COUNCIL PROCEEDINGS, SPECIAL MEETING.

AUGUST 16th, 1915.
Special session of the Mayor and Council for the purpose of
hearing complaints of property owners as to the valuation placed on
lots and pieces of ground liable to assessment for the paving, curbing,
guttering and excavating of lash Street between College Avenue and Rail-
road Street; also Thirteenth Street between Ash Street and Bishop Street.
Mayor Putnam presiding, City Attorney W. B. Crowther and the following
named councilmen answered to roll call: Miller, Underwood, Carney, Wolff,
Swedenburg, Hagler, Ostberg and Mathews. Councilmen Mishler and Bate-
man absent.
The appraisers report on Ash Street was taken up and read as fol-
lows:

being duly and severally sworn according td) law, each for himself, does
hereby solemnly swear that he is an owner of real estate in the city of
Salina, Kansas, Saline county, Kansas, and is disinterested in any of
the property liable to special assessment for the cost of paving Ash
Street, between College avenue and Railroad Street, as more particularly
described and provided for in Ordinance No. 1838 of the City of Salina;
and that each of us will to the best of our judgment and ability make a
true and impartial appraisement of all the lots and pieces of ground
abutting on such respective street above described without regard to the
buildings and improvements on said lots and pieces of ground, the distance
to be improved, as set forth and designated by the Mayor and Council
in said Ordinance No. 1838. So help us God.

Gentlemen:
We.. C. W. Lynn, W. G. Studebaker and William Hansen, the
undersigned appraisers heretofore appointed by the Mayor and Council of
the City of Salina, Kansas, to appraise the property on each side of Ash
Street to the center of the block between Park Street and State Street,
from the west line of College Avenue in the Wilson Addition and Uni-
versity Addition to the City of Salina, Kansas, to the east line of the
right of way of the Missouri Pacific Railroad or Railroad Street, with-
out regard to buildings or improvements thereon, which said property
shall be subject to a special assessment for the paving, curbing and gut-
tering said Ash Street, above described, beg leave to make the following
report of our acts and doings as such appraisers, We do appraise such

ment for paving, curbing, guttering and excavating on Thirtee2th Street,
in the City of Salina, Kansas, between the north line of Ash treet, and
the north line of Bishop Street, extended due west from Ninth Street,
Salina, Kansas, do hereby certify that we have actually viewed the pre-
mises and appraise the same as shown by the attsched list of property
owners and their holdings with appraisement marked thereon.
