certain tracts of land and lots in said City of Salina, and to issue bonds of the said city in payment therefor not exceedin§ in • amount the sum of 50,000.00, and calling and election therefor. Same was received, and on motion was referred to a Special Com- mittee composed of Councilmen Hagler, Carney, Mathews and Underwood. An ordinance was introduced entitled: "An ordinance defining cer- tain misdemeanors and providing for the punishment of the same, and amend- ing and repealing Sections Nine (9) and Ten (10) of Ordinance No. 635 of the city of Salina, Kansas." On motion of Councilman Swedenburg the rules of order were suspend- ed for its consideration by the following vote; Ayes: Miller, Under- wood, Carney, Wolff, Swedemburg, Hagler, Ostberg and Mathews. (8) Nays: (None) Councilmen Mishler and Bateman absent. On motion of Councilman Carney the ordinance was read and adopted by sections and on its final adoption the roll was called and the follow- ing vote was had; Ayes: Miller, Underwood, Carney, Wolff, Swedenburg, Hagler, Ostberg and Mathews. (8) Nays: (None) Councilmen Mishler and Bateman absent.' The Mayor approved the same and is numbered 1874. Councilman Carney moved that the Street Commissioner be instructed to construct a sidewalk on Ash Street, midway between College Avenue and Railroad Street, over a space of about ten (10) feet. I s: Councilman Swedenburg, Chairman of the Sidewalk Committee, to whom was referred the ordinance vacating a part of Ninth Street, between Mulberry Street and South Street, in the City of Salina, submitted a ma- jority report of unfavorable on said ordinance, and Councilman Mathews submitted a minority report in favor of said ordinance. Councilman Carney moved that the report of the minority be adopted, and on motion the roll was called and the following vote was had; Ayes: Miller, Underwood, Carney and Mathews. (4) Nays: Wolff, Swedenburg, Hagler and Ostberg. (4) Councilmen Mishler and Bateman absent. There being a tie the motion was declared lost. Councilman Ostberg called the attention to the Council of the water tank on South Fifth Street, being out of repair and leaking continually, also the drinking fountain at the corner of Santa Fe and Ash Street was out of repair. The matter was referred to the Corporation and Fran- chise Committee to make the necessary repairs. A petition asking for the extension of water mains on South Fifth Street, from the present main south of Republic Avenue, and on Ash Street from Front Street to Penn Avenue; also on Oakdale Avenue from Ash to Elm Streets. Same were received and referred to the Corporation and Franchise Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief were received and ordered filed.
